TOWN OF TOLLAND
MINUTES OF SPECIAL PUBLIC HEARING
ON PROPOSED CHANGES TO THE ZONING BYLAW
Called by the Planning Board 9/12/2005
Present: All members of the Planning Board were present.
Public Hearing opened by Chairman Steve McAlister at 7:06.
Notice of Public Hearing was read by Chairman McAlister.
Members of the Zoning Bylaw Review Committee consisted of :

A detailed summary of all changes to Tolland’s existing Zoning Bylaw was given by Gloria Gery. Following the summary, the floor was opened to questions and comments from the audience. Questions and comments were solicited and are listed on a Section by Section basis.
o No comments were made on Sections I, II and III.
o Section IV Definitions
o “Accessory Structure” should be expanded to include membrane structures and pods.
o A definition of “Bonafide Storage” should be considered.
o The computation of “Building Height” should be researched further.
o Delete the definition of Junk Car, as it is not used in the Bylaw.
o Section V Table of Land Use Regulations
o There was discussion pro and con as to whether Gas Stations should be prohibited in all Zoning Districts and if not, in which should they be allowed.
o The word “Logging” should be removed from last line of table, leaving the word “Lumbering”
o Section VI Table of Dimensional Requirements.
o There was a discussion about raising the minimum front setback to 75 feet along Route 57; however, this could not be done without changing the zoning map. Creating a scenic district to accomplish this goal was also discussed, but several restrictions in Massachusetts law would negate the assigning of a scenic district to Route 57.
o A motion was made, seconded and voted unanimously to adjourn the Public Hearing until Tuesday, September 20th at 7:00 p.m.
