Regular Meeting No. 17

PRESENT: Mayor Fixell presiding; Trustees Butler, Hoyt, McGee, McGovern and Zollo; Administrator Blau; Village Treasurer Hart; Village Attorney Shumejda and Village Clerk Booth
ABSENT: Trustee Basher
The meeting began with the Pledge to the Flag.
MOMENT OF SILENCE – RALPH BRADY
Mayor Fixell requested a moment of silence in honor and recognition of Ralph Brady who recently passed away. Ralph was a former member of the Village’s Plumbing Board and one of the co-founders of TNT Baseball and was a wonderful Tarrytown resident for many years.
REPORTS
Trustee McGee reported on the following:
- On Saturday and Sunday, October 13th and October 14th, from 10 a.m. to 5 p.m., the Friends of the Warner Library are having their Annual Fall Book Sale. The proceeds from the Book Sale go to sponsor some of the programming at the Warner Library. She hopes the residents come out and give their support.
- The Library is holding a Silent Art Auction during the month of October to benefit the Warner Library. You can view the local artists at the library or on-line, www.warnerlibrary.org or you can come to a reception at the library on October 20th from 2 p.m. – 4 p.m. Bids are accepted until October 31st. She hopes the public supports the library and purchase a nice piece of art.
Trustee Hoyt reported on the following:
- Scarecrow Making will be held on Saturday, October 13th at 10:30 a.m. at Patriots Park
- The annual Halloween Parade will be held on Saturday, October 27th at 6:00 p.m.
VILLAGE ADMINISTRATOR’S REPORT
Parking – The reconstruction of the parking lot commonly known as the non-resident parking lot, which is the large commuter parking lot on the west side of the railroad tracks is on target, based upon the construction scheduled issued by the contractor last Thursday, should be completed by the end of October. The contractor is working on the parking lot as well as the park. Once that work is complete, the contractor will be moving to the restoration of Andre Brook, while continuing work on Pierson Park.

Mayor Fixell asked if anyone wanted to address the Board on agenda items. No one appeared.
LETTER AGREEMENT FOR VILLAGE-OPERATED COMMUTER PARKING LOT (“SOUTH DEPOT PARKING LOT”)
Trustee McGovern moved, seconded by Trustee Zollo, and unanimously carried, that the following resolution be approved: Approved: 6-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby authorize and direct the Village Administrator to enter into a letter agreement with Metro-North Railroad to amend the 1978 lease, executed on January 1, 1978 between the Village of Tarrytown and the Metropolitan Transportation Authority.
RESOLUTION TO CHANGE THE DATE OF THE BOARD OF TRUSTEES WORK SESSION
Trustee Hoyt moved, seconded by Trustee Butler, and unanimously carried, that the following resolution be approved: Approved: 6-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby reschedule the Board of Trustees Work Session from Wednesday, October 31, 2012 to Tuesday, October 30, 2012.
APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF THE BOARD OF TRUSTEES HELD ON SEPTEMBER 17, 2012
Trustee McGee moved, seconded by Trustee Zollo, and unanimously carried, that the following resolution be approved: Approved: 6-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby approve the minutes of the regular meeting of the Board of Trustees held on September 17, 2012 as submitted by the Village Clerk.
APPROVAL OF AUDITED VOUCHERS
Trustee Zollo moved, seconded by Trustee Butler, and unanimously carried, that the following resolution be approved: Approved: 6-0
BE IT RESOLVED the Board of Trustees hereby approves the Audited Vouchers included in Abstract No. 6 and hereby orders the Audited Vouchers to be paid in the following amounts:
General $ 427,096.72
Water 95,141.68
Sewer Fund 0.00
Capital 641,254.01
Library 14,138.12
Trust & Agency 23,339.60
Total $ 1,200,970.13
