Chairman Dermody had a moment of silence for Mario Spencer (Manny’s brother) who passed away this week.

Arthur made motion to accept minutes of October 6, 2001, seconded by Tony. All in favor.

The Neighborhood Corp. – requesting waiver of filing fees for Form A – First St & Staples St.
Letter from Dean Harrison, Exec. Dir., of The Neighborhood Corp. was read into the record.  
Arthur made motion to invite Mr. Harrison into the enclosure, seconded by Alan. All in favor.
Mr. Harrison stated they are requesting waiver of the filing fee for the Form A they submitted to subdivide some property on First Street and Staples Ave.    The plans shows the 3 residential lots and a parking lot.  Mr. Harrison stated the Neighborhood Corp. will own the parking lot (due to its contamination) but will lease it out for parking for Weir Pizza.   Arthur asked if they every cleaned up site?  Mr. Harrison stated this is Phase I and no NuBrite never did clean up.  Manny asked if The Neighborhood Corp. will be compensated for the parking lot?  Mr. Harrison stated they may charge a small fee for use of the lot.  He stated filing the Form A and recording all new deeds will allow them to get $200,000 per lot for clean up.  Mr. Harrison stated the Neighborhood Corp. has paid about $40,000 so far.  Manny asked if there is anything that will be put in place to prevent anyone else from using parking lot?  Mr. Harrison stated they will probably grant easement to Weir Pizza but he didn’t consider anyone else that might want to use parking lot.  Tony asked if the form a lots were along the railroad tracks and Mr. Harrison answered yes.  It was stated they are working with the DPW on the drainage.  
Arthur made motion to grant the waiver for the filing fee for the Form A , seconded by  Alan. All in favor.

Chairman Dermody stated the Board forwarded their letter to the Law Dept. relative to Sabbatia Landing Condo, Bay Street.
