PRESENT: Deputy Mayor Basher presiding; Trustees Butler, Hoyt, McGee, McGovern, and Zollo; Village Treasurer Hart; Village Attorney Shumejda; and Village Clerk Booth
ABSENT: Mayor Fixell
REPORTS
Deputy Mayor Basher wished the public who celebrated Rosh Hashanah and Yom Kippur a “Happy New Year.”
Trustee Hoyt stated that the Village Wide Tag Sale will be held this Saturday, September 26th from 10 a.m. to 5 p.m. Map of the registered addresses will be on the website and/or at Village Hall and the Tarrytown Recreation Department. Rain date will be held on Sunday, September 27th.

Deputy Mayor Basher asked if anyone wanted to address the Board. No one appeared.
FIRE DEPARTMENT MEMBERSHIP CHANGES
Trustee McGovern moved, seconded by Trustee Hoyt, and unanimously carried that the following be approved: Approved: 6-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the following Fire Department personnel changes recommended at the August
18, 2009 Board of Fire Wardens meeting: Membership: David Sullivan has been dropped from the active rolls of Consolidated Engine Company; Drivers: John Kelly has passed as
driver for Conqueror Hook & Ladder Company; Dave Cappello Jr. and Nicholas Scogna have passed as drivers for Consolidated Engine Company.
AMENDMENT TO THE EMPLOYMENT DISCRIMINATION AND HARASSMENT POLICY
Trustee McGovern moved, seconded by Trustee Zollo, and unanimously carried that the following be approved: Approved: 6-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves to amend the May 18, 2009 adopted Employment Discrimination and Harassment Policy as follows: (A complete copy of the policy will be affixed to the official minutes of this meeting.)

Employment Discrimination and Harassment Policy
1. This policy applies to all Village officers and employees and all individuals who serve as contractors to the Village. Depending on the extent of the exercise of control, this policy may be applied to the conduct of those who are not officers or employees or contractors of the Village with respect to illegal discrimination or illegal harassment of Village officers or employees in the workplace. Village officer or employee shall mean any Village Officer as defined in the Village Law of the State of New York, employees of the Village of Tarrytown and members of a Village of Tarrytown administrative board, commission, ambulance corp. or the fire department, whether paid or unpaid.
PROPOSAL FOR TRAFFIC ENGINEERING SERVICES REGARDING MASONS LOT
Trustee Hoyt moved, seconded by Trustee Zollo, and unanimously carried that the following be approved: Approved: 6-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby authorizes and directs the Village Administrator to execute an agreement with Adler Consulting of White Plains, New York, for Engineering Services to create a new municipal parking lot on property that the Village will be acquiring off of South Washington Street.
APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF THE BOARD OF TRUSTEES HELD ON SEPTEMBER 8, 2009
Trustee McGee moved, seconded by Trustee Zollo. Motion carried that the following be approved. Motion carried, all voting “aye” with the exception of Trustee McGovern who abstained. Approved: 6-0-1
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the minutes of the regular meeting of the Board of Trustees held on September 8, 2009 as submitted by the Village Clerk.
APPROVAL OF AUDITED VOUCHERS NO. 001213 THROUGH NO. 001500
Trustee Zollo moved, seconded by Trustee Hoyt, and unanimously carried that the following be approved: Approved: 6-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the Audited Vouchers No. 001213 through No. 001500 and is hereby ordered paid in the following amounts as presented by the Village Treasurer:
General $ 129,993.57
Water 89,089.94
Capital 189,724.24
Library 6,373.26
Trust & Agency 6,434.95
Total $ 421,615.96
The Board was polled all voting “aye” with the exception of Trustee McGee who abstained from Voucher Numbers 001404 and 001452. Motion carried. 6-0
ADJOURNMENT
Trustee Butler moved, seconded by Trustee Hoyt and unanimously carried, that the meeting be adjourned at 8:05 p.m.
