Finance Committee Minutes
Town of Tolland
April 5, 2006
The meeting was called to order at 6:50 p.m.
In attendance were Dave Barney, Jim Deming, Mira Munson, Ted Locke, Ralph Ledger, Wes Green, Eric Munson and Margaret McClellan.
The minutes of the previous meeting were approved with one correction to be made before posting.
Margaret gave us some updates: we should have the number for state owned land by Monday and the tax rate by the last week in April. The punch error made by the State when calculating a number for the Cherry Sheet would only stay three years and then go back to the correct number. New Growth was calculated by the Assessors’ at $46,000, a significant increase from last year’s $12,000. This number, however, has gone to the state for approval. Margaret also said Jim is coming April 18 to help set the tax rate. She reminded everyone that the Budget Hearing is scheduled for April 24.
Ted reported that the School Budget number is $283,246.
The Selectmen and Finance Committee then dealt with salaries in an attempt to finalize all salary numbers. In the DPW Budget, part time snow and ice and part time salaries were left alone. We added a new line item called Cemeteries and funded it with $11,000. We left the library salaries as requested -- $9.00/hour for library staff. Police and assessors salaries were left as previously decided.
We went over Capital Projects ’06 that we have completed to date: Purchase of truck – $150,039, purchase of york rake - $4282, painter - $2000, doors – 1747.22. Total: $158,168.22. The group then questioned whether the following capital items would be completed by the end of the year: salt shed addition, electrical for the DPW and Police Section, Dump, fixing of the water problem at the Town Hall, upgrade of the Library electrical , the entry door at the garage, replacement screens and front door at the Town Hall, and stairway and walk at the Town Hall. Capital Projects for ‘07 are the Loader (waiting for estimate from John) and DPW expenses – we are waiting for the engineer’s report on the building though these expenses would probably not be done
through capital expenses but through a long term loan. The group decided to delay purchase of a rescue truck.
The next meeting was set for 4/20/06. The meeting was adjourned at 9:00p.m.
