PRESENT:        Chairman Perry; Members, Mrs. Byrnes, Ms. Lambert,
Mr. Mignogna, Ms. Pinckney and Mr. Carr

MORGAN RESIDENCE – 37 TAPPAN LANDING ROAD

The Board reviewed plans to repave pathway at front entrance and erect an 18” wall at side of property.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated September 17, 2008, from Michael Blau, Environmental Review Officer:

“Morgan Residence – 37 Tappan Landing Road - I have reviewed this application to repave pathway at front entrance and erect an 18” wall at the side of the property and determined the proposals appear to pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Mrs. Byrnes and unanimously carried to approve repaving pathway at front entrance and erect an 18” wall at side of property at 37 Tappan Landing Road as shown on the plans received by the Building Department August 4, 2008.  

MARVIN RESIDENCE – 3 HALFMOON LANE

The Board reviewed plans of a second story addition and renovations.

Zoning Board approval received September 8, 2008.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated September 17, 2008, from Michael Blau, Environmental Review Officer:

“Marvin Residence – 3 Halfmoon Lane - I have reviewed this application for a second story addition and renovations and determined the proposals appear to pose no significant adverse environmental impact.”

Ms. Lambert moved, seconded by Mrs. Byrnes and unanimously carried to approve a second story addition and renovations at 3 Halfmoon Lane as shown on the plans received by the Building Department July 18, 2008.

CHAN PROPERTY – 24 MAIN STREET

Mr. JJ Han, architect, reviewed with the Board plans for new roofing and gutters, repair broken soffit and brackets, repair roof ledge and dormers.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
Bruce Weinberg – 18 North Broadway – was speaking on behalf of Henry Napoli of 28 Main Street.  He wanted to be assured that the drainage issue would be addressed.

Chairman Perry reported receipt of the following memo dated September 17, 2008, from Michael Blau, Environmental Review Officer:

“Chan Property – 24 Main Street - I have reviewed this application for new roofing and gutters, repair of broken soffit and brackets, and repair of roof ledge and dormers and determined the proposals appear to pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Ms. Pinckney and unanimously carried to issue “Certificate of Appropriateness” new roofing and gutters, repair broken soffit and brackets, repair roof ledge and dormers at 24 Main Street as shown on the plans received by the Building Department August 15, 2008 subject to receiving the certified mailings.

JONES RESIDENCE – 15 DEERTRACK LANE

The Board reviewed plans for the removal of greenhouse roof and windows, extend one wall to replace/repair rotted wall and window, enclosure of screened porch in rear of house and re-design of roof to eliminate leaks.

The application was held over until the October 22, 2008 meeting so the applicant could provide a zoning chart and certified mailing receipts.

DOUBLETREE HOTEL – 455 SOUTH BROADWAY

The Board reviewed plans to install one 27” by 20’ by 6’ wall sign and 6’ by 6’ logo on the front façade in the Broadway Sign District.

The application was held over until the October 22, 2008 meeting so the applicant could provide a site plan.

LEGGIO PROPERTY – 38 MAIN STREET

The Board reviewed plans for one window sign and one perpendicular sign in the Main Street Historic District.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Mr. Carr moved, seconded by Mrs. Byrnes and unanimously carried to issue “Certificate of Appropriateness” for one window sign and one perpendicular sign in the Main Street Historic District at 38 Main Street as shown on the plans received by the Building Department August 22, 2008.

GERSON RESIDENCE – 36 BIRCH WAY

The Board reviewed plans for the removal and replacement of siding.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated September 17, 2008, from Michael Blau, Environmental Review Officer:

“Gerson Residence – 36 Birch Way - I have reviewed this application for removal and replacement of house siding and determined the proposal appears to pose no significant adverse environmental impact.”

Ms. Lambert moved, seconded by Mr. Carr and unanimously carried to approve the removal and replacement of siding at 36 Birch Way as shown on the plans received by the Building Department August 28, 2008 and September 17, 2008.

MALONE RESIDENCE – 170 CREST DRIVE

Applicant requested an adjournment.

COHEN/D’AVOLIO RESIDENCE – 86 ROUNDABEND ROAD

The Board reviewed plans for 108 feet of 3 foot high aluminum fence and 204 feet of 4 foot high aluminum fence.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated September 17, 2008, from Michael Blau, Environmental Review Officer:

“Cohen/D’Avolio Residence – 86 Roundabend Road - I have reviewed this application for 108 ft. of 3 ft. high aluminum fence and 204 ft. of 4 ft. high aluminum fence and determined the proposal appears to pose no significant adverse environmental impact.”

Mr. Carr moved, seconded by Mrs. Byrnes and unanimously carried to approve 108 feet of 3 foot high aluminum fence and 204 feet of 4 foot high aluminum fence at 86 Roundabend Road as shown on the plans received by the Building Department September 17, 2008.

APPROVAL OF MINUTES
                
Ms. Lambert moved, seconded by Mrs. Byrnes and unanimously carried that the minutes of the Architectural Review Board’s August 20, 2008, be approved as submitted.  Mr. Mignogna, Ms. Pinckney and Mr. Carr abstained.  Motion carried.
