PUBLIC HEARING – TARRYTOWN WATERFRONT, LLC (FORMERLY FERRY LANDINGS, LLC) – HUDSON HARBOR – WATERFRONT PROPERTY (LOWER MAIN STREET) – ARCHITECTURAL REVIEW FOR ENTRANCE SIGNAGE TO HUDSON HARBOR, BALCONY ON TOWNHOUSE, GREENHOUSE BUILDING, CLOCKTOWER ENTRANCE, STONEHOUSE AND STONE WALL
PLEASE TAKE NOTICE that the Architectural Review Board and the Planning Board of the Village of Tarrytown will hold a public hearing on Tuesday, July 1, 2008, at 7:30 p.m. at the Municipal Building, One Depot Plaza, Tarrytown, New York to hear and consider an application by:
Tarrytown Waterfront, LLC (Formerly Ferry Landings, LLC)
Hudson Harbor

Tarrytown, New York 10591
To consider the application for detailed architectural plans for property they own off Lower Main Street and Railroad Avenue. The components being reviewed are: entrance signage to Hudson Harbor; balcony on townhouse; greenhouse building; clocktower entrance; stonehouse; clubhouse; stone wall.
The property is shown on the Tax Maps of the Village of Tarrytown as Sheet 1, Section 1, Parcels P16, P35, P19, P42, P34, P36 and is located in the Waterfront General Business District (WGBD).
Documents are available for inspection in the Building Department. All interested parties are invited to attend and be heard. Access to the meeting room is available to the elderly and the handicapped. Signing is available for the hearing-impaired; request must be made to the Village Clerk at least one week in advance of the meeting.
The certified mailing receipts were submitted.
Mr. John Jenkins of the Lessard Group, architects for the project, stated tonight they would be reviewing architectural details for several components of Phase I of the project.
Stone House (Plans Dated June 20, 2008)
Mr. Jenkins stated the Stone House is a three-story building with a retail component on the first floor and sixteen units above. The building has New York Fieldstone, cedar roofs, and wood accents on the upper levels. The stone is a grayish brown color. The entire lower level will have the fieldstone. The lower level has brick archways. The windows on the lower level are wood cased. The residential levels have terraces and in the back is a hardy panel surface. There is a lot of glass in the units to take advantage of the views. There is a raised dining terrace with a series of gas lights. The rear elevation is where the garage doors for the residents of the units occur. They introduced a series of windows within the garage doors.
Upon inquiry from Ms. Lambert, Mr. Paul Janos, representing Hudson Harbor, stated there will probably be three or four retail spaces in this building.
Upon inquiry from Chairman Perry, Mr. Jenkins stated the garage doors will be fiberglass but the material looks like wood and they will be painted the same as the wood on the rest of the building. The fiberglass gives a greater insulation value but it will look and feel like a real wood door.
Clubhouse (Plans Dated June 20, 2008)
Mr. Jenkins stated the clubhouse will serve all the residents of the development. The materials are consistent with the stone house. There is a secondary entrance to the lower level. This is an opportunity to have more public space. The upper level has a large multi-purpose room, media room, restrooms, reception area, and an opportunity to have two guest rooms for residents who may have visitors. The lower level has the fitness and spa components. There are treatment rooms and a sauna. This space could be rented out and become a more public component. The building will have the authentic stone and cedar.
Greenhouse (Plans Dated June 19, 2008)
Mr. Jenkins stated off the clubhouse it is proposed to have a community greenhouse so residents can have plantings. It is white mill finish extruded aluminum and meets all state and local codes.
Entry Sign (Plans Dated June 19, 2008)
Mr. Jenkins stated they are proposing a gateway sign to the Hudson Harbor development, which has the stone, brick, slate roof above the wall and a gas light.
Mr. Jenkins stated they also reviewed a sign, which would be a gateway to the park. They have not proposed that since it would be a Village component; however they feel it should be in the same materials.
Clocktower (Plans Dated June 19, 2008)
Mr. Jenkins stated in the island they are proposing a clock tower with the same materials – stone, brick, slate roof, copper ornamentation. The clocktower is 30 ft. so it is very prominent. It will be illuminated.
Stone Wall (Plans Dated June 19, 2008)
Mr. Jenkins stated the stone wall is 6 ft. at the highest point and tapers to about 3 ft.
It will be New York Fieldstone.
Balcony on Townhouse (Plans Dated January 21, 2008)
Mr. Jenkins stated they introduced balconies with a small door on five end units to add visual interest.
Chairmen Friedlander and Perry questioned whether anyone wished to address the Boards on these plans. No one appeared.
Chairman Friedlander moved, seconded by Mr. Aukland, that the Planning Board approves the following architectural detail plans for Hudson Harbor at Tarrytown:

The Board was polled. Messrs. Aukland, Friedlander, and Ms. D’Avolio assented. Motion carried.
Chairman Perry moved, seconded by Ms. Lambert, that the Architectural Review Board
approves the following architectural detail plans for Hudson Harbor at Tarrytown:
