Regular Meeting
October 11, 2006                8 p.m.

PRESENT:        Chairman Perry; Members, Mrs. Byrnes, Mr. Mignogna, Ms. Lambert, Mr. Carr and Ms. Pinckney

ROBERTS RESIDENCE – 63 MILLER AVENUE

Mr. William Spade, Architect, reviewed with the Board plans to erect a one car garage addition, remove railroad tie retaining wall and replace with uni-lock retaining wall, extend bluestone walkway and install new asphalt apron and a 2nd floor addition for master bedroom suite.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
14 Miller Avenue appeared in opposition.

Chairman Perry reported receipt of the following memo dated October 11, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Roberts Residence – 63 Miller Avenue – I have reviewed this application for a one-car garage addition, removal of the railroad tie retaining wall and replacement with uni-lock retaining wall, extension of bluestone walkway and installation of new asphalt apron and second floor addition for a master bedroom suite and find the proposals pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Mr. Carr and unanimously carried to approve a one car garage addition, removal of railroad tie retaining wall and replace with uni-lock retaining wall, extend bluestone walkway and install new asphalt apron and a second floor addition for master bedroom suite at 63 Miller Avenue as shown on the plans received by the Building Department September 1, 2006 and October 10, 2006.

No one appeared.

CAMPAGNA RESIDENCE – 51 SHELDON AVENUE

The Board reviewed plans to erect a 6 foot high stockade fence along the rear property line.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated October 11, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Campagna Residence – 51 Sheldon Avenue – I have reviewed this application to erect a 6 ft. high stockade fence along the rear property line and determined the proposal poses no significant adverse environmental impact.”

Mrs. Byrnes moved, seconded by Mr. Mignogna and unanimously carried to approve a 6 ft. high stockade fence along the rear property line at 51 Sheldon Avenue as shown on the plans received by the Building Department August 23, 2006.

ROLAND RESIDENCE – 99 WILSON PARK DRIVE

No one appeared.

H&R BLOCK – 7A SOUTH BROADWAY

The Board reviewed plans for an illuminated wall sign in the Broadway Sign District.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Mr. Carr moved, seconded by Mr. Mignogna and unanimously carried to issue a “Certificate of Appropriateness” for an illuminated wall sign in the Broadway Sign District at 7A South Broadway as shown on the plans received by the Building Department September 1, 2006.

CHULLA RESIDENCE – 96 MACARTHUR LANE

The Board reviewed plans for repair and replacement of front walkway and stairs.  

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.  

Chairman Perry reported receipt of the following memo dated October 11, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Chulla Residence – 96 MacArthur Lane – I have reviewed this application for repair and replacement of front walkway and stairs and find the proposal poses no significant adverse environmental impact.”

Ms. Lambert moved, seconded by Mrs. Byrnes and unanimously carried to approve the repair and replacement of front walkway and stairs at 96 MacArthur Lane as shown on the plans received by the Building Department September 6, 2006.

KAPLAN RESIDENCE – 108 MACARTHUR LANE

The Board reviewed plans for replacement of front sidewalk and stoop.  

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated October 11, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Kaplan Residence – 108 MacArthur Lane - I have reviewed this application for replacement of front sidewalk and stoop and find the proposal poses no significant adverse environmental impact.”

Ms. Pinckney moved, seconded by Mrs. Byrnes and unanimously carried to approve the replacement of front sidewalk and stoop at 108 MacArthur Lane as shown on the plans received by the Building Department September 13, 2006.

MOSCA RESIDENCE – 23 DIXON STREET

No one appeared.

CHILD RESIDENCE – 121 TAPPAN LANDING ROAD

Mr. Paul Checco, Architect, reviewed with the Board plans of a second floor dormer addition.         
 
Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated October 11, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Child Residence – 121 Tappan Landing Road – I have reviewed this application for a second floor dormer addition and find the proposal poses no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Ms. Lambert and unanimously carried to approve a second floor dormer addition at 121 Tappan Landing Road as shown on the plans received by the Building Department September 19, 2006.

ADELSON RESIDENCE – 61 HIGH STREET

The Board reviewed plans to enclose the existing front porch and erect new platform and front steps.                  

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated October 11, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Adelson Residence – 61 High Street – I have reviewed this application to enclose the existing front porch and erect new platform and front steps and find the proposal poses no significant adverse environmental impact.”

Ms. Pinckney moved, seconded by Ms. Lambert and unanimously carried to approve enclosing of existing front porch, erecting new platform and front steps at 61 High Street as shown on the plans received by the Building Department September 18, 2006. Mr. Carr abstained.

STILOSKI AUTOMOTIVE INC. – 151 WILDEY STREET

The Board reviewed plans for four wall signs, one awning sign, painting of building and replacement of a 6 ft. high chain link fence.  
 
Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated October 11, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Stiloski Automotive Inc. – 151 Wildey Street – I have reviewed this application for painting of the building and replacement of the 6 ft. high chain link fence and find the proposal poses no significant adverse environmental impact.”

Ms. Lambert moved, seconded by Mrs. Byrnes and unanimously carried to approve four wall signs, one awning sign, painting of building and replacement of a 6 ft. high chain link fence at 151 Wildey Street as shown on the plans received by the Building Department September 19, 2006.

DALY RESIDENCE – 16 GLENWOLDE PARK

The Board reviewed plans for a brick wall in the front of the property.    
 
Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated October 11, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Daly Residence – 16 Glenwolde Park – I have reviewed this application for a brick wall in front of the property and find the proposal poses no significant adverse environmental impact.”

Ms. Lambert moved, seconded by Mr. Carr and unanimously carried to approve a brick wall in the front of the property at 16 Glenwolde Park as shown on the plans received by the Building Department September 20, 2006.

BELANGER RESIDENCE – 173 GUNPOWDER LANE

The Board reviewed plans of a 4 ft. high fence replacement in the rear and side yards.    
 
Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated October 11, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Belanger Residence – 173 Gunpowder Lane – I have reviewed this application for a 4 ft. high fence replacement in the rear and side yards and find the proposal poses no significant adverse environmental impact.”

Mr. Carr moved, seconded by Mrs. Byrnes and unanimously carried to approve a 4 ft. high fence replacement in the rear and side yards at 173 Gunpowder Lane as shown on the plans received by the Building Department September 13, 2006.

SHROBA RESIDENCE – 47 LEGRANDE AVENUE

The Board reviewed plans for new vinyl siding and replacement windows.  

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated October 11, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Shroba Residence – 47 Legrande Avenue – I have reviewed this application for new vinyl siding and replacement windows and find the proposal poses no significant adverse environmental impact.”

Mr. Migngna moved, seconded by Mrs. Byrnes and unanimously carried to approve new vinyl siding and replacement windows at 47 Legrande Avenue as shown on the plans received by the Building Department September 20, 2006.

HEVERAN/CARDENAS RESIDENCE – 245 BENEDICT AVENUE

The Board reviewed plans for expansion/alteration of pathway in front of house.  

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated October 11, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Heveran/Cardenas Residence – 245 Benedict Avenue – I have reviewed this application for expansion/alteration of pathway in front of the house and find the proposal poses no significant adverse environmental impact.”

Mr. Carr moved, seconded by Mrs. Byrnes and unanimously carried to approve expansion/alteration of pathway in front of house at 245 Benedict Avenue as shown on the plans received by the Building Department September 21, 2006.

TAPPAN ZEE REALTY CORP. – 13A NO. WASHINGTON STREET

Mr. Samuel Vieira, architect, reviewed with the Board plans of a new 3-story 3-family building.  

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated October 11, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Tappan Zee Realty Corp. – 13A No. Washington Street – This application for a new three-story, three-family building was reviewed by the Planning Board and a determination was made that the proposal poses no significant adverse environmental impact.”

Mrs. Byrnes moved, seconded by Ms. Lambert and unanimously carried to approve a new three-story, three-family building at 13A No. Washington Street as shown on the plans received by the Building Department September 21, 2006.

SANDS RESIDENCE – 131 NEPERAN ROAD

The Board reviewed plans for painting exterior of house.  

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated October 11, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Sands Residence – 131 Neperan Road – I have reviewed this application to amend previous ARB approval for painting exterior of house and find the amendment poses no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Ms. Lambert and unanimously carried to amend previous ARB approval for painting exterior of house at 131 Neperan Road as shown on the literature received by the Building Department September 22, 2006.

RILEY RESIDENCE – 36 HAMILTON PLACE

Application withdrawn.

APPROVAL OF MINUTES
Ms. Lambert moved, seconded by Mrs. Byrnes and unanimously carried that the minutes of the Architectural Review Board’s September 13, 2006, be approved as submitted.  Mr. Carr and Ms. Lambert abstained.  Motion carried.
