PRESENT:  Mayor Fixell, presiding; Trustees Butler, Hoyt, McGee, and Zollo; Village Administrator McCabe; and Village Attorney Shumejda;

ABSENT:  Trustees Basher and McGovern

The meeting was called to order by Mayor Drew Fixell.

RESOLUTION TO APPROVE THE SUBMISSION OF AN APPLICATION FOR FUNDING IN THE AMOUNT OF $125,000 FROM THE NEW YORK STATE DEPARTMENT OF ENVIRONMENTAL CONSERVATION’S HUDSON RIVER ESTUARY ACTION AGENDY GRANTS PROGRAM

Upon motion duly made, seconded, and unanimously approved that the following be approved:  Approved: 5-0

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the submission of an application for funding in the amount of $125,000 from the New York State Department of Environmental Conservation’s Hudson River Estuary Action Agenda Grants Program (within the open space:  natural areas and scenic resources acquisitions/projects category), and authorizes the Village Administrator to execute the application.  The grant is to fund in-part the acquisition of approximately 2.6 acres of prime waterfront land which was once industrial and has been environmentally remediated.  The grant would also fund a portion of the design of the “Scenic Hudson RiverWalk Park” planned for the site.

RESOLUTION TO APPROVE THE SUBMISSION OF AN APPLICATION FOR FUNDING IN THE AMOUNT OF $75,000 FROM THE NEW YORK STATE DEPARTMENT OF ENVIRONMENTAL CONSERVATION’S HUDSON RIVER ESTUARY ACTION AGENDA GRANTS PROGRAM

Upon motion duly made, seconded, and unanimously approved that the following be approved:  Approved: 5-0

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the submission of an application for funding in the amount of $75,000 from the New York State Department of environmental Conservation’s Hudson River Estuary Action Agenda Grants Program (within the community-based habitat conservation and stewardship projects category), and authorizes the Village Administrator to execute all documents with respect to the grant.  The grant is to fund a portion of the design of, as well as the construction of a native plantings garden, and a riverfront wetland habitat within the “Scenic Hudson RiverWalk Park” the Village will construct as part of its overall riverfront redevelopment project.

RESOLUTION TO APPROVE THE SUBMISSION OF AN APPLICATION FOR FUNDING IN THE AMOUNT OF $125,000 FROM THE NEW YORK STATE DEPARTMENT OF ENVIRONMENTAL CONSERVATION’S HUDSON RIVER ESTUARY ACTION AGENDA GRANTS PROGRAM

Upon motion duly made, seconded, and unanimously approved that the following be approved:  Approved: 5-0

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the submission of an application for funding in the amount of $125,000 from the New York State Department of Environmental Conservation’s Hudson River Estuary Action Agenda Grants Program (within the Hudson River access:  fishing, boating, swimming, hunting, hiking or river-watching projects category), and authorizes the Village Administrator to execute all related documents.  The grant would fund in-part a portion of the build-out of the Tarrytown “Scenic Hudson RiverWalk Park,” which will extend .6 miles along the Hudson River, and inland as far as 150’ back from the shoreline, providing new fishing, boating, hiking and river-watching opportunities.

RESOLUTION TO APPROVE THE SUBMISSION OF AN APPLICATION FOR FUNDING IN THE AMOUNT OF $130,000 FROM THE NEW YORK STATE DEPARTMENT OF ENVIRONMENTAL CONSERVATION’S HUDSON RIVER ESTUARY ACTION AGENDA GRANTS PROGRAM

Upon motion duly made, seconded, and unanimously approved that the following be approved:  Approved: 5-0

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the submission of an application for funding in the amount of $130,000 from the New York State Department of Environmental Conservation’s Hudson River Estuary Action Agenda Grants Program (within the community interpretive centers and education projects category) and authorizes the Village Administrator to execute all relevant documents.  The grant would fund in-part the restoration of the Andre Brook to natural habitat status and would provide for its long-range environmental protection.  The brook is an important tributary to the Hudson River that drains into the river on the site of the Tarrytown Hudson River Waterfront Parks Redevelopment Project.  The project will include an educational signage component regarding the history of the restoration, the natural habitat itself, and the ecological importance of the tributary.  The project would also include related (field trip) programs made available to local schools.

RESOLUTION TO APPROVE THE SUBMISSION OF AN APPLICATION FOR FUNDING IN THE AMOUNT OF $500,000 FROM THE NEW YORK STATE OFFICE OF PARKS, RECREATION AND HISTORIC PRESERVATION FOR A MUNICIPAL PARK ACQUISIITION AND DEVELOPMENT GRANT

Upon motion duly made, seconded, and unanimously approved that the following be approved:  Approved: 5-0

BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the submission of an application for funding in the amount of $500,000 from the New York State Office of Parks, Recreation and Historic preservation for a municipal park acquisition and redevelopment grant and authorizes the Village Administrator to execute all relevant documents.  The grant to fund in-part a) the acquisition of a 2.6 acre parcel along the Hudson River extending .6 of a mile north to south and setback up to 150’ from the shoreline, and b) the redevelopment of the site (a remediated former brownfield) into a Hudson River waterfront park, including a portion of the Westchester County RiverWalk, which is anticipated to traverse the Hudson River from Yonkers to Peekskill.
