Organizational Meeting

PRESENT: Mayor Fixell, presiding: Trustees Basher, Butler, Hoyt, McGee, McGovern, and Zollo; Village Administrator Blau; Village Treasurer Hart; Village Attorney Shumejda; and Village Clerk Booth
The meeting began with the Pledge to the Flag.

Mayor Fixell thanked all the following appointees for their dedicated service in their respective positions on the many committees and boards of the Village. It is remarkable for people to volunteer so much of their time and energy to the Village and on behalf of the entire Board, it is greatly appreciated.
THE MAYOR’S APPOINTMENT OF A DEPUTY MAYOR FOR A ONE-YEAR TERM
Mayor Fixell re-appointed Thomas T. Basher as Deputy Mayor for a one-year term.
RE-APPOINTMENT OF MARRIAGE OFFICERS
Trustee McGovern moved, seconded by Trustee Zollo, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby appoints all members of the Board of Trustees as Marriage Officers of the Village of Tarrytown for a one-year term.
RE-APPOINTMENT OF DEPUTY ADMINISTRATOR – JAMES J. HART
Trustee Basher moved, seconded by Trustee Zollo, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints James J. Hart to the position of Deputy Village Administrator for a one-year term.
RE-APPOINTMENT OF DEPUTY VILLAGE CLERK – JAMES J. HART
Trustee Butler moved, seconded by Trustee Zollo, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints James J. Hart to the position of Deputy Village Clerk for a one-year term.
RE-APPOINTMENT OF DEPUTY VILLAGE TREASURER – EILEEN O’BRIEN
Trustee Hoyt moved, seconded by Trustee Basher, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints Eileen O’Brien to the position of Deputy Village Treasurer for a one-year term.
RE-APPOINTMENT OF A MEMBER OF THE ETHICS BOARD – TRUSTEE MCGEE
Trustee Hoyt moved, seconded by Trustee Zollo that the following be approved. Motion carried, all voting “aye” with the exception of Trustee McGee who abstained. Approved: 6-0-1
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints Trustee McGee as a member of the Ethics Board for a term to expire in April of 2010.
RE-APPOINTMENT OF REGISTRAR OF VITAL STATISTICS – CAROL A. BOOTH
Trustee McGovern moved, seconded by Trustee Basher that the following be approved. Motion carried, all voting “aye” with the exception of Trustee Hoyt who abstained. Approved: 6-0-1
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints Carol A. Booth to the position of the Registrar of Vital Statistics for a two-year term.
RE-APPOINTMENT OF DEPUTY REGISTRAR OF VITAL STATISTICS – JAMES J. HART
Trustee Basher moved, seconded by Trustee McGee, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints James J. Hart to the position of Deputy Registrar of Vital Statistics for a one-year term.
RE-APPOINTMENT OF VILLAGE ATTORNEY – JEFFREY SHUMEJDA

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints Jeffrey Shumejda to the position of Village Attorney for a one-year term.
RE-APPOINTMENT OF VILLAGE SPECIAL PROSECUTOR – STEVEN BETTMAN

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints Steven Bettman to the position of Village Special Prosecutor for a one-year term.

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints Barry Warhit to the position of Village Acting Justice for a one-year term.
RE-APPOINTMENT OF VILLAGE ASSESSOR – ROBERT WHEATLEY
Trustee McGovern moved, seconded by Trustee Butler, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints Robert Wheatley to the position of Village Assessor to a term to expire in April 2010.
RE-APPOINTMENT OF HARBORMASTER – KEVIN LUSTYIK

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints Kevin Lustyik to the position of Harbormaster to a term to expire in April 2010.
RE-APPOINTMENT OF VILLAGE HISTORIAN – RICHARD MILLER

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints Richard Miller to the position of Village Historian to a term to expire in April 2010.
RE-APPOINTMENT OF CHAIRPERSON OF THE WATERFRONT ADVISORY COMMITTEE – LINDA VIERTEL

RE-APPOINTMENT OF CHAIRPERSON OF THE ZONING BOARD OF APPEALS – SALLY LAWRENCE

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints Sally Lawrence as Chairperson of the Zoning Board of Appeals for a one-year term.
RE-APPOINTMENT OF A MEMBER OF THE ZONING BOARD OF APPEALS – JAMES MALONEY
Trustee McGovern moved, seconded by Trustee McGee, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints James Maloney as member of the Zoning Board of Appeals for a term to expire in April of 2014.
RE-APPOINTMENT OF CHAIRPERSON OF THE ENVIRONMENTAL ADVISORY COUNCIL

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints Carole Griffiths to the position of Chairperson of the Environmental Advisory Council to a term to expire in April 2010.

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints Michael Coffey and Peter Saracelli as members of the Fire Sprinkler Appeals Board for a one-year term.
RE-APPOINTMENT OF POLICE SURGEON - ROBERT RANIOLO/IMA

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints Robert Raniolo/IMA to the position of Police Surgeon to a term to expire in April 2010.
APPOINTMENT TO URBAN RENEWAL AGENCY

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints Trustees Basher, McGee, and McGovern as members of the Urban Renewal Agency for a one-year term.
RE-APPOINTMENT OF VILLAGE AUDITORS
Trustee Zollo moved, seconded by Trustee McGovern, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby re-appoints Bennett Kielson, Storch & DeSantis LLP as Official Auditors for the Village of Tarrytown for a three-year term.
DESIGNATION OF THE OFFICAL VILLAGE DEPOSITORIES AND AUTHORIZED CHECK SIGNATURES
Trustee McGee moved, seconded by Trustee McGovern, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby designates that the J P Morgan Chase Bank, Wachovia Bank, Bank of America, Mahopac National Bank, Webster Bank, Signature Bank, and the Key Bank be designated as official depositories for the Village of Tarrytown. All checks drawn shall be signed by Village Treasurer James J. Hart and all manual checks drawn shall be signed by Mayor Fixell and Village Treasurer James J. Hart; the signature of Mayor Fixell may be manual or by an automatic signing device. Deputy Mayor Basher is authorized to sign in the
absence or unavailability of Mayor Fixell and Deputy Treasurer Eileen O’Brien is authorized to sign in the absence or unavailability of the Treasurer.
DESIGNATION OF AN OFFICIAL NEWSPAPER
Trustee Basher moved, seconded by Trustee McGee, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby designates the Gannett Journal News as the Official Newspaper of the Village of Tarrytown.
DESIGNATION OF THE BOARD OF TRUSTEES OFFICIAL MEETING DATES AND PROCEDURES
Trustee Hoyt moved, seconded by Trustee Zollo, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves that the meetings of the Tarrytown Board of Trustees shall be held on the first and third Monday of each month, except during the months of June, July and August when said meetings shall be held on the third Monday of each month and the following Tuesdays due to conflicts with holidays: September 8, 2009, January 19, 2010 and February 16, 2010; that work sessions will be held on the Wednesdays prior to the Board of Trustees meetings; that special meetings may be called with proper notice by the
Mayor or three Trustees acting together; that said meetings shall be governed by Robert’s Rules of Procedure.
