Village Board of Trustees Special Meeting Minutes 01/26/2010

January 26, 2010  6:45 p.m.

ABSENT:  Trustees Basher and Butler

Resolution to Authorize Work at Shaft 10 Connection to New Croton Aqueduct

Village Administrator Blau and Village Engineer McGarvey explained that the New York City Department of Environmental Protection will be shutting down the Catskill Aqueduct, which is the primary source of potable water for Tarrytown water customers.  The shut downs will be for a number of months at a time and will continue over the next few years.  The Village will be required to use the back-up source of water, the New Croton Aqueduct, during the Catskill Aqueduct shut downs.  Prior to the Catskill Aqueduct shut down, the NYCDEP will be shutting down the New Croton Aqueduct for repairs, including taking each of the shafts connecting to the aqueduct out of service.  This shut down provides the four communities that will be using the New Croton Aqueduct for their primary source of water the opportunity to make repairs to their systems.  The other communities impacted are the Villages of Sleepy Hollow and Briarcliff Manor and the Town of New Castle.  The pump and motor in Tarrytown’s Shaft 10 is 55 years old and there is no guarantee that the existing system will be able to provide for the water needs of the Village.  It is the recommendation of staff that the entire system to obtain water from the New Croton Aqueduct be replaced to assure the ability to provide water to the Tarrytown water customers.

Trustee Hoyt moved, seconded by Trustee McGee that the following resolution be approved.  Motion carried, all voting “aye”.  Approved: 5-0.

BE IT RESOLVED, that the Board of Trustees does hereby authorize the expenditure of up to $314,400.00 for the replacement of the shaft, pump and motor at Tarrytown’s connection to the New Croton Aqueduct.

BE IT FURTHER RESOLVED, that the costs associated with this work shall be financed through a future borrowing resolution.

Trustee Zollo moved, seconded by Trustee McGovern and unanimously carried that the Special Meeting be adjourned.  Special Meeting was adjourned at 7:00 p.m.

Respectfully submitted,

Michael S. Blau
Village Administrator
