NEW PUBLIC HEARING – Hudson Harbor - 41 Hudson View Way - 30-Lot Subdivision
Mr. Tedesco opened the meeting and read the following Notice of Public Hearing:
"PLEASE TAKE NOTICE that the Planning Board and the Architectural Review of the Village of Tarrytown will hold a joint Special Meeting on Tuesday, March 6, 2012 at 7:00 p.m. at the Municipal Building, One Depot Plaza, Tarrytown, New York, to hear and consider an application by:
Tarrytown Waterfront I, LLC
485 W. Putnam Avenue
Greenwich, CT 06830
Regarding the subdivision of a portion of the property located at 41 Hudson View Way (f/k/a 129 West Main Street) Tarrytown, New York, into 28 lots.
The property is shown on the Tax Maps of the Village of Tarrytown as Sheet 1.040, Block 4, Lot 16.2 located in the WGBD (Waterfront General Business District) zoning district.
Said subdivision is being sought to create individual tax lots for each of the 27 carriage houses plus one lot for the common/recreation area.
Documents are available for inspection in the Planning and Zoning Office. All interested parties are invited to attend and be heard. Access to the meeting room is available to the elderly and the handicapped. Signing is available for the hearing-impaired; request must be made to the Village Clerk at least one week in advance of the meeting.

Mr. Cotter introduced himself and their attorney, Dan Panessi, along with the engineer, John Meyer.
Mr. Meyer explained that they are before the Planning Board for a 30-lot subdivision which consists of the follow:
- A lot on the south side which serves as access to the garages of the southerly town homes.
- A center park area which is just shy of an acre.
- A lot in the northwest corner where the Westchester County sewer trunk line passes through the property.
It is bordered on all sides by streets which will become public streets. All carriage houses face onto the streets.
Mr. Aukland stated that the subdivision was already approved in this area and asked what is new about this subdivision
Mr. Panessi explained that initially they had approved and filed a 10-lot subdivision for the project site. This is actually the third subdivision that will be filed. The second subdivision, which is before this Board tonight, is basically housekeeping. We are truing up the lots lines for easement purposes and to match the Phase I condos. Once that subdivision is approved and filed this subdivision will create 30 lots as described.
Mr. Aukland clarified that this creates the opportunity for ownership and it does not change what actually will be developed.
Mr. Cotter said the lot size remains the same but it will give individual ownership for tax purposes.
Ms. Greenwood asked if there are 27 or 28 lots. Mr. Meyer said there will be 27 individual tax lots and the other three lots as explained above for a total of 30 lots.
Mr. Tedesco asked if there were any more questions. No one responded.
Mr. Tedesco moved, seconded by Mr. Aukland, to close the public hearing. All in favor; motion carried.
Mr. Tedesco moved, seconded by Mr. Aukland, that there will be no significant adverse environmental impacts as a result of the proposed subdivision. All in favor; motion carried.
Mr. Tedesco moved to approve the proposed subdivision of a portion of the property located at 41 Hudson View Way (129 West Main Street) into 30 lots, 27 individual tax lots for the 27 carriage houses and three additional lots for a total of 30 lots. The property is shown on the tax maps of the Village of Tarrytown as Sheet 1.040, Block 4, Lot 16.2, located in the WGBD (Waterfront General Business District).
Seconded by Mr. Aukland, all in favor; motion carried.

Mr. Panessi explained that this subdivision is to true-up the proposed utility easements that were within the development site as well as truing-up the subdivision lines now that the condominium in Phase I is complete.
Mr. Aukland stated that there is no change in the actual development; this is for lot lines only; correct? Mr. Panessi said correct.
Mr. Tedesco ask if there were any questions. No one responded.
Mr. Tedesco moved, seconded by Mr. Aukland, to close the public hearing. All in favor; motion carried.

JOINT DISCUSSION OF THE ARCHITECTURE OF THE CARRIAGE HOUSES BY THE ARCHITECTURAL REVIEW BOARD AND THE PLANNING BOARD
Mr. Cotter explained that the 27 townhouses were approved a little over a year ago. They are calling these townhouses "carriage houses," which architectural theme is taken from the carriage houses or gate houses of some of Tarrytown's great estates. This project will be smaller with only 2-2 ½ stories. The concept is to use authentic materials, such as some of the stone used in the other townhomes, slate roofs and real brick. They will be only 2,000 to 2,600 s.f., about 30' wide and allow for double masters. The roof heights will be varied. Each unit will have 12' wide by 14' tall energy efficient windows overlooking the park with terraces and porches. Some of the units will have an option for a loft.
Ms. Greenwood asked how many types of building will there be. Mr. Meyer said 4 types.
Mr. Cotter said there will be 4 quads with 7 individual designs

Ms. Raiselis asked if each side has the same combination. Mr. Cotter said yes; we mixed up some of the materials a bit.
Mr. Perry asked if they do not choose to have a loft, how will it affect the look and the elevation. Mr. Meyer said there will be no change in the look and the elevation will remain the same.
Mr. Birgy asked Mr. Cotter to explain how the houses will be "green." Mr. Cotter said they will be using local stone and only American products. They may do a geo-thermal but they all will be Energy Star.
Mr. Cotter said the park will be landscaped like an "English Garden."
Mr. Perry asked how many units have a 2-car garage. Mr. Meyer said the majority have a one-car garage and the C-2 units have a 2-car garage; 7 or 8 units have 2-car garage.
Mr. Carr asked about the seven different exteriors. He felt that some units placed together are a little to busy and suggested they separate the busier ones with a more boring one. He felt the timbering on the Tudors (A1 and A2 units) was a little too much and not in conformance with a Westchester Tudor. He felt more simplified would be better. Mr. Cotter said they were open to his suggestion.
Ms. Greenwood said she felt a terra cotta roof does not fit into these designs and suggested they not do it.
Mr. Birgy asked what they were planning beyond the NYS standards for energy conservation. Mr. Cotter said the most beneficial element is insulation and they use a blown-in cellulose which seals the room. They also use very energy efficient windows. Mr. Cotter said they considered solar and geothermal but they are not quiet there yet.
Mr. Aukland ask Mr. Cotter if he will be able to give us an indication of the per square foot cost of the utilities when we get to site plan reviews. Mr. Cotter said sure.
Mr. Perry said the plans overall are acceptable. We would like to look at the Tudor again and the roof. Too many materials make it to busy.
Mr. Cotter asked if they could give them an approval to start. They are not going to do the Tudor now but will be starting with another style.
Mr. Carr moved, seconded by Mrs. Byrnes and unanimously carried, that the Architectural Review Board approve the construction of 27 2-story townhomes at 41 Hudson View Way as shown on the plans received by the Building Department March 6, 2012; subject to the half-timber inlaid Tudor renderings to come back for further approval.
Mr. Tedesco (A) moved that the Planning Board approve the proposed architecture for the 27 2-story townhomes in Phase II of Hudson Harbor shown on the plans received by the Building Department dated March 6, 2012. (B) This approval is subject to final approval of certain details by the Architectural Review Board which they discussed with the applicant at this joint meeting. Seconded by Mr. Aukland. All in favor; motion carried.
