PRESENT:  Mayor Fixell presiding; Trustees Basher, Hoyt, McGee, McGovern, and Zollo; Administrator Blau; Counsel Shumejda; Treasurer Hart; Village Clerk Booth

ABSENT:  Trustee Butler

REPORTS

Mayor Fixell reported on the following:
  • On Wednesday, January 3rd at 7:00 p.m., the Tarrytown Environmental Advisory Council (TEAC) is hosting a “Save Warm, Save Money” seminar at Silver Tips Tea Room to find ways to reduce energy in your homes.  It is being co-sponsored by Silver Tips Tea Room, BK Solutions, Clover Comfort, Green Star, Energy Solutions and TEAC.
  • Due to the horrific tragedy in Haiti, there are an enormous number of efforts underway to raise money, collect goods and supplies, food and water to ship to Haiti.  The Mayor recommends going to the Westchester County website, Westchestergov.com, where there is a link to a number of charities and efforts going on locally and internationally as well.     
  • With respect to helping people in Haiti, the Community Opportunity Center is holding a non-perishable goods drive (water, can goods, medical supplies, blankets, clothing, etc). The drop-off dates are Monday, Tuesday, Wednesday and Friday, from 9 a.m. to 4 p.m. and Thursday, from 9 a.m. to 6 p.m.  COC is working with a group from Spring Valley to bring the goods down to Haiti.
Trustee McGovern asked Administrator Blau to announce the public meetings with respect to the possibility of shared services or consolidation of the Parks and Recreation function between Tarrytown and Sleepy Hollow.  Administrator Blau stated that there will be two public meetings.  The first meeting is Monday, January 25th at 7:00 p.m. at the Sleepy Hollow High School cafeteria.  They will be sharing with the public their general concepts they have come up with as of now and they will break into smaller groups to discuss those concepts.  The second meeting has not been scheduled yet.

Trustee Hoyt stated that the Tarrytown Lakes were opened for ice skating for a couple of days, but due to the warm weather we are now having, we had to close the Lakes.  For more information on ice skating at the Lakes, you can contact the Recreation Department at 631-8347.
        
OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD.  SPEAKERS HAVE FIVE (5) MINUTES BEFORE YIELDING TO THE NEXT SPEAKER; THEN THREE (3) MINUTES FOR ADDITIONAL COMMENTS

Mayor Fixell questioned whether anyone wished to address the Board on any matter.  No one appeared.  

DESIGNATION OF PIERSON PARK AS GREENSPACE

Administrator Blau stated that the Westchester Land Trust had provided a report to the Village Board as to various properties throughout the Village, to look at and to determine designation either as greenspace, openspace or park.  One of the items had to do with Pierson Park.  Currently, Pierson Park is just land owned by the Village without designation.  The Board felt that they wanted to provide some protection to that property and made the determination that it would be appropriate to designate it as greenspace to be open to the general public. In tonight’s agenda, the Board will be scheduling a public hearing to designate and protect other properties throughout the Village.

Trustee Hoyt moved, seconded by Trustee Basher, and unanimously carried, that the following resolution be adopted:  Approved 6-0

BE IT RESOLVED that the Board of Trustees does hereby designate Pierson Park as green space; and

BE IT FURTHER RESOLVED that the property tax numbers for the properties so designated are Section 1, Sheet 9A, Parcels P-73 and P-74.

RESOLUTION SETTING THE DATE FOR PROPERTY TAX GRIEVANCE DAY

Trustee Zollo moved, seconded by Trustee McGee, and unanimously carried, that the following resolution be adopted:  Approved 6-0

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby schedules Property Tax Grievance Day for Tuesday, February 16, 2010, between the hours of 4:00 p.m. and 8:00 p.m. at Tarrytown Village Hall.

RESOLUTION – DECLARING THE DATE, POLLING HOURS, DESIGNATED POLLING PLACES AND THE  PAY FOR ELECTION INSPECTORS WITH RESPECT TO THE VILLAGE ELECTION TO BE HELD ON MARCH 16, 2010

Trustee Zollo moved, seconded by Trustee McGovern, and unanimously carried, that the following resolution be adopted:  Approved 6-0

BE IT RESOLVED, that the Village Election shall be held on Tuesday, March 16, 2010, between the hours of 7 a.m. and 9 p.m.

The following Polling Places have been designated:

        District No. 1   - Riverside Hose Firehouse, White and Franklin Streets

        District No. 2    - Phenix Hose Firehouse, Mechanics and Central Avenues

District No. 3   - Main Street Firehouse, 50 Main Street
                                           
District No. 4   - First Baptist Church, 56 South Broadway

        District No. 5    - Temple Beth Abraham, 25 Leroy Avenue

        District No. 6    - Tappan Hill School, 50 Ichabod Lane

        District No. 7      - Consolidated Engine Firehouse, 177 Sheldon Avenue

District No. 55   - Washington Engine Firehouse, 157 White Plains Road

        District No. 74   - Tappan Hill School, 50 Ichabod Lane

        District No. 76   - Consolidated Engine Firehouse, 177 Sheldon Avenue

        District No. 82 - Washington Engine Firehouse, 157 White Plains Road

BE IT FURTHER RESOLVED, that the pay for Election Inspectors shall be $200.00 for Election Day. The Chairman in each district shall be paid an additional $25.00 on Election Day.  The hours for which the Election Inspectors shall be paid on Election Day shall be from 6:30 a.m. to 9:30 p.m. for a total of fifteen hours.

BE IT FURTHER RESOLVED, that Election Inspectors be appointed to serve on Election Day, Tuesday, March 16, 2010, in accordance with Section 15-116(1) of the Election Law.

BE IT FURTHER RESOLVED that all persons appearing on the permanent Voter Registration   List provided by the Westchester County Board of Elections shall be eligible to vote.  Pursuant to Section 15-118(3) of the Election Law, the Village no longer conducts a local Village registration day;

BE IT FURTHER RESOLVED that the Village offices to be filled on Election Day, Tuesday, March 16, 2010, and the terms of those offices are as follows:

                        Trustees (3 seats)              Two-year term
                        
BE IT FURTHER RESOLVED, that the Board of Trustees shall hold a Special Meeting on Tuesday, March 16, 2010 at 10:00 p.m. at the Tarrytown Village Hall to canvass the vote of the 2010 Village Election.

BE IT FURTHER RESOLVED that the Board of Trustees request all Election Inspectors vote in their respective, personal designated voting districts and not by absentee vote.

SCHEDULE A PUBLIC HEARING

Trustee Basher moved, seconded by Trustee Hoyt, and unanimously carried, that the following resolution be adopted:  Approved 6-0

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby schedules a Public Hearing for the regular meeting of February 1, 2010, to hear and discuss a proposed amendment to the Code of the Village of Tarrytown, Chapter 221, Parks and Recreation Areas, Article II – Dedication of Property, Section 10 – Properties
dedicated and designated as public parks, playgrounds and recreational areas by clarifying some of the descriptions of parkland in the Section and adding some property to the areas so dedicated and/or designated.

APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF THE BOARD OF TRUSTEES HELD ON JANUARY 4, 2010

Trustee McGovern moved, seconded by Trustee Zollo, and unanimously carried, that the following resolution be adopted:  Approved 6-0

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the minutes of the regular meeting of the Board of Trustees held on January 4, 2010 as submitted by the Village Clerk.

APPROVAL OF AUDITED VOUCHERS NO. 002675 THROUGH NO. 002821

Trustee Basher moved, seconded by Trustee Zollo, and unanimously carried, that the following resolution be adopted:  Approved 6-0

BE IT RESOLVED the Board of Trustees hereby approves the Audited Vouchers No. 002675 through No. 002821 and is hereby ordered paid in the following amounts:

Water                              7,119.96
Capital                                       0.00
Library                            2,691.14
Trust & Agency                            77,308.74
         Total                            $      224,493.43

The Board was polled all voting “aye” with the exception of Trustee McGee who abstained from Voucher Numbers 002705, 002706, 002784, and 002785.  Motion carried.  6-0

Trustee Hoyt moved, seconded by Trustee McGee, and unanimously carried, that the
meeting be adjourned at 8:13 p.m.
