The meeting began with the Pledge to the Flag.
REPORTS
Mayor Fixell noted the following:
- He would like to recognize and thank Police Chief Scott Brown and the Police Department for the work that was done for President Obama’s visit here last week. It involved a tremendous amount of time, work and effort and they did an outstanding job. He also thanked the Department of Public Works and the Parks and Recreation Department who made the area look great. With all of their efforts and good work, we had a wonderful visit from the President, which was very exciting. Mayor Fixell also thanked Mayor Williams of Elmsford for volunteering two Elmsford employees to help the Village DPW prepare for the President’s visit.
- The Memorial Day Parade will be held on Monday, May 26th at 9 a.m. beginning on Main Street in Tarrytown. The parade is organized by the Central Veterans Committee of the Tarrytowns. The route of the parade will head north on Broadway to Beekman Avenue, west to South Washington Street, then south on South Washington Street to Patriot’s Park, where services will be conducted at the World War II, Korean War and Vietnam War monuments.
- School Elections are tomorrow from 7 a.m. to 9 p.m.
- The Village Board of Trustee meetings will start its summer meeting schedule.
Village Board Meetings will only be held on the 3rd Monday in June, July and August.
Trustee Basher noted that Tarrytown Police Officers Brian Macom and Sonia Hennessey were honored by the Journal News at the Police Memorial Ceremony held at the Westchester County Center on Thursday, May 15, 2014. The officers received the top honor of a Category 1, the 1st place award for their actions in removing the victim of an auto accident from a burning vehicle on September 21, 2013. Both officers are to be commended for their actions. The full narrative of the police officers’ actions will be attached to the official minutes of this meeting.
PROCLAMATION – RON TEDESCO
Trustee Basher noted that he attended Archbishop Stepinac High School as a freshman in 1964, the same year that Ron Tedesco started teaching at Stepinac. Trustee Basher stated that he got out in 4 years and Ron Tedesco was there for 50 years. Ron is very well respected in the Stepinac community and a number of science labs are named in Ron Tedesco’s honor.
Mayor Fixell said the honor is well deserved and it is an honor to present this proclamation to Ron Tedesco tonight.
WHEREAS, Ron Tedesco earned his BS in Physics from Manhattan College in 1962, graduating first in his class from the School of Arts & Sciences; and~
WHEREAS, in 1964 Ron earned his MS from Fordham University and did additional graduate work in Education at NYU, Fordham, and Long Island University leading to a Certificate in School Administration and Supervision; and~
WHEREAS, “Electron Ron” began teaching at Stepinac in 1964 and from 1967 through 1989, he chaired the Science Department while teaching Physics and a college level course
in Electronics, and from 1989 to 1999 Ron served as Headmaster when he retired from education but continued to work from 2000 through 2014 as Director of Alumni Affairs and the Annual Fund; and
WHEREAS, Ron currently serves as Secretary to Stepinac’s Foundation Board and Stepinac’s Alumni Association; and
WHEREAS, Tarrytown is proud to be Ron Tedesco’s home and where he has volunteered his outstanding services as a member of the Tarrytown Environmental Advisory Council, the Waterfront Revitalization Committee, and he continues to serve on our Tree Commission and has been an invaluable member of the Planning Board since 1988.
NOW, THEREFORE BE IT RESOLVED, as Ron celebrates 50 years at Stepinac, I,
Drew Fixell, Mayor of the Village of Tarrytown, New York, thank and commend Ron Tedesco and do hereby proclaim retro-actively May 8, 2014, RON TEDESCO DAY in the Village of Tarrytown, New York.
Ron Tedesco, member of the Planning Board, thanked the Mayor and the members of the Board for the honor of living and working in this Village; it has been a tremendous part of his life and giving this proclamation is something that he will truly treasure and he thanked the Board very much.
Anne O’Brien, Ron Tedesco’s wife, noted that Ron received many plaques at Stepinac’s 50th year celebration for him. She quoted Ron, who said, “But the one that means a lot to me, is the one from the Village of Tarrytown.” She also wanted to share a quote from a person who attended Ron’s 50th year celebration. She quoted a hedge fund manager in New York; who said, “There is no question that Ron Tedesco is the best teacher I have ever had in my life. There was none better at Georgetown, at Columbia, at the University of London and at Harvard, which I attended.”
Trustee Butler wanted to personally thank Ron Tedesco for the outstanding job he does on the Planning Board. He is a long-time, integral member of the Planning Board and encouraged him to keep up the good work.

Trustee McGovern moved, seconded by Trustee McGee and unanimously carried, that the hearing be opened.

Trustee Basher moved, seconded by Trustee Zollo, and unanimously carried, that the following resolution be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby continue the public hearing to the next regular Board meeting on June 16, 2014.

Trustee Basher moved, seconded by Trustee McGovern and unanimously carried, that the hearing be opened.

POLICE DEPARTMENT PROMOTION
Trustee Basher moved, seconded by Trustee Butler, and unanimously carried, that the following resolution be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees does hereby promote Police Officer Joseph Barosa to the position of Police Sergeant with the Tarrytown Police Department at an annual salary of $117,075 effective May 26, 2014. This appointment is made from Eligible List #72-847 and is subject to a probationary period of fifty-two weeks as mandated by Civil Service Law.
APPOINTMENT OF SEASONAL LABORERS, RECREATION AND PARKS DEPARTMENT
Trustee Hoyt moved, seconded by Trustee Butler, and unanimously carried, that the following resolution be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees does hereby appoint Joel Gomez to the position of seasonal laborer in the Recreation and Parks Department at an hourly rate of $10.00, working forty (40) hours per week, commencing on May 20, 2014 and ending on September 26, 2014; and
BE IT FURTHER RESOLVED that the Board of Trustees does hereby appoint Mitchell Toolan to the position of seasonal laborer in the Recreation and Parks Department at an hourly rate of $9.50, working forty (40) hours per week, commencing May 20, 2014 and ending August 29, 2014.
NOW, THEREFORE BE IT RESOLVED that the Board of Trustees does hereby appoint Trevor Byrnes to the position of seasonal laborer in the Recreation and Parks Department at an hourly rate of $10.00 working forty (40) hours per week, commencing May 20, 2014 and ending August 29, 2014.
APPOINTMENTS OF TWO MEMBERS OF THE ENVIRONMENTAL ADVISORY COUNCIL
Trustee Butler noted as the Trustee Liaison for TEAC, he thanked Dr. Carole Griffiths for all her efforts and wonderful work she has accomplished for many years for the Village of Tarrytown as member and Chairperson of TEAC.
Trustee McGee moved, seconded by Trustee Zollo, and unanimously carried, that the following resolution be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby appoint Lakis Polycarpou and Rachel Tieger as members of the Environmental Advisory Council for a two-year term; and
BE IT FURTHER RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby appoint Lakis Polycarpou and Rachel Tieger as Co-Chairpersons of the Environmental Advisory Council for a one-year term.
AMENDMENT OF THE MASTER FEE SCHEDULE – RENTAL OF PICNIC PAVILION
Trustee Basher moved, seconded by Trustee Butler, and unanimously carried, that the following resolution be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby amend the master fee schedule as follows:
Use of Picnic Pavilion - Resident Fee – to be reduced from $300.00 to $250.00
To set a new fee for the use of the Performance Pavilion for casual use –
Resident Fee - $50/hour up to a maximum of three (3) hours. Non-residents may not rent the Performance Pavilion.
INTERMUNICIPAL AGREEMENT WITH WESTCHESTER COUNTY – TRACS
Trustee Zollo moved, seconded by Trustee McGee, and unanimously carried, that the following resolution be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby authorize and direct the Village Administrator to enter into an agreement among the Westchester County Department of Public Safety, the New York State Police and the Village of Tarrytown for the use of the TraCS software at no cost to the Village.
AGREEMENT FOR TRAIN STATION AREA PLANNING PROPOSAL
Trustee Butler moved, seconded by Trustee Basher, and unanimously carried, that the following resolution be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby authorize and direct the Village Administrator to enter into an agreement with Collaborative Planning Studio to create a coordinated plan for the area in the vicinity of the Tarrytown train station and waterfront.
AGREEMENT FOR CONSULTING ENGINEERING SERVICES, DREDGING
Trustee McGovern moved, seconded by Trustee Zollo, and unanimously carried, that the following resolution be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby authorize and direct the Village Administrator to enter into an agreement with
Reichgott Engineering of Suffern, New York, for professional services associated with dredging by the mouth of the Andre Brook.
AWARD A BID – PHASE VI – WATER MAIN REPLACEMENT
Trustee Basher moved, seconded by Trustee Zollo, and unanimously carried, that the following resolution be approved: Approved: 7-0
WHEREAS, the Board of Trustees authorized the Phase VI Water Main Replacement project in the Capital Budget for Fiscal Year 2012-2013; and
WHEREAS, bids were opened on May 6, 2014 for the Phase VI – Water Main Replacement project; and
WHEREAS, eight (8) bids were received and the bids received are listed below:

WHEREAS, the bids have been reviewed by the Village Engineer and Village’s Water Engineering Consultant and it is their recommendation that the contract be awarded to the lowest responsible bidder, Raines & Nagler Contracting, Inc. in the amount of $1,333,810.00; and
NOW THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby award the bid for the Phase VI Water Main Replacement project to Raines & Nagler Contracting, Inc. of Chester, New York, per their bid of $1,333,810.00.
BE IT FURTHER RESOLVED that the Village Administrator is hereby authorized and directed to execute a contract with Raines & Nagler Contracting, Inc. for the Phase VI Water Main Replacement project.
SCHEDULE A PUBLIC HEARING – WATERFRONT GENERAL BUSINESS DISTRICT
Trustee Hoyt moved, seconded by Trustee McGovern, and unanimously carried, that the following resolution be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby schedule a Public Hearing for the regular meeting of June 16, 2014, to hear and discuss and act upon a proposed amendment to the Code of the Village of Tarrytown, Chapter 305, Zoning entitled “Article IX, Special Waterfront Zones, Section 42, Waterfront General Business District,” to provide for additional uses subject to specific requirements associated with those additional uses as well as subject to the issuance of a Compatible Use Permit.
APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF THE BOARD OF TRUSTEES HELD ON MAY 5, 2014
Trustee Basher moved, seconded by Trustee Zollo, that the following resolution be approved. Motion carried, all voting “aye” with the exception of Mayor Fixell and Trustee Hoyt who abstained. Approved: 5-0-1
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby approve the minutes of the regular meeting of the Board of Trustees held on May 5, 2014 as submitted by the Village Clerk.
APPROVAL OF THE MINUTES OF THE SPECIAL MEETING OF THE BOARD OF TRUSTEES HELD ON APRIL 15, 2014
Trustee McGovern moved, seconded by Trustee Basher, that the following resolution be approved. Motion carried, all voting “aye” with the exception of Trustee Zollo who abstained. Approved: 6-0-1
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby approve the minutes of the special meeting of the Board of Trustees held on April 15, 2014 as submitted by the Village Administrator.

Trustee Basher moved, seconded by Trustee McGovern, and unanimously carried, that the following resolution be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby approve Abstract No. 21 of Audited Vouchers to be paid in the following amounts:

The Board was polled all voting “aye” with the exception of Trustee McGee who recused herself from Voucher Numbers 2012245551, 2012245552 and 2012245553 and Trustee Hoyt who recused himself from Voucher Number 2012245469. Motion carried. 7-0
