Regular Meeting No. 17

PRESENT: Deputy Mayor Basher, presiding; Trustees Hoyt, McGee, McGovern, Zollo; Administrator Blau; Counsel Shumejda; Treasurer Hart; Secretary D’Eufemia
ABSENT: Mayor Fixell; Trustee Butler
REPORTS
Trustee Hoyt reported that the annual tree lighting ceremony will be held on Saturday, December 5th, from 5 p.m. to 7 p.m. in Patriots Park. Santa will be visiting.
Trustee McGee stated the Library’s holiday gathering will take place immediately following the tree lighting ceremony.
OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD. SPEAKERS HAVE FIVE (5) MINUTES BEFORE YIELDING TO THE NEXT SPEAKER; THEN THREE (3) MINUTES FOR ADDITIONAL COMMENTS
Mr. Eric Davis stated he has children who attend the Elizabeth Mascia Child Care Center. An Inspector visited and said some of the playground equipment has to be removed and some has to be modified to meet safety standards. He questioned who is responsible for the playground.
Mr. Blau stated there are two playgrounds. The one for younger children (which is the one Mr. Davis is referring to) is the responsibility of the Day Care Center; the other is the responsibility of the Village. The Village has offered to assist the Day Care Center in removing some of the equipment in their playground. Upon Board inquiry, Mr. Blau stated the Inspector was not a Village employee.
AUTHORIZATION TO EXECUTE AGREEMENT – HUDSON RIVER VALLEY GREENWAY GRANT
Trustee McGovern moved, seconded by Trustee Zollo, and unanimously carried, that the following resolution be adopted: Approved 5-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby authorize and direct the Village Administrator to execute an Agreement with the
Greenway Conservancy for the Hudson River Valley, Inc. for the extension and improvement of the trailway at the upper Tarrytown Lake.
FIRE DEPARTMENT MEMBERSHIP CHANGE
Trustee Zollo moved, seconded by Trustee McGovern, and unanimously carried, that the following resolution be adopted: Approved 5-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the following fire department personnel change recommended at the October
13, 2009, Board of Fire Wardens meeting: Membership: Brian Vincent elected to active membership in Hope Hose Company #1.
AUTHORIZATION TO EXECUTE AGREEMENT – SOLID WASTE DISPOSAL AGREEMENT WITH WESTCHESTER COUNTY
Trustee Hoyt moved, seconded by Trustee McGee, and unanimously carried, that the following resolution be adopted: Approved 5-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does herebyauthorize and direct the Village Administrator to execute an Agreement with
Westchester County, acting by and through the Refuse Disposal District No. 1, for the disposal of solid waste and recyclables generated in the Village of Tarrytown.
APPROVAL OF MINUTES
Trustee McGovern moved, seconded by Trustee McGee, and unanimously carried, that the following resolution be adopted: Approved 5-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the minutes of the regular meeting of the Board of Trustees held on November
2, 2009, as submitted.
APPROVAL AUDITED VOUCHERS NO. 001981 THROUGH NO. 002142
Trustee Zollo moved, seconded by Trustee Hoyt, that the following resolution be approved:
BE IT RESOLVED the Board of Trustees hereby approves the Audited Vouchers No. 001981 through No. 002142 and is hereby ordered paid in the following amounts:
General $ 153,233.29
Water 63,353.49
Capital 883,933.42
Library 3,726.72
Trust & Agency 2,831.23
Total $1,107,078.15
The Board was polled, all voting “aye” with the exception of Trustee McGee who abstained from Voucher Numbers 002025, 002026, 002027, 002056, 002120, and
002138 and Trustee Hoyt who abstained from Voucher Number 002017. Motion carried.
