7:30 P.M.: PRE-REGULAR MEETING WORKSESSION

1.      Review of regular meeting agenda.

2.      Miscellaneous reports and other business.


8:00 P.M.:  REGULAR MEETING

3.      Pledge of Allegiance to the Flag of the United States of America.

4.      Miscellaneous and Liaison Reports.

5.      Public hearing regarding an amendment to the local law regarding notice requirements of the Architectural Review Board application process.  Proposed local law No.1 of 2008.

The amendment would require the Architectural Review Board to give notice of pending applications to immediate neighbors of the proposed applicant, and would allow them the option to require notice to a larger sphere of neighboring properties, or not to.

6.      Public hearing regarding a proposed amendment to the Village’s soliciting and peddling law with respect to permitted times.  Proposed local law No. 2 of 2008.

The proposed amendment would change the time peddlers and/or solicitors may knock on the doors of Village residents (as required to be permitted by Federal Law) from now 9:00 a.m. to 9:00 p.m., to 9:00 a.m. to 7:00 p.m. during daylight savings time, and from 9:00 a.m. to 6:00 p.m. at other times of the year.

7.      Public hearing regarding a proposed amendment to the Village law regarding water metering with respect to the installation of new meters at private homes.  Proposed local law No. 3 of 2008

The amendment would provide for stricter enforcement of the requirement of resident’s to allow entry to their homes for the purpose of installing new remote controlled water meters by providing that anyone refusing such entry would be subject to fines and ultimately to shutting off of their water service.

8.      Public hearing regarding a proposed amendment to the public sidewalk/public property local law with respect to notice requirements.  Proposed local law No. 4 of 2008.

The proposed amendment would strengthen the Village Code requirement that the Village must be provided clear and documented notice of any potentially libelous condition or on public property and thereby be given an opportunity to repair such conditions prior to being subject to any litigation.

9.      Changes and/or additions to the agenda.

10.     Opportunity for the public to address the Board.  Speakers have five (5) minutes before yielding to the next speaker; then three (3) minutes for additional comments.

11.     Resolution declaring the date, polling hours, designated polling places and the pay for election inspectors with respect to the Village election to be held on March 18, 2008.

12.     Resolution approving a change order for Marquise Construction regarding the New Village Hall construction project.

13.     Resolution regarding settlement of Croton Point Landfill Litigation.

14.     Resolution authorizing an increase in the compensation of the Village Justice and the Acting Village Justice.

15.     Resolution regarding Tarrytown Volunteer Fire Department personnel changes.

16.     Resolution regarding the re-appointment of a Village employee to a new Civil Service title.

17.     Approval of the minutes of the regular meeting of the Board of Trustees held on December 17, 2007.

18.     Approval of audited vouchers No. 002443 through No. 002626.

19.     Adjournment.
