1. Applicant: Verizon Wireless

Location: Clubhouse Road
Description: Application for Special Permit to modify existing cell tower by removing existing whip antennas and replace them with twelve (12) 48” x 43” x 3” panels with added PCS coverage. Radiation will be only 7% of allowed limit. No information was presented on radiation level of existing system.
Applicant requested a waiver of the noise study required by current Wireless Communications Bylaw. The noise level will not change because the diesel motor which run every Monday at 10:00 a.m., will not be changed.
Action Taken: A Public Hearing was scheduled for August 15, 2005 at 7:00 p.m. at the Tolland Town Hall. A Motion was unanimiously approved to waive the requirement for a noise study, on the grounds that the current noise level is acceptable and will not increase due to the change from antennas to panels.
Old Business:
1. Minutes of meetings of 6/15/05 were approved as amended.
2. A final review of the Zoning Bylaw Review Committee’s Draft was held and the following changes approved.
o Section X.D.1 (Page X-2) between 2nd and 34d paragraphs add the following: “No Building Permit shall be issued for new structures and additions to existing structures without verification that the placement of the structure or addition corresponds to an approved site plan, or in the case of a “Site Plan Review Required”, a reviewed site plan”.
o Section V. ( Page V-8) The Planning Board voted 3 in favor and 2 opposed, to change Garages, Vehicle Service Station, etc. to “Special Permit with Site Plan Review” in AR-I and AR-II.
o Section IX.A.3.a (Page IX-2) Change “sixty-five (65)” to “ninety (90)”
o Section IX.A.6 (Page IX-4) In first sentence change word “Heating” to “Hearing”.
o Section IX.B.6 (Page IX-7) In first sentence change word ‘issues” to “issuance”
