PRESENT: Mayor Fixell presiding; Trustees Basher; Butler, Hoyt; McGee and McGovern; Administrator Blau; Village Attorney Shumejda and Village Clerk Booth
ABSENT: Trustee Zollo
The meeting began with the Pledge to the Flag.
REPORTS
Trustee Hoyt stated that on behalf of Joe Arduino, the Recreation Department and the Parks and Recreation Advisory Council they wish to thank everyone for coming out to the Annual Pilgrim Run and making it a great success.

Mayor Fixell asked if anyone wanted to address the Board on agenda items. No one appeared.
HOLIDAY METER PARKING
Trustee McGee moved, seconded by Trustee Basher, and unanimously carried, that the following resolution be approved: Approved: 6-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby approve a holiday parking meter program for the 2013 holiday season by designating certain parking meters to be covered to allow free parking subject to a two-hour time limit, from the period from Friday, December 6, 2013 through Friday, December 27, 2013 at the following locations: all downtown business district street meters, municipal lots on South Washington Street, McKeel Avenue, Windle Park (Village portion), Citibank lot (Village portion), South Broadway and the West Elizabeth Street/Junior League Lot.
MEMORANDUM OF UNDERSTANDING WITH WESTCHESTER COUNTY REGARDING REMOTE ACCESS TO COUNTY CLERK’S LAND RECORDS AND LEGAL FILES
Trustee Hoyt moved, seconded by Trustee McGee, and unanimously carried, that the following resolution be approved: Approved: 6-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby authorize and direct the Village Administrator to execute a Memorandum of Understanding between the Village and Westchester County to continue to provide for remote access to the County Clerk’s Land Records and legal files.
SCHEDULE A PUBLIC HEARING – CHAPTER 27 – CODE OF ETHICS
Trustee Basher moved, seconded by Trustee Butler, and unanimously carried, that the following resolution be approved: Approved: 6-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby schedule a Public Hearing for the regular meeting of December 2, 2013, to hear and discuss and act upon a proposed amendment to the Code of the Village of Tarrytown, Chapter 27 entitled “Code of Ethics” to clarify expenditures made by the Fire Chief or Assistant Fire Chiefs and obligations pursuant to the Ethics Code.
SCHEDULE A PUBLIC HEARING – CHAPTER 259 – STREETS AND SIDEWALKS
Trustee Butler moved, seconded by Trustee McGovern, and unanimously carried, that the following resolution be approved: Approved: 6-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby schedule a Public Hearing for the regular meeting of December 2, 2013, to hear and discuss and act upon a proposed amendment to the Code of the Village of Tarrytown, Chapter 259 entitled “Streets and Sidewalks” to establish time frames associated with the issuance of Street Opening and Sidewalk Opening Permits and to establish requirements for utility poles and wires installed in the Village.

Trustee McGovern moved, seconded by Trustee Basher, and unanimously carried, that the following resolution be approved: Approved: 6-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby schedule a Public Hearing for the regular meeting of December 2, 2013, to hear and discuss and act upon a proposed amendment to the Code of the Village of Tarrytown, Chapter 305-28 entitled “Historic Commons HC Zone” for the purpose to clarify what is permitted to be constructed in the Historic Commons Zoning District and to establish parameters for the permitted construction.
DECLARE INTENT TO BE LEAD AGENCY – PROPOSED AMENDMENT TO HISTORIC COMMONS DISTRICT
Trustee Basher moved, seconded by Trustee McGovern, and unanimously carried, that the following resolution be approved: Approved: 6-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby declare its intent to be Lead Agency for the purpose of Article 8 (State Environmental Quality Review Act) of the Environmental Conservation Law for the purpose of the proposed amendment to the Historic Commons District.
APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF THE BOARD OF TRUSTEES HELD ON NOVEMBER 4, 2013
Trustee McGee moved, seconded by Trustee Butler, and unanimously carried, that the following resolution be approved: Approved: 6-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby approve the minutes of the regular meeting of the Board of Trustees held on November 4, 2013 as submitted by the Clerk.
APPROVAL OF AUDITED VOUCHERS
Trustee Basher moved, seconded by Trustee McGovern, and unanimously carried, that the following resolution be approved: Approved: 6-0
BE IT RESOLVED the Board of Trustees hereby approves the Audited Vouchers included in Abstract No. 9 and hereby orders the Audited Vouchers to be paid in the following amounts:
General $ 423,854.15
Water 28,059.70
Sewer Fund 0.00
Capital 314,227.99
Library 4,563.20
Trust & Agency 1,605.14
Total $ 772,310.18
The Board was polled all voting “aye” with the exception of Trustee McGee who recused herself from Voucher Numbers 2012243148, 2012243149, 2012243179 and 2012243180 and Trustee Hoyt who recused himself from Voucher Number 2012243120. Motion carried. 6-0
