Special Meeting
July 12, 2012; 10:30 a.m.


PRESENT:        Members Tedesco, Aukland, Birgy; Counsel Shumejda; Secretary Bellantoni

ABSENT: Chairman Friedlander, Member Raiselis, Village Engineer McGarvey


PRELIMINARY PRESENTATION – Wells Fargo Bank – 350 South Broadway

Ms. Yolanda Cruikshank and Mr. Mike Barnett, from Candela Systems Corporation, the electrical contractor for Wells Fargo Bank present the plan to install one new pole, lights on a new concrete base; replace one pole and lights on existing concrete base; and install two wall packs.  All of the above is being done in order to bring the ATM lights to code.

Mr. Tedesco motioned to declare the Board’s intent to be lead agency, seconded by Mr. Aukland, all in favor.  Motion carried.
Mr. Tedesco motioned to set an escrow in the amount of $2,500, seconded by Mr. Aukland, all in favor.  Motion carried.
Mr. Tedesco motioned to set the public hearing for July 23, 2012, seconded by Mr. Aukland, all in favor.  Motion carried.

PRELIMINARY PRESENTATION – Family YMCA at Tarrytown – 50 Ichabod Lane

Nicole Bernardone, Childcare Director for the Family YMCA, explained that the YMCA is out growing their childcare space and are in discussions with the Tarrytown Union Free School District to lease the Tappan Hill School, located at 50 Ichabod Lane.  Presently the Y has several childcare locations through the Village and this new space will allow them all to come together into one space.

Mr. Blau asked how much of the school will they be using.  Ms. Bernardone said the entire school, but not the trailers at this time. Perhaps they will use the trailers in the future.

Mr. Aukland asked if they were going to make any structural changes to the building.  Ms. Bernardone said no, only interior cosmetic changes.

Mr. Aukland asked about the traffic and if there will be school buses used.  Ms. Bernardone said there will be no school buses only cars dropping off the children.  Ms. Bernardone said presently they service 54 families and the usual drop-off times are approximately 20-30 children at 8:00 a.m. and another 20-30 at 9:00 a.m.  It is possible that they can grow to 135 families.  Mr. Birgy asked if that is their goal.  Ms. Bernardone said “yes.”

Mr. Blau suggest that they do a comparison of traffic when it was a school and what it will be as a daycare; i.e., number of cars and children and the number of buses and children when it was a school as opposed to the number of cars and children as a daycare.

Mr. Tedesco motioned to declare the Board’s intent to be lead agency, seconded by Mr. Aukland, all in favor.  Motion carried.
