Regular Meeting
August 20, 2014 8:00 p.m.

PRESENT:        Chairwoman Greenwood; Members, Mr. Mignogna, Mr. Carr and Mrs. Kozlowski

ABSENT: Ms. Pinckney

21 WILDEY STREET, LLC – 21 WILDEY STREET

Application was adjourned.

COLUMBIA ORTHOPEDICS – 155 WHITE PLAINS ROAD

The Board reviewed plans to install a window sign.  

Discussion followed.  The Board members observed numerous signs on the property and did not feel that a window sign was necessary.

No one appeared.

Mr. Mignogna moved, seconded by Mrs. Kozlowski and unanimously carried to deny the installation of a window sign at 155 White Plains Road.  

CLARY RESIDENCE – 131 ROSEHILL AVENUE

Mr. Samuel Vieira, architect, reviewed with the Board plans to enlarge existing covered front porch.

The Board could not approve because the applicant failed to do the mailings.  They will return next month for a ruling once the mailings are complete.

DONG RESIDENCE – 151 PROSPECT AVENUE

The Board reviewed plans to install rooftop solar panels.

Chairwoman Greenwood questioned whether anyone wished to address the Board on this matter.  

Paula Nelson – 235 Martling Avenue – Ms. Nelson felt that the solar panels would be an eyesore and that the glare from the panels could cause an accident.

Stephen Ward – 143 Prospect Avenue – Mr. Ward had no objection.

“Dong – 151 Prospect Avenue - I have reviewed this application to install rooftop solar panels and determined the proposal appears to pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Mr. Carr and unanimously carried to approve the installation of solar panels on the roof at 151 Prospect Avenue as shown on the plans received by the Building Department dated July 21, 2014.

CVS PHARMACY – 51 NORTH BROADWAY

The Board reviewed plans to install vinyl decals to the backs of the existing fixture walls.

Discussion followed.  The Board requested that the applicant install 1 or 2 panels in the windows so that they can do a site visit to see how they look.

BERRYMAN RESIDENCE – 145 ALTAMONT AVENUE

The Board reviewed plans to replace existing siding.

Chairwoman Greenwood questioned whether anyone wished to address the Board on this matter.
No one appeared.

“Berryman – 145 Altamont Avenue - I have reviewed this application to replace existing siding and determined the proposal appears to pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Mrs. Kozlowski and unanimously carried to approve the replacement of existing siding at 145 Altamont Avenue as shown on the plans received by the Building Department dated July 24, 2014.

CUNNINGHAM/LEVIN RESIDENCE – 121 NEPERAN ROAD

Mr. Gregory McWilliams, architect, reviewed with the Board plans for modifications to exterior plans; stone foundation on stairway to mudroom replacing wood lattice.

Chairwoman Greenwood questioned whether anyone wished to address the Board on this matter.
No one appeared.

“Cunningham/Levin – 121 Neperan Road - I have reviewed this application for modifications to the exterior plans; stone foundation on stairway to mudroom replacing wood lattice and determined the proposals appear to pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Mrs. Kozlowski and unanimously carried to issue a “Certificate of Appropriateness” for modifications to exterior plans for 121

Neperan Road as shown on the plans received by the Building Department July 31, 2014 and the previously received and approved drawings by the Architectural Review Board dated November 18, 2013 with the following conditions:

  • Stone foundation all the way around the perimeter.
  • Columns on the west and south elevations were approved without the stone piers.
  • The elimination of the lattice under the stairs on the North elevation.
THE TACO PROJECT – 18 MAIN STREET

The Board reviewed plans to paint the exterior of the building and a sign variance for two window signs and a perpendicular sign in the Main Street Historic District.

Chairwoman Greenwood questioned whether anyone wished to address the Board on this matter.
No one appeared.

Mr. Carr moved, seconded by Mr. Mignogna and unanimously carried to approve the two decal signs and one perpendicular sign at 18 Main Street as shown on the plans received by the Building Department dated August 1, 2014.  The painting of the exterior of the building has not been approved at this time.  The Board asked that the applicant bring color samples to next month’s meeting.

APPROVAL OF MINUTES

Ms. Greenwood moved, seconded by Mr. Perry and unanimously carried that the minutes of the Architectural Review Board’s July 16, 2014 meeting be approved as submitted.
