8:30 a.m.

PRESENT:  Mayor Fixell, Trustees Basher, Hoyt, McGee and Zollo; Administrator Blau; Village Engineer McGarvey; Deputy Village Engineer Pennella

ABSENT:  Trustees Butler and McGovern

Trustee Basher moved, seconded by Trustee McGee and unanimously carried to open the Special Meeting.  

Staff had marked out the proposed parking lot layout for the Board to view at the site and discuss with staff their comments regarding the layout.  Trustee Butler had previously reviewed the site and layout since he was unable to be present and he had noted concern regarding the ability of vehicles to maneuver in the parking lot as proposed.  Staff explained that the Masons will be regrading their parking lot to drain their lot away from the building and into the drainage appurtenances to be constructed at the new parking lot.  The Board made possible suggestions to address the maneuverability issues as well as maximizing the parking on the site.  A new layout was to be developed based upon the suggestions.

The Village Administrator requested that the Board take action to move the project forward at the July Board of Trustees meeting.  The Administrator requested that the Board schedule a Public Information Meeting and declare its intent to be lead agency for SEQRA.   

Schedule Public Information Meeting

Trustee Basher moved, seconded by Trustee McGee that the following resolution be approved.  Motion carried.  All Ayes.    

BE IT RESOLVED that the Board of Trustees does hereby schedule a Public Information Meeting for the July 18, 2011 Board of Trustees meeting, at 8:00 p.m. in the Village Hall Boardroom to review the plans for the parking lot to be developed at 17 South Washington Street.

Declare Intent to be Lead Agency

Trustee Basher moved, seconded by Trustee McGee that the following resolution be approved.  Motion carried.  All Ayes.    

BE IT RESOLVED that the Board of Trustees does hereby declare its intent to be Lead Agency for the development of a new parking lot at 17 South Washington Street, Tarrytown, New York.  

Adjournment

Trustee Hoyt moved, seconded by Trustee Zollo and unanimously carried that the Special Meeting be adjourned.  Meeting was adjourned at 9:00 a.m.
