Regular Meeting
April 23, 2008          8 p.m.

PRESENT:        Chairman Perry; Members, Mr. Mignogna, Mrs. Byrnes and Ms. Pinckney

ABSENT:         Members, Mr. Carr and Ms. Lambert

FIXELL/HUDSON RESIDENCE – 117 NO. WASHINGTON STREET

Applicant requested an adjournment.

GRANT RESIDENCE – 69 CHURCH STREET

The Board reviewed plans to replace the existing fence with a six foot high wood privacy fence in the rear and east side of the property and a four foot high fence with gate in the front portion of the property.      

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated April 23, 2008, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Grant Residence – 69 Church Street - I have reviewed this application to replace the existing fence with a 6 ft. high wood privacy fence in the rear and east side of the property and a 4 ft. high fence with gate in the front of the property and determined the proposal appears to pose no significant adverse environmental impact.”

Ms. Pinckney moved, seconded by Mrs. Byrnes and unanimously carried to approve replacement of existing fence with a six foot high wood privacy fence in the rear and east side of the property and a four foot high fence with gate in the front portion of the property at 69 church Street as shown on the plans received by the Building Department November 19, 2007.

MOSCA RESIDENCE – 23 DIXON STREET

No one appeared on behalf of the applicant.

MERHEB RESIDENCE – 35 FAIRVIEW AVENUE

The Board reviewed plans for change in siding material at the face and under the front porch, change chimney from cedar shingle to stone, eliminate one window in front and side elevations and change the garage door from a 16 foot door to two 8 foot doors.

Chairman Perry questioned whether anyone wished to address the Board on this matter.

No one appeared.

Chairman Perry reported receipt of the following memo dated April 23, 2008, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Merheb Residence – 35 Fairview Avenue - I have reviewed this application to amend previous approval relative front porch, chimney, elimination of one window, and change in garage doors and find the amendments appear to pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Mrs. Byrnes and unanimously carried to approve change in siding material at the face and under the front porch, change chimney from cedar shingle to stone, eliminate one window in front and side elevations and change the garage door from a 16 foot door to two 8 foot doors at 35 Fairview Avenue as shown on the plans received by the Building Department February 25, 2008 and April 23, 2008.  

COUGHLIN RESIDENCE – 60 SUNNYSIDE AVENUE

The Board reviewed plans to construct a three foot high retaining wall of interlocking concrete blocks across the front of the property.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated April 23, 2008, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Coughlin Residence – 60 Sunnyside Avenue - I have reviewed this application to construct a 3 foot high retaining wall of interlocking concrete blocks across the front of the property and determined the proposal appears to pose no significant adverse environmental impact.”

Mrs. Byrnes moved, seconded by Mr. Mignogna and unanimously carried to approve the construction of a three foot high retaining wall of interlocking concrete blocks across the front of the property at 60 Sunnyside Avenue as shown on the plans received by the Building Department March 28, 2008 and March 31, 2008.  

COFFEY RESIDENCE – 100  MACARTHUR LANE

The Board reviewed plans for vinyl siding replacement on entire house.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated April 23, 2008, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Coffey Residence – 100 MacArthur Lane - I have reviewed this application for vinyl siding replacement for the house and determined the proposal appears to pose no significant adverse environmental impact.”

Mrs. Byrnes moved, seconded by Ms. Pinckney and unanimously carried to approve vinyl siding replacement on entire house at 100 MacArthur Lane as shown on the plans received by the Building Department March 17, 2008.

NYARADY RESIDENCE – 109 SHELDON AVENUE

The Board reviewed plans to replace the entrance awning and installation of a six foot high vinyl fence in the rear of the property.    

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated April 23, 2008, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Nyarady Residence – 109 Sheldon Avenue - I have reviewed this application to replace the entrance awning and install a 6-foot high vinyl fence in the rear of the property and determined the proposals appear to pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Mrs. Byrnes and unanimously carried to approve replacement of entrance awning and installation of a six foot high vinyl fence in the rear of the property at 109 Sheldon Avenue as shown on the plans received by the Building Department March 28, 2008.

TAPPAN Z GALLERY, LLC – 51 MAIN STREET

The Board reviewed plans for one wall sign, one two sided illuminated perpendicular sign and painting the building.      

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated April 23, 2008, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Tappan Z Gallery, LLC – 51 Main Street - I have reviewed this application to paint the building and determined the proposal appears to pose no significant adverse environmental impact.”

Ms. Pinckney moved, seconded by Mr. Mignogna and unanimously carried to issue “Certificate of Appropriateness” for one wall sign, one two sided illuminated perpendicular sign and painting of the building at 51 Main Street as shown on the plans received by the Building Department March 28, 2008.

BUTLER RESIDENCE – 59 CHURCH STREET

The Board reviewed plans to replace existing siding; front portion of the building to be vinyl shake shingles and remainder of the house to be Dutch Lap siding.      

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated April 23, 2008, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Butler Residence – 59 Church Street - I have reviewed this application to replace existing siding; a front portion of building to be vinyl shake shingles and remainder of the house to be Dutch Lap siding and determined the proposal appears to pose no significant adverse environmental impact.”

Mrs. Byrnes moved, seconded by Mr. Mignogna and unanimously carried to approve replacement of existing siding; front portion of the building to be vinyl shake shingles and remainder of the house to be Dutch Lap siding at 59 Church Street as shown on the plans received by the Building Department March 28, 2008.

ARROYO RESIDENCE – 92 MACARTHUR LANE

The Board reviewed plans to erect a six foot high fence on the back end, south side and west side of the property.      

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated April 23, 2008, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Arroyo Residence – 92 MacArthur Lane - I have reviewed this application to erect a 6 foot high fence on the back, south, and west sides of the property and determined the proposal appears to pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Mrs. Byrnes and unanimously carried to approve a six foot high fence on the back end, south side and west sides of the property at 92 MacArthur Lane as shown on the plans received by the Building Department April 2, 2008.

SOL-MAR CORP. – 12 MAIN STREET

Mr. Sam Vieira, architect, reviewed with the Board plans for a perpendicular sign and painting of existing brick façade in the Main Street Historic District.      

Discussion followed.  The Board requested that the applicant return to the May 28, 2008 Architectural Review Board meeting with new sign design.
