Regular Meeting
September 13, 2006              8 p.m.

PRESENT:        Chairman Perry; Members, Mrs. Byrnes, Mr. Mignogna and Ms. Pinckney

ABSENT: Mr. Carr and Ms. Lambert

ROBERTS RESIDENCE – 63 MILLER AVENUE

Applicant requested an adjournment.  

BROWN RESIDENCE – 48 WALNUT STREET

The Board reviewed plans replace siding, windows and repair and replacement of existing walls on each side of driveway.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated September 13, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Brown Residence – 48 Walnut Street – I have reviewed this application to replace siding, windows and repair and replace existing walls on each side of the driveway and determined the proposals pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Ms. Pinckney and unanimously carried to approve replacement of siding, windows and repair and replacement of existing walls on each side of the driveway at 48 Walnut Street as shown on the plans received by the Building Department August 11, 2006.

ROLAND RESIDENCE – 99 WILSON PARK DRIVE

The Board reviewed plans to remove 100 feet of existing wall in front of house at street.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
Dr. & Mrs. Gerald Cohen – 4 Walden Road submitted a letter dated July 11, 1006.

The Board requested that the applicant put more thought into replacing the wall and return to the October meeting.

NISCO RESIDENCE – 164 CREST DRIVE

The Board reviewed plans of a 6 foot high wood fence along the rear east side of the property and a post and rail fence on the front east side of the property.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated September 13, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Nisco Residence – 164 Crest Drive - I have reviewed this application for a 6 ft. high wood fence along the rear east side of the property and a post and rail fence on the front east side of the property and find the proposals pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Ms. Pinckney and unanimously carried to approve a 6 foot high wood fence along the rear east side of the property and a post and rail fence on the front east side of the property at 164 Crest Drive as shown on the plans received by the Building Department August 17, 2006.

TARRYTOWN FLORAL DESIGNS – 7B SOUTH BROADWAY

The Board reviewed plans for replacement wall sign.

Discussion followed.  The Board asked the applicant to return to the next meeting with new drawings.

MYERS RESIDENCE – 57 TAPPAN LANDING ROAD

The Board reviewed plans to erect a fence on the left side of the house and shed against house.         
 
Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated September 13, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Myers Residence – 57 Tappan Landing Road – This application was reviewed by the Zoning Board of Appeals and a determination was made that the proposal poses no significant adverse environmental impact.”

Ms. Pinckney moved, seconded by Mrs. Byrnes and unanimously carried to approve a fence on the left side of the house and shed against the house at 57 Tappan Landing Road as shown on the plans received by the Building Department August 18, 2006.

TALLEYRAND CRESCENT APTS. – 1202 CRESCENT DRIVE

The Board reviewed plans for change in colors for exterior of all buildings.                

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated September 13, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Talleyrand Crescent Apts. – 1202 Crescent Drive – I have reviewed this application to amend previous ARB approval for change in colors for exterior of buildings and find the amendment poses no significant adverse environmental impact.”
Mr. Mignogna moved, seconded by Mrs. Byrnes and unanimously carried to amend previous ARB approve for modification of color combination at 1202 Crescent Drive as shown on the plans received by the Building Department September 5, 2006.

WASHINGTON ENGINE CO. #2 - VILLAGE OF TARRYTOWN – 157 WHITE PLAINS ROAD

Mr. Sean McCarthy, architect, reviewed with the Board plans for construction of a new firehouse.  
 
Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated September 13, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Washington Engine Co. #2/Village of Tarrytown – 157 White Plains Road – This application for construction of a new firehouse was reviewed by the Board of Trustees and a determination was made that the proposal poses no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Mrs. Byrnes and unanimously carried to approve construction of a new firehouse at 157 White Plains Road as shown on the plans received by the Building Department August 21, 2006.

CONSOLIDATED ENGINE CO. #1 - VILLAGE OF TARRYTOWN – MEADOW STREET

Mr. Sean McCarthy, architect, reviewed with the Board plans for construction of a new firehouse.  
 
Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated September 13, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Consolidated Engine Co. #1/Village of Tarrytown – Meadow Street/Sheldon Avenue – This application for construction of a new firehouse was reviewed by the Board of Trustees and a determination was made that the proposal poses no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Mrs. Byrnes and unanimously carried to approve construction of a new firehouse on Meadow Street as shown on the plans received by the Building Department August 21, 2006.

CORTESE RESIDENCE – 91 DEERTRACK LANE

Mr. Samuel Vieira, architect, reviewed with the Board plans for demolition of existing house and construction of a new single family dwelling.  
 
Zoning Board approval received September 11, 2006.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated September 13, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Cortese Residence – 91 Deertrack Lane – This application was reviewed by the Zoning Board of Appeals and a determination was made that the proposal poses no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Mrs. Byrnes and unanimously carried to approve demolition of existing house and construction of a new single family dwelling at 91 Deertrack Lane as shown on the plans received by the Building Department August 15, 2006.

ALL IN THE FAMILY MOVING & STORAGE – 28 SOUTH DEPOT PLAZA

No one appeared.

CAMPAGNA RESIDENCE – 51 SHELDON AVENUE

Held over to October meeting.  Mailings not completed.

HINGE RESIDENCE – 12 HANFORD PLACE

The Board reviewed plans to repair and renovate front porch and steps and installation of siding on dormers.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated September 13, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Hinge Residence – 12 Hanford Place – I have reviewed this application for repair and renovation of front porch and steps and installation of siding on dormers and determined the proposals pose no significant adverse environmental impact.”

Mr. Mignogna moved, seconded by Mrs. Byrnes and unanimously carried to approve repair and renovation of front porch and steps and installation of siding on dormers at 12 Hanford Place as shown on the plans received by the Building Department August 21, 2006.

APPROVAL OF MINUTES
        
Mr. Carr moved, seconded by Mrs. Byrnes and unanimously carried that the minutes of the Architectural Review Board’s August 16, 2006, be approved as submitted.  Ms. Pinckney abstained.  Motion carried.
