The Tolland Municipal Light Plant (MLP) reports that it has entered into a multi-town procurement for broadband internet services, phone and television through a Fiber to the Home Network (FTTH) with four contiguous towns, Monterey, New Marlborough, Sandisfield and Tolland provided through Frontier Communications. The procurement process ranked a proposal by Frontier Communications the most responsive and advantageous and was a unanimous decision by the four town representatives. We are set to begin negotiations with Frontier Communications on April 4, 2017 and completed per the terms of the Request for Proposal (RFP). 
 
The Frontier proposal will not require borrowing $2,600,000, to build, own and operate a FTTH network. Frontier Communications will build, own and operate the town-wide FTTH network in Tolland.
 
Frontier, using their capital and Tolland’s portion of the grant money from MBI will construct the FTTH network for nearly all units in town. High speed Broadband internet service, Phone and TV packages will be offered through Frontier Communications.  Basic internet service will be provided to nearly all units in town without a subscription if requested. The final details of the network build will be negotiated in the coming weeks.  Current estimates show a monthly reduction of approximately $60 per month for subscribers over a town owned network. The Broadband Committee and Board of Selectman have determined this proposal to be far less cumbersome and less costly than building our own Fiber to the Home Network.
