October 31, 2013       

Pursuant to Chapter 131, Section 40 MGL, the Tolland Conservation Commission held public hearings on  October 31, 2013 at Tolland Town Hall, 241 West Granville Rd, Tolland.  

Conservation Commission Members Present: Alan Binder, Valerie Bird, and David Spidal

Others: Stan Rosen, Robert Sullivan, Jim Crowley

HEARINGS   Begin_at 5:30 PM

  • RDA - Stan Rosen, 339 Beetle Rd. Applicant seeks to add drainage from behind stone wall within buffer zone of Cranbury Pond. Unanimous vote for a negative determination. RDA#2013-12B  Add small stone “dam” (cobbles) to slow water flow in swail. Install swaddle to prevent erosion run-off between work area and water.  Can use small machine after swaddles are in place.
  • RDA – Nancy Sachsse Residual Trust 235 Lakeside Drive. Applicant seeks to remove and replace a deck within the buffer zone of Cranbury Pond. (represented by Robert Sullivan)Unanimous vote for a negative determination.  RDA#2013-13
Rebuilding of deck on same footprint and same size. Piers needs to be placed 4 feet into ground. Can use small Bobcat or similar machine after installation of straw swaddle.

  • RDA – Jim Crowley, 43 Lands End Drive. Applicant seeks to raise house and rebuild foundation and remove one tree within the buffer zone of Otis Reservoir. Unanimous vote for a negative determination.  RDA#2013-14
No trees need to be removed. Same footprint as exists. Straw swaddle trenched and staked between construction and lake. Mini Bobcat or similar machine may be used for excavation and movement of materials.
