PRESENT:        Acting Chairman Carr; Members, Mrs. Byrnes, Mr. Mignogna Ms. Pinckney and Ms. Lambert

ABSENT: Mr. Perry

VILLAGE OF BRIARCLIFF MANOR – 399 NEPERAN ROAD

The Board reviewed Michael Blau’s memo dated April 15, 2009 regarding the exterior lighting for the Village of Briarcliff Manor Pump Station at 399 Neperan Road (copy attached).

Acting Chairman Carr questioned whether anyone wished to address the Board on this matter.
No one appeared.

“Village of Briarcliff Manor – 399 Neperan Road - I have reviewed this application for lighting fixtures and find the proposal appears to pose no significant adverse environmental impact.”

Ms. Lambert moved, seconded by Mrs. Byrnes and unanimously carried to approve exterior lighting for the Village of Briarcliff Manor Pump Station at 399 Neperan Road as compact fluorescent with a Kelvin temperature of 4,100 degrees and a CRI (color rendering index) in the 70s as stated in Michael Blau’s memo dated April 15, 2009 (copy attached).

RELIGIOUS OF THE SACRED HEART OF MARY – 50 WILSON PARK DRIVE

The Board reviewed plans for the addition of an elevator tower and concrete walkway.

Acting Chairman Carr questioned whether anyone wished to address the Board on this matter.
No one appeared.

“Religious of the Sacred Heart of Mary – 50 Wilson Park Drive - I have reviewed this application for the addition of an elevator tower and concrete walkway and find the proposals appear to pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Ms. Lambert and unanimously carried to approve the addition of an elevator tower and concrete walkway at 50 Wilson Park Drive as shown on the plans received by the Building Department March 13, 2009 and April 6, 2009.

JUNIOR LEAGUE OF WESTCHESTER-ON-HUDSON – 35 SOUTH BROADWAY

The Board reviewed plans for a new freestanding sign in the Broadway Sign District.

Acting Chairman Carr questioned whether anyone wished to address the Board on this matter.
No one appeared.

Ms. Pinckney moved, seconded by Ms. Lambert and unanimously carried to approve a new freestanding sign in the Broadway sign District at 35 South Broadway as shown on the plans received by the Building Department March 19, 2009.    

HUMMELL RESIDENCE – 9 SUNHAVEN COURT

The Board reviewed plans of a wood framed deck in the rear of the house.

Acting Chairman Carr questioned whether anyone wished to address the Board on this matter.
No one appeared.

“Hummell Residence – 9 Sunhaven Court - I have reviewed this application for a wood framed deck in the rear of the house and find the proposal appears to pose no significant adverse environmental impact.”

Ms. Lambert moved, seconded by Mrs. Byrnes and unanimously carried to approve a wood framed deck in the rear of the house at 9 Sunhaven Court as shown on the plans received by the Building Department March 20, 2009 and April 6, 2009.  

AGRO PROPERTY – 9 ANN STREET

The Board reviewed plans of roof alteration.

Acting Chairman Carr questioned whether anyone wished to address the Board on this matter.

Michele Mauguin – 11 Linden Place – Concerned about use of her property when work is performed.  Acting Chairman Carr explained that this is not an issue for the Architectural Review Board to address but they should contact the building Department.

Ada Carozzi – 30 Cottage Place – Concerned about the extent of the work being performed.

Ms. Croft – 5 Linden Place – Concerned about where the trucks will be parked while the work is being performed.  Mr. Agro stated that the trucks would be at a different location while the work is performed.

“Agro Property – 9 Ann Street - I have reviewed this application for roof alteration and find the proposal appears to pose no significant adverse environmental impact.”

Mrs. Byrnes moved, seconded by Ms. Lambert and unanimously carried to approve roof alteration at 9 Ann Street as shown on the plans received by the Building Department March 23, 2009 and April 7, 2009.

THE LANDMARK CONDOMINIUMS – 18 NORTH BROADWAY

The Board reviewed plans to cover concrete walkway with flagstone.

Acting Chairman Carr questioned whether anyone wished to address the Board on this matter.
No one appeared.

“The Landmark Condominium – 18 North Broadway - I have reviewed this application to cover concrete walkway with flagstone and find the proposal appears to pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Ms. Lambert and unanimously carried to approve replacement of concrete walkway with flagstone at 18 North Broadway as shown on the plans received by the Building Department March 24, 2009.  

DENARDO PROPERTY – 1 EMERALD WOODS

Mr. Justin Minieri, architect, reviewed with the Board plans for a new single family residence.

Acting Chairman Carr questioned whether anyone wished to address the Board on this matter.
No one appeared.

“Denardo Property – 1 Emerald Woods - I have reviewed this application for a new single family residence and find the proposal appears to pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Mrs. Byrnes and unanimously carried to approve a new single family residence at 1 Emerald Woods as shown on the plans received by the Building Department April 1, 2009 and April 8, 2009.

HOWELL RESIDENCE – 89 STEPHEN DRIVE

The Board reviewed plans for vinyl siding replacement.

No one appeared.

“Howell Residence – 89 Stephen Drive - I have reviewed this application for vinyl siding replacement and find the proposal appears to pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Ms. Lambert and unanimously carried to approve vinyl siding replacement at 89 Stephen Drive as shown on the plans received by the Building Department April 7, 2009.

WARNER LIBRARY – 121 NORTH BROADWAY

The Board reviewed plans for a new freestanding sign.

Acting Chairman Carr questioned whether anyone wished to address the Board on this matter.
No one appeared.

Mr. Carr moved, seconded by Mrs. Byrnes and unanimously carried to approve a new free standing sign at 121 North Broadway as shown on the plans received by the Building Department April 22, 2009 subject to approval by the Board of Trustees.

APPROVAL OF MINUTES
                
Mr. Carr moved, seconded by Mrs. Byrnes and unanimously carried that the minutes of the Architectural Review Board’s March 25, 2009, be approved as submitted.  Motion carried.
