Pursuant to Chapter 131, Section 40 MGL, the Tolland Conservation Commission held public hearings September 28, 2017, beginning at 6:30 PM at Tolland Town Hall, 241 West Granville Rd, Tolland, MA
        

The listing of matters, were those reasonably anticipated by the Chair, which were discussed at the meeting. Not all items listed may in fact be discussed and other items not listed may also be brought up for discussion to the extent permitted by law.

HEARINGS  
Open Hearings began at 6:28
RDA-Submitted by Anthony Krupa of 62 Pinewood Drive. Applicant seeks to do landscaping in the buffer zone of Otis reservoir. RDA 2017-11  Unanimous decision for a negative determination. Straw waddles to be placed between work area and water to stop any erosion.

RDA- Submitted by Donald Roberts of 40 Meadow Drive. Applicant seeks to remove one tree, thin saplings and some vista pruning in the buffer zone of Cranberry Pond. RDA 2017-12  Unanimous decision for a negative determination Work to be performed by John Fields.  No concerns expressed.

RDA- Submitted by Friends of DNE LLC. Of 1266 East Otis Road. This completes the paperwork for work begun by Camp Timber Trails. The work included removal of trees and saplings near the dam. RDA 2017-13  Unanimous decision for a negative determination.


RDA- Submitted by WPOA. Applicant seeks to eradicate two patches of Phragmites by the use of benthic barriers during the drawdown period of Cranberry Pond. RDA 2017-10  Unanimous decision for a negative determination. This was requested by Wildwood Pond Preservation Committee.  Procedures of the proposal to be followed.



RDA- Submitted by David Cordes of 57 Lakeview Lane. Applicant seeks to remove 3 pine trees in the buffer zone of Otis Reservoir. RDA 2017-14  Unanimous decision for a negative determination.  No concerns or restrictions noted.




RDA- Submitted by Richard and Kerala Snyder of 47 Lakeview Lane. Applicants seek to remove 3 trees, cut brush and thin shrubs around utility lines and buildings within the buffer zone of Otis reservoir. RDA 2017-15  Unanimous decision for a negative determination. No concerns noted.


AMENDED ORDER OF CONDITIONS- Submitted by WPOA. Applicant seeks to amend NOI # DEP 306-0031 by requesting to use tracked backhoe to remove clumps of bogs and floating islands from Cranberry Pond. The backhoe will use the area exposed after drawdown to complete these tasks.  Positive vote to approve. (2-0) Alan Binder recused himself.  Work to be done to the extent possible when ground is frozen to prevent damage to lake bottom.  Use of small tracked Bobcat or similar machine to be used.





RDA- Submitted by Anne Stone of 263 Lakeside Drive. Applicant would like to have a stone wall built in the buffer zone of Cranberry Pond after drawdown to prevent erosion. All work will be done by hand. Not approved. (One vote for negative determination, one vote for positive and one no decision) To be continued for up to 60 days for further consideration. Applicant encouraged to submit NOI since work would be within the resource area and would involve new construction.
