Conservation Commission Minutes 09/22/11


Present : Alan Binder, Valerie Bird, Sue Voudren
Others Present:  Mike Kulig of Berkshire Engineering, Audrey Miller, Frank Fazi and Bob of WPOA.
Pursuant to Chapter 131, Section 40 MGL, the Tolland Conservation Commission held public hearings on September 22, 2011, at Tolland Town Hall, 241 West Granville Rd, Tolland opened at 5:30 pm for the following purposes:
Names and addresses and type of work to be done due to Hurricane damage as of September 22, 2011 were submitted.
Camp Kinderland, Colebrook Rivers Rd. – Repair of bridge and dam
Desmond, 13 Lakeside Dr. – dock restoration
Campbell, 88 Stones Throw – dock restoration
Campanella, 28 Meadow – dock restoration
Fiedler/Bowden, 76 Brook Ln. – driveway and moving washed out stones
Laliberte, 77 Chipmunk Crossing – dock restoration
Del Vecchio, 22 Crow Ln – dock restoration
WPOA, Cranberry & Otter Ponds, dock repair, beach erosion, dam repair, road wash out

NOI – WPOA- Continuation of culvert and ditch work within a resource area.
Discussion of big tree blocking the culvert which can be pulled out without using heavy machinery.
Approved with Standard Conditions and Erosion Controls a shown on the submitted plan.

Amendment to OOC of Annual Drawdown by WPOA
The Order of Conditions were amended to allow a 3” per day drawdown.

RDA- Submitted by George and Rita Niquette of 23 Lands End Drive (Map 101 Lot 10).  Applicants seek to remove 2 trees in the buffer zone of Otis Reservoir.
RDA discussed, upon site visit it was noted that the tops of these white pines are broken off and many branches are gone.  This RDA passed with a Negative Determination; sketch on file with RDA.

The hearings were closed at 6:05 pm

Conservation Commission Meeting was opened at 6:10 pm

Old Business
Minutes were read and accepted for May, 2011, July 2011 and August 2011.

New Business
Resignations were read and accepted for Bryan Perry and Pamela Schettini.  Chairman Alan Binder expressed what an asset both members were to the Conservation Commission and acknowledge their hard work and dedication while on the Commission.

Next meeting will be on October 27th starting at 5:30 pm at the Town hall.

Adjournment
There being no further business there was a motion made to end the meeting.  The meeting was adjourned at 6:30 pm
