CONTINUATION OF PUBLIC HEARING – VILLAGE OF BRIARCLIFF MANOR – PUMP STATION – NEPERAN ROAD
Ms. Wendy Sperduto of Hazen and Sawyer, engineering consultants for Briarcliff Manor, stated they have submitted landscaping plans showing the different landscaping zones. Drawing C-16 is the tree and landscaping plan. This plan shows what they presented previously but it is slightly different. The tree position is slightly different in the front of the pump station because of utility lines. There are quite a few 10 ft. to 12 ft. caliper trees in the front and they are conifers. In the back there are mostly deciduous trees. They still need to update the schedule.
Ms. Raiselis stated they are showing a swing gate. She questioned whether they had considered a sliding gate. Ms. Sperduto stated they have looked at both. The updated plan still shows the swing gate. Their preference is the sliding gate but they have to determine whether they can get the sliding gate in the appropriate size. They are exploring that.
The Board reported receipt of the following memo dated January 5, 2009, from Stephen Yarabek, the Village’s Consulting Landscape Architect:
“Re: Village of Briarcliff Manor Pump Station Landscape Plan
Upon review of the faxed copy of Hazen & Sawyer’s schematic Landscaping Plan, the following items should be submitted for final review and approval prior to issuance of a building permit:
- Site grading, erosion control and existing tree protection.
A. Any trees to remain on or adjoining site with tree protection details.
B. Site grading: An earth berm along Neperan Road would enhance the screening of the facility.
- Detailed planting plan with specifications illustrating:
A. Plantings shall be native and protected by perimeter fencing that prevents deer access. Species, size, etc. shall be shown.
B. Any invasive species shall be removed.
- All lighting shall be shielded and ground directed.
These plans should be provided by a licensed Landscape Architect and/or Engineer for your review.
The overall schematic appears to be comprehensive and could enhance the native habitat of this site.”
Ms. Raiselis questioned where Briarcliff Manor was proposing to locate the perimeter fencing. Ms. Sperduto stated the fencing extends around the back of the pump station but it is not proposed in the back of the property.
Chairman Friedlander stated he felt the berm was not necessary. Board members agreed.
Board members stated the final landscaping plans should have the seal of a licensed Landscape Architect and/or Engineer.
Chairman Friedlander questioned whether anyone present wished to address the Board on this application. No one appeared.
Counsel Shumejda stated Tarrytown has received from Briarcliff Manor, in their capacity as lead agency on this project, a negative declaration on this project which they issued on December 22, 2008. The determination has been made by the lead agency.
Mr. Tedesco moved, seconded by Mr. Aukland, and unanimously carried, that the hearing be closed.
Mr. Tedesco moved, seconded by Mr. Aukland, and unanimously carried, that the Board determines there will be no significant adverse environmental impacts as a result of this project.
Mr. Tedesco moved, seconded by Mr. Aukland, and unanimously carried, that the Planning Board approves the site plan for the Briarcliff Manor pump station subject to the following conditions:
1. Approval by the Building Inspector. This approval is to include the adequacy of the chemical storage facilities provided.
2. Approval of the erosion and sediment control measures and the storm water management by the Village Engineer.
3. Approval of an appropriate landscaping plan and screening plan by the Village Landscape Consultant including compliance with all items requested in his memo of January 5, 2009, to the Planning Board except for the suggestion of an earth berm. Planting strips should be added on the sides of the building where appropriate and feasible. The final schedule to be submitted by the applicant should incorporate all the detailed items relating to site plan approval documents. The landscaping island proposed at the front of the Briarcliff Manor pump station shall be extended along the frontage of the Tarrytown and Sleepy Hollow pump stations. In this
regard the applicant will provide bid documents for alternate add ons for this landscaping, one for the Tarrytown pump station and a separate add
on for the Sleepy Hollow pump station. In regard to perimeter fencing, it shall be in the front, sides and rear of the building but not in the rear of the property.
4. The Planning Board approves a waiver for a small amount of wetlands buffer given the necessity of this disturbance for the project and the mitigation of providing approximately 1.6 acres of re-created wetlands. In addition, measures were taken to minimize the impervious surface added on the site.
5. The Planning Board approves a waiver for the disturbance of a small amount of steep slopes, approximately 8,000 sq. ft., a minimal amount necessary for the re-grading at the rear of the pump station to make this project feasible and provide adequate safety.
6. Only one driveway will be provided to the pump station and that will be on the west side of the building.
7. The new pump station shall only accept deliveries from trucks small enough that they will not block the roadway while waiting for the pump station gate to be opened.
8. Site plan approval documents include: grading, erosion control, and tree preservation plan and details; grading, demolition and invasive species removal plan; landscape plan and details providing native plants promoting wetland conservation, habitat enhancement and deer resistance in non-fenced areas.
9. Signing of the final site plan by the Planning Board Chair.
APPROVAL OF MINUTES
Ms. Raiselis moved, seconded by Mr. Aukland, and unanimously carried, that the Planning Board approves the minutes of the joint meeting of the Planning Board and Architectural Review Board on November 24, 2008.
Ms. Raiselis moved, seconded by Mr. Aukland, and unanimously carried, that the Planning Board approves the minutes of the regular Planning Board meeting on November 24, 2008.
Mr. Aukland moved, seconded by Ms. D’Avolio, and unanimously carried, that the Planning Board approves the minutes of the special Planning Board meeting on December 8, 2008.
