Minutes of the Conservation Commission’s March 25, 2010 Hearings and Meeting


Pursuant to Chapter 131, Section 40 MGL, the Tolland Conservation Commission held a public hearing on Thursday, March 25, 2010 at Tolland Town Hall, 241 West Granville Rd, Tolland MA for the following purposes:

Public Hearing opened at 6:30 p.m.

Members Present:
Alan Binder, Pamela Schettini, Sue Voudren, Bryan Perry, Valerie Bird

Others:
Mark Amanti, Paul Adams, Ross Knowles, S Moore, Bob Ueberbacher, Henry Merriman, Audrey Miller,
Wesley D. Greene and David Hammond.

Minutes from 03/25/2010 – Read, corrected and approved.

RDA submitted by Henry Merriman for drilling a well in the buffer zone of Noyes Pond. Location: North Trail
Information of note:  Well drawing submitted
Motion to accept, 2nd and passed with Negative Determination unanimously

Notice of Intent – submitted by BEC for DCR regarding annual drawdown for Otis Reservoir.
Hearing had been continued from the previous month.
Due to Pam Schettini living on Otis Reservoir she removed herself for this NOI.
Information of note:  Blandford Order of Conditions entered into record.
The drawdown will start Oct. 15, 2010; drawdown to 7’.
Motion to accept NOI and Order of Conditions with the Blandford Conditions.
Motion 2nd, Passed with 4 yes votes 1 abstention.

Notice of Intent – submitted by Fuss and O’Neil for Wildwood property owners association.
The applicant seeks to drawdown Cranberry Pond and perform Dam Repairs.
Alan Binder and Susan Voudren are WPOA members, therefore they removed themselves for this NO.I
Information to note: The drawdown will start September 1, 2010.
Motion to accept NOI as presented.  Motion 2nd, Passed with 3 yes 2 abstentions.

Extension requested from Fuss and O’Neil for annual drawdown of Cranberry and otter ponds.
Alan Binder and Susan Voudren are WPOA members; therefore they removed themselves for this NOI. Motion to accept the Extension of WPOA’s 2008 Drawdown.
Motion 2nd, Passed with 3 yes votes 2 abstentions.

Old Business
Planting guide for replacement of tree removal at 77 Chipmunk received from Susan Gumbart.
Information to note:  Board asking for some trees as replacements not just bushes.
Motion made to accept the planting guide approved with changes to be filed with the NOI for tree removal that was previously given a Negative Decision.
Motion to accept, 2nd Passed unanimously.

New Business
Audrey Miller, Operations Manager of WPOA asked if the Conservation Commission was going to be hosting any workshops.  She is interested in attending one on completion of forms open to the public here at the Town Hall again.  Nothing planned here at this time, Alan to look into workshops available in the area and advise.

New Open Office Hours for the Conservation Commisssion.  It was discussed and agreed that they will be held the second Tuesday of each month, noon – 2 p.m.  Valerie or Alan will be sure to attend along with any other members who can be here.

Our monthly Hearings and Meetings will continue to be held on the last Thursday of each month, starting at 6:30 p.m.  Addition Hearings and Meetings can be scheduled provided the advertising  and posting meet the Open Meeting Laws of Massachusetts.

There being no further business the meeting  a motion was made to adjourned the meeting.
Motion 2nd and Passed Passed unanimously.  Meeting adjourned at 8:40 p.m.
