Conservation Commission Minutes 02/16/12
Pursuant to Chapter 131, Section 40 MGL, the Tolland Conservation Commission held public hearings on February 16, 2012, at Tolland Town Hall, 241 West Granville Rd, Tolland opened at 5:30 pm for the following purposes:

Others:  Serge Weiss, Darin Prescott, Kevin Orchard and Eric Roddy of CTC Electric,  Mark Stinson of Mass DEP, John Henry of O’Rielly Talbat Okun Engineering, Sarah Schultz of SK Design, Ellen Freyman of Shatz Schwartz & Fenton, Loren Clark, Jean Armitage and Mary Turek.

Pursuant to Chapter 131, Section 40 MGL, the Tolland Conservation Commission will hold public hearings February 16, 2012, beginning at 5:30 P.M. at Tolland Town Hall, 241 West Granville Rd, Tolland for the following purposes:

Minutes from January 19, 2012 meeting were read and approved.

HEARINGS  
1. RDA-Submitted by Loren Clark for Lot 117 Map 30, 55 Lakeside Drive. Applicant seeks to remove trees and replace dock on undeveloped lot.

Sketches were provided for tree removal and dock replacement and Valerie and Alan had been out to do a site visit.  The sketches will remain with the file.

The tree removal was discussed first.  Mr. Clark was requesting removal of eight (8) trees.  Discussion followed and it was decided that six(6)  of the eight (8) trees could be removed for various reasons; #3 & #6 on the sketch to remain with  replanting of a minimum of four (4) shrubs being done within two years.

The Dock was discussed; it will sit on a granite ledge as did the previous dock, pressure treated non-arsenic wood will be used with all work being done when the lake is lowered.

Vote was taken on the tree submittal and dock replacement and RDA #2012-003 was assigned and  given a Negative Decision (approved) by unanimous vote.

2. NOI-Deming property, 1403 New Boston RD filed by SK Design for CTC Electric. Applicant seeks to construct driveway crossings through two wetland areas on Map 403 Lot 7.1 New Boston Road. The purpose is to have access for the construction of a solar farm.
There was discussion; a vote taken and this NOI was unanimously approved with the Order of Conditions.

The Hearing Section of the Meeting was closed at 6:30 p.m.

Old Business-Certifications of Compliance were signed for Landry; 201 & 231 Moreau Road.

There being no New Business the meeting was adjourned at 7:00 p.m. by unanimous vote.
