REPORTS
Mayor Fixell acknowledged appreciation to the Little Gardens Club of Tarrytown for their donation of the beautiful holiday wreaths for Village Hall and Police Headquarters. They do a lot of great things around town to make the Village a more beautiful place.
PRESENTATION TO WASHINGTON ENGINE – 100TH ANNIVERSARY
Mayor Fixell presented a proclamation commemorating Washington Engine Company’s 100th year Anniversary to Andrew Wilgermein, a member of Washington Engine Company.
WHEREAS, 100 years ago, on December 27, 1909, a group of 13 dedicated citizens of the Village of Tarrytown founded a volunteer fire fighting organization that became known as the Washington Engine Company, No. 2; and

WHEREAS, the Washington Engine Company, was the first Tarrytown Fire Company to acquire a motorized truck, a Locomobile, purchased on October 24, 1911; and
~
WHEREAS, over the years, the membership of the Washington Engine Company, has grown to 66 members and has repeatedly saved lives and property of the citizens of the Village of Tarrytown; and
~
WHEREAS, on November 14, 2009, members, friends and guests of the Washington Engine Company gathered to celebrate the 100th Anniversary of the founding of this extraordinary organization; and
~
WHEREAS, the Tarrytown Board of Trustees joins with the members and friends of the Washington Engine Company, No. 2 in marking this notable occasion.

Now, Therefore Be It Resolved That I, Drew Fixell, Mayor Of Tarrytown, New York, Thank And Commend The Washington Engine Company, No. 2 and declare December 27, 2009 Washington Engine Company, No. 2 Day In the Village of Tarrytown

Andrew Wilgermein, member of Washington Engine thanked the Board of Trustees for their continued support.

Mayor Fixell questioned whether anyone wished to address the Board on any matter.
No one appeared.
TARRYTOWN LAKES MANAGEMENT AGREEMENT
Mayor Fixell stated that the Tarrytown Lakes Committee did a lot of work researching methods on how to improve the quality of the water and to keep the algae and weed growth down. As a result of their research and our follow up, we have decided to enter into a leasing agreement with the Clean-Flo Company which will put aerators in the upper lake first. It’s a non-chemical process, it will save us money that we currently are using to put weed control chemicals in the lakes and we are hopeful that we can make a major difference. Administrator Blau stated that he spoke to the gentleman from Lakes Savers and he is willing to honor his reduced price for doing both lakes when we are ready.
Trustee Zollo moved, seconded by Trustee Butler, and unanimously carried, that the following resolution be adopted: Approved 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby authorize and direct the Village Administrator to execute of an agreement with Lake Savers for the installation and leasing of the Clean-Flo lake management system for the upper Tarrytown Lake per their proposal of November 2009, subject to the approval of the Village Attorney of the agreement in form and substance.
AWARD A BID – RESCUE TRUCK
Trustee Zollo moved, seconded by Trustee Hoyt, that the following be approved. Motion carried, all voting “aye” with the exception of Trustee Basher who voted “nay.” Approved: 6-1
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby award a bid to Coopersburg Kenworth of Coopersburg, Pennsylvania for the replacement of the Utility 61 Rescue truck for a pre-owned 1996 Volvo Rescue Truck in the amount of $50,697.
BE IT FURTHER RESSOLVED that the Village Administrator is hereby authorized and directed to execute an agreement with Coopersburg Kenworth for the purchase of the truck.
SCHEDULE A PUBLIC HEARING – AMENDMENT TO THE FINDINGS STATEMENT FOR FERRY LANDINGS
Mayor Fixell stated that Hudson Harbor is looking to make some changes in the layout and mix of types of apartments. What they are proposing does not affect the total count of condos or apartments. We would be happy to have the public come to our joint meeting on January 26th at 7 p.m. to comment on the changes that are being proposed.
Trustee Basher moved, seconded by Trustee McGee, and unanimously carried, that the following resolution be adopted: Approved 7-0
BE IT RESOLVED that the Board of Trustees does hereby schedule a Public Hearing for January 26, 2010 at 7:00 p.m., which shall be a joint Public Hearing with the Planning Board, to hear and consider an amendment to the Findings Statement for Ferry Landings, now known as Hudson Harbor.
APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF THE BOARD OF TRUSTEES HELD ON OCTOBER 19, 2009
Trustee McGee moved, seconded by Trustee Basher and unanimously carried, that the following resolution be adopted: Approved 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the minutes of the regular meeting of the Board of Trustees held on October 19, 2009 as submitted by the Village Clerk.
APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF THE BOARD OF TRUSTEES HELD ON DECEMBER 7, 2009 (tabled)
The Mayor and the Board of Trustees unanimously carried that the approval of the Minutes of the regular meeting of the Board of Trustees held on December 7, 2009,
be tabled to a future meeting.
APPROVAL OF AUDITED VOUCHERS NO. 002355 THROUGH NO. 002561
Trustee Basher moved, seconded by Trustee McGee and unanimously carried, that the following resolution be adopted: Approved 7-0
BE IT RESOLVED the Board of Trustees hereby approves the Audited Vouchers No. 002355 through No. 002561 and is hereby ordered paid in the following amounts:
General $ 334,367.47
Water 47,533.00
Capital 15,931.00
Library 1,789.68
Trust & Agency 10,622.54
Total $ 410,243.69
The Board was polled all voting “aye” with the exception of Trustee McGee who abstained from Voucher Numbers 002503, 002544 and 002545. Motion carried. 7-0
The Mayor and the Board of Trustees wished everyone a Happy Holiday and a happy and healthy New Year.
