Regular Meeting
January 23, 2008                8 p.m.

PRESENT:        Chairman Perry; Members, Mr. Mignogna, Mr. Carr, Mrs. Byrnes and Ms. Pinckney

ABSENT:         Members, Ms. Lambert

FIXELL/HUDSON RESIDENCE – 117 NO. WASHINGTON STREET

Applicant requested an adjournment.

GRANT RESIDENCE – 69 CHURCH STREET

No one appeared on behalf of the applicant.  

KEY BANK – 75 NO. BROADWAY

The Board reviewed plans to remove existing four sided cube sign and replace with a new custom ground sign.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Mr. Mignogna moved, seconded by Mrs. Byrnes and unanimously carried to approve the removal of existing four sided cube sign and replace with a new custom ground sign at 75 No. Broadway as shown on the plans received by the Building Department January 7, 2008.

PRUDENTIAL RAND – 54 NO. BROADWAY

The Board reviewed plans for a ground sign in the Broadway Sign District.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Ms. Pinckney moved, seconded by Mrs. Byrnes and unanimously carried to approve a ground sign in the Broadway Sign District at 54 No. Broadway as shown on the plans received by the Building Department December 10, 2007.

SWIBOLD/BECKER RESIDENCE – 29 INDEPENDENCE STREET

The Board reviewed plans for new roof, siding, front portico and screened porch in the rear of the property with bathroom above.

Zoning Board approval received January 14, 2008.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated January 23, 2008, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Swibold/Becker Residence – 29 Independence Street - I have reviewed this application for new roof, siding, front portico and screened porch in rear of property with bathroom above and determined the proposals appear to pose no significant adverse environmental impact.”

Mr. Carr moved, seconded by Mr. Mignogna and unanimously carried to approve new roof, siding, front portico and screened porch in the rear of the property with bathroom above at 29 Independence Street as shown on the plans received by the Building Department January 15, 2008.

STRAUCH RESIDENCE – 99 DEERTRACK LANE

No one appeared on behalf of the applicant.

KUDLA RESIDENCE – 29 BARNES ROAD

Mr. Earl Ferguson, architect, reviewed with the Board plans for replacement of existing front vestibule.    

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated January 23, 2008, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Kudla Residence – 29 Barnes Road - I have reviewed this application for replacement of existing front vestibule and determined the proposal appears to pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Mr. Carr and unanimously carried to approve the replacement of existing front vestibule at 29 Barnes Road as shown on the plans received by the Building Department December 21, 2007.

KEY BANK – 131 CENTRAL AVENUE

The Board reviewed plans for three illuminated wall signs, one two sided directional sign and one door sign.   

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Mr. Carr moved, seconded by Mr. Mignogna and unanimously carried to approve three illuminated signs not to exceed 10’ – 3 ¾”, one two sided directional sign and one door sign at 131 Central Avenue as shown on the plans received by the Building Department January 4, 2008.  Mrs. Byrnes abstained.

GLENN RESIDENCE – 78 LEROY AVENUE

The Board reviewed plans to install around the perimeter of the property 10 sections of 6 foot high stockade fence and three sections of 4 foot high and one section 6 foot to 4 foot high fence at the corner of the property.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated January 23, 2008, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Glenn Residence – 78 Leroy Avenue - I have reviewed this application to install around the perimeter of the property 10 sections of 6 ft. high stockade fence and three sections of 4 ft. high and one section 6 ft. to 4 ft. high fence at the corner of the property and determined the proposal appears to pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Mr. Carr and unanimously carried to approve the installation of a 6 foot high stockade fence and three sections of 4 foot high fence around the perimeter of the property and one section of 6 foot to 4 foot high fence at the corner of the property at 78 Leroy Avenue as shown on the plans received by the Building Department January 7, 2008.

AGUIAR RESIDENCE – 21 UNION AVENUE

Mr. Sergio Marin, architect, reviewed with the Board plans of a second floor addition and new two car garage.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated January 23, 2008, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Aguiar Residence – 21 Union Avenue - I have reviewed this application for a second floor addition and new two-car garage and determined the proposals appear to pose no significant adverse environmental impact.”

Mr. Carr moved, seconded by Mrs. Byrnes and unanimously carried to approve a second floor addition and new two car garage at 21 Union Avenue as shown on the plans received by the Building Department January 9, 2008.

DUNKIN DONUTS – 137 WILDEY STREET

Mr. Michael Mastrogiacomo, engineer, discussed a preliminary review for an illuminated wall sign.  

The Board agreed to place the above item on the February 20, 2008 ARB agenda.
