In Chairman Friedlander's absence, Mr. Tedesco chaired the Planning Board portion of the meeting.


NEW PUBLIC HEARING – Greystone on Hudson - 612 South Broadway - Guard House

Mr. Todd introduced himself and gave a brief history of the site for the benefit of the Architectural Review Board.

Mr. Todd explained that the reason for the large number of trees that have been cut down on the site along South Broadway is because Con Edison cannot do what they needed to do until the trees are down.  He, along with Ms. Munz, Village Landscape Architect, also explained that many of the trees were dead or dying and dangerous and some had to come down because of the ponds on the northern side of the property.

The Board suggested that they put up an informational sign for the benefit of the neighbors and those passing by.  Mr. Todd agreed.

Mr. Todd described the entrance into the development to the historic gate and the trees which will line the entranceway.

Mr. Todd proceeded to describe the guard house.  It will be a 225 square foot stone building with a slate roof and copper gutters, similar to the original mansion.  It will have wood shutters.  He showed a picture of what it will look like.

Mr. Aukland asked if it will be seen from Broadway.  Mr. Todd said it will not be seen from Broadway.

There were no further questions regarding the Guard House.  Mr. Todd moved on to Lot 7.  

NEW PUBLIC HEARING – Greystone on Hudson - 612 South Broadway - Lot 7

Mr. Todd gave the following statistics on the lot:

•       2.7 acres; 118,323 s.f.
•       R-60 Zone
•       6.1% building coverage where 12% is allowed
•       548' frontage where a minimum of 150' is required
•       The existing impervious surface is17,425 s.f. on site and the future will be 21,000 s.f.

Mr. Todd said historically the grounds once housed the stables and the lot is similar to a meadow.

He then showed a rendering of the house.  He said since it is a downhill lot, it has a walkout basement.  It has a gambrel-style red cedar shingled roof.  It will have copper gutters and flashing and other copper details.  It's designed after a historic Newport, Rhode Island house.  At Ms. Munz suggestion we are keeping the driveway away from the drip line of a large Sycamore tree.  Ms. Raiselis asked if they moved the house.  Mr. Todd said no, they moved the driveway which made it a steeper slope for the secondary entrance.  The slope on the short side is a 13% slope and on the long side an 11% slope.  We are going to ask for a waiver to save the tree.  There will be a gravel courtyard in the rear of the house.  

Mr. Tedesco asked if they will be doing the entire driveway in gravel.  Mr. Todd said they can't do the whole driveway in gravel but the rest of the driveway will be permeable pavers.  Ms. Raiselis asked what kind of pavers; Mr. Todd said most likely Belgium blocks without concrete in the middle.

Mr. Todd said there will be 8,578 s.f. of heated space on the first and second floors combined; and the attic looks much bigger but actually only has 450 s.f. of usable space.

Regarding landscaping, 45 trees will be coming down, 43 of which are invasive trees. We found 12 more invasive trees which we will either keeping if you wish or take them down. They are Norway maples which are problematic trees.  Ms. Munz said she has no problem taking them down because besides being invasive they are very week wood trees that are in very poor condition and they prevent our native trees growth because of the amount of shade.

Ms. Raiselis said there is a habitat out there now and as long as they are healthy trees, we should keep them both for the existing habitat and the neighbors.  Mr. Todd said we went to great lengths to save trees and we are talking about 12 trees.  We are planting 108 and taking down 45; we kept 8 Norway maples.  It's up to the board; if they want us to save them, we will; if not, we will take them down.  Ms. Raiselis said its up to Ms. Munz.  Ms. Munz suggested that anything 6" and under should be taken out or if they are in bad conditions or hazardous, they should be taken down no matter what they are.  We could have taken down 5 times as many trees but you can't take everything down.  Ms. Munz said she agrees with Ms. Raiselis that we cannot denude the site.  She will take another look.

Mr. Carr said he likes the house but it is not as interesting as he would like.  He felt it was broad and short.  He thought it was very nice materials.  He thought it needed some asymmetrical balance with the addition of an eyebrow window.  He liked the circular window but thought it should have more than one in the front of the house plus some other small detail on the top right of the house.

Mr. Mignogna said the expensive and natural materials and details make it a beautiful house.  He said the open porch makes it less bulky.

Mr. Carr moved, seconded by Mr. Mignogna, for ARB approval of the proposed architecture of the Guard House for the Greystone Subdivision located at 612 South Broadway.  All in favor; motion carried.

Mr. Tedesco moved, seconded by Mr. Aukland, to approve the proposed architecture of Guard House for the Greystone Subdivision located at 612 South Broadway.  All in favor; motion carried.

Mr. Carr moved, seconded by Mr. Mignogna, for ARB approval of the proposed architecture of the single-family house on lot 7 of the Greystone Subdivision located at 612 South Broadway as shown on the July 30, 2012 plan, with minor ornamental modifications allowed.  All in favor; motion carried.

Mr. Tedesco moved, seconded by Mr. Aukland, to approve the proposed architecture of the single-family house on lot 7 of the Greystone Subdivision located at 61 South Broadway subject to approval by the Architectural Review Board.  All in favor; motion carried.

The Planning Board members moved to the second floor conference room where they continued their portion of the public hearing.

Ms. Raiselis suggested that they look into various method of collecting and storing the rain water for use in watering the lawns and shrubbery on the property.  She said that it is a very large piece of property which will require a lot of water in order to maintain the landscape and it would be both beneficial to the homeowner and the overall water supply if they could use that natural resource.  She said it is a fairly easy and inexpensive.  Ms. Munz agreed with Ms. Raiselis and said she could provide Mr. Todd with some information.  Mr. Todd said he would be happy to look into it and learn about it.  Mr. Birgy said another benefit to the homeowner is that the sewer tax is based on water consumption.

"PLEASE TAKE NOTICE that the Village of Tarrytown ARB and Planning Board will hold a Special Joint public hearing on Wednesday, August 15, 2012 at 7:00 p.m. at the Municipal Building, One Depot Plaza, Tarrytown, New York, to hear and consider an application by:

Broadway on Hudson Estates LLC
15 Faulkner Lane
Dix Hills, NY  11746

For site plan approval for property located at 612 South Broadway, Tarrytown, New York for construction of a new Guard House in the Greystone Subdivision.

The property is shown on the Tax Maps of the Village of Tarrytown as Sheet 1.221 Block 131, Lot 2 and is located in an R60 (Single-Family Residence) Zone.

Documents are available for inspection in the Planning and Zoning Office.  All interested parties are invited to attend and be heard.  Access to the meeting room is available to the elderly and the handicapped.  Signing is available for the hearing-impaired; request must be made to the Village Clerk at least one week in advance of the meeting.

After the review by both boards at the joint meeting, the Planning Board members were satisfied with the site plan for the guard house and lot 7.  

Mr. Aukland asked Mr. Todd if he has taken care of all of the emergency service access.  Mr. Todd said yes.

Ms. Raiselis asked if they were going to use asphalt for the entrance driveway.  Mr. Todd said there is asphalt as well as Belgium block.  Ms. Raiselis asked if they were set in concrete.  Mr. Todd said yes at the beginning because of the type and amount of traffic is has to be set in concrete.  Mr. Birgy asked if there will be a troth drain.  Mr. Todd said yes.

Mr. Birgy asked Ms. Munz if they could plant willows in the retention ponds.  Ms. Munz said there will be plantings in the retention ponds.  Willows are fine; but she did not have the finished landscape plan for that area.  She also suggested that they look into tar and chip which is an asphalt base with gravel rolled in for the main entrance driveway and the racetrack; it may lend itself nicely to this site.

Mr. Tedesco moved, seconded by Mr. Aukland, to declare the Planning Board as Lead Agency.  All in favor; motion carried.

Mr. Tedesco moved, seconded by Mr. Aukland, to close the public hearing on the Guard House.  All in favor; motion carried.

Mr. Tedesco moved, seconded by Mr. Aukland, that there will be no significant adverse environmental impacts as a result of the proposal.  All in favor; motion carried.

Mr. Tedesco moved, seconded by Mr. Aukland, to approve the site plan for the proposed Guard House at the entrance to Greystone subject to:

1.      Approval by the Building Inspector/Village Engineer.
2.      Approval by ARB.
3.      Approval of the landscaping plan for this entrance area by the Village Landscape Consultant.
4.      The use of permeable materials for the parking area provided near the Guard House.
5.      Payment of any outstanding escrow fees prior to the granting of a building permit.
6.      Signing of the final site plan by the Planning Board Chair.

All in favor; motion carried.

Mr. Tedesco asked if there are any questions.

Ms. Raiselis said even if this gets approved, we will still continue to talk about the architecture of the house, engineering, energy, and the landscaping.  Mr. Todd said they are planning to use geo-thermal.

Mr. Aukland said we just changed the rules for applications.  You are now supposed to give us a square foot utility estimate.  He did not see that number but they will need it.  Also, we ask for a streetscape but in this case there are no neighbors so there can't be much of a streetscape.  Ms. Raiselis said we will wait until there are more houses to ask for streetscapes.  And the Village voted for the higher State standards; 2012 IECC, make sure you architect is aware of that.

Mr.  Tedesco moved, seconded by Mr. Aukland, to declare the Planning Board as Lead Agency.

Mr. Tedesco moved, seconded by Mr. Aukland, to close the public hearing on lot 7.

Mr. Tedesco moved, seconded by Mr. Aukland, that there will be no significant adverse environmental impacts as a result of the proposed action.

Mr. Tedesco moved, seconded by Mr. Aukland, to approve the site plan for lot 7 of Greystone-On-Hudson subject to the following conditions:

1.      Approval by the Building Inspector/Village Engineer particularly in regard to the stormwater/drainage plan.  This plan is to include specific and detailed preconstruction, construction and post-construction stormwater/drainage measures.
2.      Approval of the Landscaping and Screening Plan by the Village Landscape Consultant.  Plantings should be native species or non-invasive ornamentals.  If, during the implementation of the approved landscaping/screening plan, any amendments or changes are desired, such changes must be approved by the Planning Board.
3.      A detailed Tree Protection and Tree Preservation Plan to be approved by the Village Landscape Consultant.
4.      If any trees designated to be preserved are damaged due to site work, and subsequently need to be removed, the Applicant will replace them in kind.  If this is not possible, then planting of multiple trees approved by the Village Landscape Consultant or payment of the appraised value of the trees to the Village Tree Replacement Fund will be required.
5.      Prior to any CO being issued, there will be an inspection of the landscaping and screening provided on a given lot by the Planning Board and Village Landscape Consultant to verify that the approved was properly implemented.
6.      The Applicant also agrees to perform any treatment and pruning of existing trees deemed necessary by the Village Landscape Consultant at a time the consultant deems most appropriate.
7.      Adherence to the section of the Zoning Code dealing with the Tree Replacement Fund for the removal of trees with a 10" caliber or greater or alternative remediation elsewhere on the project site as approved by the Village Landscape Consultant.
8.      The driveway will be of permeable pavers or other equivalent permeable material approved by the Village Engineer except for the court yard in front of the large Sycamore tree which will be of gravel as the gravel will let water directly through it to the tree roots.
9.      Any blasting activity determined to be required will be in strict conformance with the Village's blasting code and approved by the Village Engineer.  Blasting is to be monitored by a company chosen by the Applicant and approved by the Village Engineer.  The cost of this monitoring is to be borne by the Applicant.
10.     A covenant will be placed in the homeowner’s deed and in the miscellaneous document of the property that prohibits the use of phosphate fertilizers; organic non-phosphate fertilizers may be use.
11.     The architecture for the home is to be reviewed by the Planning Board and approved by the Architectural Review Board.
12.     The Planning Board approves the secondary entrance driveway to be less than or equal to 13% slope to insure the health of the Sycamore tree.
13.     Payments of any outstanding escrow fees prior to the granting of a building permit.
14.     Signing of the final site plan by the Planning Board Chair.
