Re: Minutes of December 18, 2003 Trustees Meeting
Call to Order: The meeting was called to order at 3:40 p.m.
Attendees: Carolyn Locke, Gloria Gery and Jessica Kelmelis. Absent: Bill McKay
Old Business:
Librarian Education Requirements: Jessica Kelmelis has completed two of the four required courses for certification by the State:
November 12, 2002
November 13, 2003
Notice of course completion will be sent to the Selectmen.
Due to the fact that Jessica resigned and was not replaced for a twelve month period, she was unable to complete the requirements by the February 2004 deadline. Carolyn Locke will write a letter to the Mass. Library personnel (Jessica to provide this information for the letter) requesting a waiver of the requirement and an extension of the deadline to December 2005. Gloria Gery will draft the letter for Carolyn.
Spending Freeze Lifted: Jessica received written notice from the Town that the spending freeze was lifted and that library acquisitions and expenditures can be made.
Letter to the Tattler: The Trustees Letter to the Editor of the Tolland Tattler (copy attached) was viewed as important and effective. A discussion of the need to continue to keep residents involved and aware ensued. It was agreed that library circulation figures will be published in the Tattler at each year-end. New book information, etc. will be continued.
Christmas Party: Lilli and Jess Kelmelis had a great time. No one else from town attended, unfortunately!
New Business:
Public Notice Board: It was agreed that Carolyn Locke would request that the Selectmen authorize repair of the public notice board outside the Library door. Jessica will follow up for repair and notify Trustees when repairs are complete.
Flag for “Open” library Times: It was voted to authorize that Jessica Kelmelis purchase a flag/banner to be hung outside the library when it is open.
Sign on Library Building: The need to have a sign on the library indicating the nature of the building was agreed to. Jessica will get sign design and pricing information and present it at the next Trustees meeting. The sign should be compatible with the current Town Hall sign.
Policy of Book Selection by Young People: Jessica Kelmelis recommended the Board adopt a policy of notifying parents that book selection by their children is at their direction and that the library does not screen books or prohibit book or video use by minors. This policy is based in legal requirements. Jessica will place notice of this above videos and at the front desk and will submit the policy to the Tattler for its next publication. In addition, this policy will be published in the Library section of www.tolland-ma.gov when it appears.
www.Tolland-MA.gov – Library content: The content to be published in the library area of the new Tolland website was discussed in detail. Jessica will complete the form sent to her by Gloria Gery and submit it to Trustees by mail by January 15th before it is put on the website. Trustees will review and approve the content by January 25th and respond to Jessica with comments/changes. Content will include Contacts, Hours, Policy, News, Books, Tasks (e.g. Obtaining a library card, renewing a book, etc.) will be included.
Jessica will also provide a list of library-related links to be available to site users.
Jessica stressed the importance of having it clear that once links to inter-library loans are available on the website that residents must order books from inter-library loan through the Library so she is aware of who ordered the books and control delivery and returns. She will check with that service to determine if it can be done directly online while communicating to her. Jessica will have this information by the time the website content is published.
Next Scheduled Meeting: The next Trustees meeting is on Monday, February 9th at 3:30 p.m.. Location: Tolland Library.
