Regular Meeting No. 1

PRESENT: Mayor Fixell presiding; Trustees Basher, Butler, Hoyt, McGee, McGovern and Zollo; Village Administrator Blau; Village Treasurer Hart; Village Attorney Shumejda; and Village Clerk Booth
Motion was made by Trustee Basher, seconded by Trustee Butler, and unanimously carried to open the Regular Meeting of the Board of Trustees.
REPORTS
Trustee Hoyt stated that the Easter Egg Hunt that was held this past Saturday was a great success. He also wanted to remind the public that Summer Camp registration has begun and for more information contact the Recreation Department at 631-8347.

Mayor Fixell questioned whether anyone wished to address the Board on any matter. No one appeared.
AN INTER-MUNICIPAL AGREEMENT (IMA) BETWEEN THE VILLAGE AND
WESTCHESTER COUNTY REGARDING REIMBURSEMENT TO THE VILLAGE
FOR PRISONER TRANSPORTATION TO COUNTY FACILITIES
Trustee Zollo moved, seconded by Trustee McGee, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Village Administrator is hereby authorized and directed to execute an Inter-municipal Agreement (IMA) between the Village and Westchester County regarding reimbursement to the Village of Tarrytown Police Department for prisoner transportation to County jail facilities for the period January 1, 2009 to December 31, 20010.
CONSTRUCTION MANAGER RIVERWALK PARK
Trustee Basher moved, seconded by Trustee Butler, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that Village Administrator is hereby authorized and directed to execute a contract with Savin Engineers to serve as the Clerk of the Works on the
RiverWalk Park.
INTER-MUNICIPAL AGREEMENT REGARDING ORGANIC YARD WASTE
TRANSFER PROGRAM
Trustee Basher moved, seconded by Trustee Hoyt, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Village Administrator is hereby authorized and directed to execute an Inter-municipal Agreement with Westchester County for the ongoing operation of the Organic Yard Waste Transfer Program. This agreement will be effective April 1, 2009, with a tipping fee of $15 per ton.
MASTER FEE SCHEDULE – CHANGES
Mayor Fixell stated that the following Master Fee Schedule will be available on our website at www.tarrytowngov.com and at the Village Clerk’s Office at Village Hall.
Trustee McGovern moved, seconded by Trustee Hoyt, and unanimously carried that the following be approved: Approved: 7-0

Trustee Hoyt moved, seconded by Trustee McGee, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby
schedule a Public Hearing for the special meeting of April 15, 2009, at 6:00 p.m. to
hear and discuss the Village’s Tentative Budget for fiscal year 2009-2010.

Trustee Butler moved, seconded by Trustee Zollo, that the following be approved. Motion carried, all voting “aye” with the exception of Trustee Basher who abstained and Trustee McGovern who voted “no.” Approved: 5-1-1
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown does hereby schedule a Public Hearing for the regular meeting of April 20, 2009, to hear and
consider a proposal to acquire for public use part of the vacant land owned by Solomon’s Lodge #196 for the purpose of constructing public parking.
APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF THE BOARD
OF TRUSTEES HELD ON MARCH 16, 2009
Trustee Basher moved, seconded by Trustee McGee, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the minutes of the regular meeting of the Board of Trustees held on March 16, 2009 as submitted by the Village Clerk.
APPROVAL OF AUDITED VOUCHERS NO. 003648 THROUGH NO. 003885
Trustee Basher moved, seconded by Trustee Zollo, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the Audited Vouchers No. 003648 through No. 003885 is hereby ordered paid in the following amounts as presented by the Village Treasurer:

The Board was polled all voting “aye” with the exception of Trustee McGee who abstained from Voucher Numbers 003766, 003875, and 003876; Trustee Basher who abstained from Voucher Number 03686; and Trustee Hoyt who abstained from Voucher Number 003660. Motion carried. 7-0
