10.17.11 Conservation Commission Minutes
Minutes of the Taunton Conservation Commission October 17, 2011

Present: Chair Brian Marques, Vice Chair Neil Kelly, Commissioners Marla Isaac, Debra Botellio, Ernest Enos, Steven Turner, and Renwick Chapman.  
Motion to table the minutes of September 26, 2011 until the meeting on October 24, 2011, DB, second MI, so voted.
Public Meetings
  • 93 Kiana Way, Graziano, (RDA), DSE-1027  Field report states that this project is for the removal of several trees that could potentially hit the house in a strong storm.  A wetland is located along the southwest corner of the property and the closest tree is 30 feet away.  The plan used was an as-built plan for the house and the siltation fence will not be located as shown.  The diameters of the trees range from a .5 foot pine to a 3.5 foot oak (circumferences are 1.5 feet and 11 feet respectfully).  The owner will not be stumping the trees once cute.  MR visited the property and found that a number of the trees are diseased or dead and would cause considerable property damage if they did fall toward the house.  There is a lot of moss on the roof as well as mold and mildew on the back of the house due to the shade from some of the closer tall trees.  The project as proposed will not negatively impact the wetland and will lessen the danger to the house due to storms and take the rear of the house out of the day-long shade which will decrease the problems to the roof and back of the house.  MR does recommend that the owner place a line of silt fence beyond tree “H” to protect the wetland and visibly show the limit of the project.  MR recommends that the TCC approve this project and issue a Negative Determination to include the attached special conditions.  Motion to open the hearing, DB, second RC, so voted.  RC asked how far from the wetlands is the limit of work?  MR said 30 feet from tree H.  MR said the trees are dead, dying, diseased, and dangerous.  Motion to close the hearing and issue a negative determination with special conditions 1, 2, 14, 18, and 19, ST, second RC, so voted.
Other Business
  • Ribbon Cutting at Mill River Park.  FYI the ribbon cutting will be 10-26-11 at 230pm.  
  • Boyden Issues.  DPW put in cement barriers near the house.  This was done due to the fact that people are parking up past the house where there is no parking allowed.  The gate was locked one evening and someone was locked in, they crashed through the gate to get out.  The hope is that these barriers will prevent anyone from parking past the parking lot.  The windows in the house that face the river need to be boarded up.  The guard rails under the covered bridge are down.  The sign is finished and needs to be installed.  The Friends of Boyden are also requesting permission to remove a tree that is shading the fragrance garden.  TCC would like to meet with the person who has been responsible for the gate, invite her in.  TCC will look into these requests to see if they can get people down there to take care of the issues, maybe the Boy Scouts, etc.
  • ST would like a list of culverts.
