ABSENT: Mayor Fixell, Trustees Butler and McGee
Award of Bid, Custom Two-Stage 2,000 Gallon per Minute Pumper
Trustee Zollo moved, seconded by Trustee McGovern to open the Special Meeting.
Trustee McGovern moved, seconded by Trustee Zollo that the following resolution be approved. Motion carried, all voting “aye”. Approved: 4-0.
WHEREAS, on October 15, 2009, the Village of Tarrytown opened sealed bids for the purchase of one custom two-stage 2,000 gallon per minute pumper for Riverside Hose Company; and
WHEREAS, one bid was received totaling $726,000; and
WHEREAS, it was determined through an evaluation of the bid specification that the bid specification was proprietary in nature and only one truck manufacturer could comply with the specifications as written; and
WHEREAS, the Board of Trustees on December 7, 2009, rejected the bid and directed staff to work with East West Fire Apparatus Consultants to revise the specification to eliminate the proprietary items in the specification so that more than one manufacturer could comply with the specification; and
WHEREAS, on March 24, 2010, the Village opened sealed bids in response to the rebid for the custom two-stage 2,000 gallon per minute pumper for Riverside Hose Company; and
WHEREAS, five bids were received per the revised specification; and
WHEREAS, those five bidders and the bid amounts are:

WHEREAS, East West Fire Apparatus Consultants reviewed the bids and issued a letter dated April 6, 2010, to the Village listing the exceptions and clarifications associated with the bid from the apparent low bidder, Hendrickson Fire Rescue Equipment; and
WHEREAS, per the recommendation of East West Fire Apparatus Consultants, a meeting was conducted on April 16, 2010, which included representatives from the apparent low bidder, East West Fire Apparatus Consultants, the Riverside Hose Truck Committee, and the Village; and
WHEREAS, working with and through the truck committee and East West Fire Apparatus Consultants, the Village continued to review the bid submitted by the apparent low bidder; and
WHEREAS, the apparent low bidder provided costs associated with a number of the exceptions to address the exceptions in the bid, which costs when added into the original bid evidences the fact that Hendrickson Fire Rescue Equipment remains the apparent low bidder; and
WHEREAS, the Board of Trustees reviewed all of the information provided by East West Fire Apparatus Consultants, Hendrickson Fire Rescue Equipment, and the Riverside Hose Truck Committee; and
WHEREAS, the Board of Trustees has decided that the exceptions to the bid do not warrant rejecting the low bid; and
WHEREAS, the Board of Trustees believes it is fiscally responsible to award the bid to the low bidder for many reasons including the fact that tens of thousands of dollars will be saved by awarding the bid to the low bidder; positive recommendations by other municipalities who have trucks manufactured by Crimson; and the truck will provide a safe and viable piece of apparatus for fighting fires in the Village of Tarrytown.
NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby award the bid for the custom two-stage 2,000 gallon per minute pumper for Riverside Hose Company to Hendrickson Fire Rescue Equipment per their bid of $619,646 plus the revisions of additional flow meters, $3,900; an additional air conditioning unit, $5,300 for a total of $628,846.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the Village Administrator is hereby authorized and directed to execute an agreement with Hendrickson Fire Rescue Equipment for the purchase of the new fire apparatus.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the difference between the $600,000 already financed for the purchase of the new pumper for Riverside Hose and the amount awarded for this piece of apparatus shall be financed through a future borrowing resolution.
Trustee Zollo moved, seconded by Trustee McGovern and unanimously carried that the Special Meeting be adjourned at 8:20 a.m.
