Board of Assessors Meeting Minutes

Minutes from the December meeting were read and accepted.
2 Real Estate abatements were discussed. Application #5 has been continued until the return of the property owner in the spring. A letter will be sent to the property owner to confirm the continuance to a date no later than June 1st. Application #6 will be continued for an additional 30 days.
A letter to the Board of Director’s at Wildwood Property Owners Association regarding the eligibility of WPOA for Chapter 61B was read and approved. The letter will be sent with an application attached. A copy of the letter will be filed in the WPOA Land Value file in the assessors’ office.
The Board of Assessors discussed the status of Clause 17 elderly exemptions in Tolland. The Board recommends that the Board of Selectmen place a article on Annual Town Meeting warrant to accept Clause 17D. Jessica will present to the Board of Selectmen on January 31st.
Jessica reported on a conversation with legal counsel about the revised Open Meeting Law. It was made clear that it is the responsibility of each Board to post meeting notices and agendas. In addition, postings must be filed with the office of the town clerk. This was to clarify a misunderstanding that the town clerk was responsible for posting all Board notices and agendas.
The Board of Assessors finalized the FY2012 budgets for assessor expenses and clerking salaries. Budgets will be submitted to Margaret McClellan on January 26th. Copies can be found either in the Selectmen’s office or in the assessors’ FY2012 Budget file.
