PRESENT: Mayor Fixell presiding; Trustees Basher; Butler; Hoyt; McGee; McGovern and Zollo; Treasurer Hart; Village Attorney Shumejda and Village Clerk Booth
The meeting began with the Pledge to the Flag.
REPORTS
Mayor Fixell welcomed everyone to the March 17, 2014, Saint Patrick’s Day Meeting of the Board of Trustees. Mayor Fixell noted that tomorrow is Election Day in the Village and that we only have four polling places this year. Election Districts 1, 6 and 74 at Village Hall, Election Districts 2 and 3 at Main Street Fire House, Election Districts 4 and 5 at First Baptist Church and 7, 55 and 76 at Washington Engine Fire House. The polls will be open from 7 a.m. to 9 p.m.
Trustee Basher stated that the New NY Bridge Project is having their 2014 Annual Public Meeting on Wednesday, March 26, 2014 at the Sleepy Hollow High School Auditorium from 6:30 p.m. – 8:00 p.m. hosted by Brian Conybeare, Special Advisor to the Governor for the New NY Bridge project. At the meeting, the team will review the progress made in 2013, explain this year’s construction activities and unveil some exciting new design features. Attendees will also be able to interact and participate in a Q & A session with project leadership. Mayor Fixell stated that he believes one of the main topics will be the shared use path.
CONTINUATION OF A PUBLIC HEARING – HISTORIC COMMONS DISTRICT (Continued to April 7, 2014)
Trustee Basher moved, seconded by Trustee Hoyt and unanimously carried, that the hearing be opened. Mayor Fixell questioned whether anyone wished to address the Board on this matter. No one appeared.
Trustee Basher moved, seconded by Trustee McGovern, and unanimously carried, that the following resolution be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby continue the public hearing to the next regular Board meeting on April 7, 2014.
CONTINUATION OF A PUBLIC HEARING – ZONING MAP (Continued to April 7, 2014)
Trustee McGovern moved, seconded by Trustee Zollo and unanimously carried, that the hearing be opened. Mayor Fixell questioned whether anyone wished to address the Board on this matter. No one appeared.
Trustee McGovern moved, seconded by Trustee McGee, and unanimously carried, that the following resolution be approved: Approved: 7-0

Trustee Basher moved, seconded by Trustee McGovern and unanimously carried, that the hearing be opened. Mayor Fixell questioned whether anyone wished to address the Board on this matter. No one appeared.
Trustee Zollo moved, seconded by Trustee McGovern, and unanimously carried, that the following resolution be approved: Approved: 7-0

Mayor Fixell asked if anyone wanted to address the Board on agenda items. No one appeared.
APPOINTMENT OF MEMBER OF THE PARKS AND RECREATION ADVISORY COUNCIL
Trustee Hoyt thanked Greg Thompson for all his dedicated service to the Parks and Recreation Advisory Council.
Trustee Basher moved, seconded by Trustee McGovern, and unanimously carried, that the following resolution be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby appoint Mary Kohrherr as member of the Parks and Recreation Advisory Council to fill the unexpired term of Greg Thompson to expire in April of 2014 and for an additional term to expire in April of 2019.
LIBRARY AGREEMENT – TARRYTOWN AND SLEEPY HOLLOW
Trustee McGee moved, seconded by Trustee Butler, and unanimously carried, that the following resolution be approved: Approved: 7-0
BE IT RESOLVED that the Mayor is hereby authorized to execute the Warner Library Agreement between the Village of Tarrytown and the Village of Sleepy Hollow for the period from June 1, 2014 to May 31, 2019, which agreement shall govern the annual contributions by the Villages to the operation of the Warner Library.
APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF THE BOARD OF TRUSTEES HELD ON MARCH 3, 2014
Trustee Basher moved, seconded by Trustee Zollo, and unanimously carried, that the following resolution be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby approve the minutes of the regular meeting of the Board of Trustees held on March 3, 2014 as submitted by the Clerk.
APPROVAL OF THE MINUTES OF THE SPECIAL MEETING OF THE BOARD OF TRUSTEES HELD ON MARCH 12, 2014
Trustee Hoyt moved, seconded by Trustee McGovern, and unanimously carried, that the following resolution be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby approve the minutes of the special meeting of the Board of Trustees held on March 12, 2014 as submitted by the Village Administrator.
APPROVAL OF AUDITED VOUCHERS
Trustee Basher moved, seconded by Trustee McGovern, and unanimously carried, that the following resolution be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby approve Abstract No. 17 of Audited Vouchers to be paid in the following amounts:
General $ 157,783.92
Water 144,847.50
Sewer Fund 0.00
Capital 83,308.13
Library 3,154.08
Trust & Agency 14,305.21
Total $ 403,398.84
The Board was polled all voting “aye” with the exception of Trustee McGee who recused herself from Voucher Number 2012244742. Motion carried. 7-0
