PRESENT:        Chairman Perry; Members, Mrs. Byrnes, Ms. Lambert, Mr. Mignogna, Mr. Carr and Ms. Pinckney

NVD INC. – 34 MAIN STREET

No one appeared.

EDELSTEIN RESIDENCE – 57 COBB LANE

The Board reviewed plans to erect 370 feet of 6’ high cedar privacy fence along Cobb Lane side of the property.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated July 12, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Edelstein Residence – 57 Cobb Lane – I have reviewed this application for installation of 370 ft. of 6 ft. high cedar privacy fence and find the proposal appears to pose no adverse environmental impact.”

Ms. Lambert moved, seconded by Mrs. Byrnes and unanimously carried to approve installation of 370 ft. of 6 ft. high cedar privacy fence along Cobb Lane side of the property at 57 Cobb Lane as shown on the plans received by the Building Department May 3, 2006.

VILLAGE OF TARRYTOWN – MAIN STREET

No one appeared.

TALLEYRAND CRESCENT APARTMENTS – 1202 CRESCENT DRIVE

The Board reviewed plans for removal of vinyl siding and replacement with Hardi Brand siding for all buildings.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated July 12, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Talleyrand Crescent Apartments – 1202 Crescent Drive - I have reviewed this application for change in siding and find the proposal appears to pose no adverse environmental impact.”

Mr. Mignogna moved, seconded by Mrs. Byrnes and unanimously carried to approve removal of vinyl siding and replacement with Hardi Brand siding for all buildings at 1202 Crescent Drive as shown on the plans received by the Building Department June 12, 2006.  

TARRYTOWN BAKERY INC. – 150 WILDEY STREET

The Board reviewed plans for two awning signs on the corner of the building.               

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Mrs. Byrnes moved, seconded by Ms. Lambert and unanimously carried to issue a sign variance for two awning signs on the corner of the building at 150 Wildey Street as shown on the plans received by the Building Department June 15, 2006.

SANDS RESIDENCE – 131 NEPERAN ROAD

The Board reviewed plans to remove existing aluminum siding, repair and repaint uncovered existing cedar shingles.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated July 12, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Sands Residence – 131 Neperan Road - I have reviewed this application for removal of aluminum siding and painting existing cedar shingles and find the proposal appears to pose no adverse environmental impact.”

Ms. Lambert moved, seconded by Mr. Mignogna and unanimously carried to approve removal of existing aluminum siding, repair and repaint uncovered existing cedar shingles at 131 Neperan Road as shown on the plans received by the Building Department June 16, 2006.

VANOVER RESIDENCE – 251 BENEDICT AVENUE

The Board reviewed plans to paint house green with red trim and replacement of front deck railing.        
 
Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated July 12, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Vanover Residence – 251 Benedict Avenue - I have reviewed this application for house repainting and replacement of front deck railing and find the proposals appear to pose no adverse environmental impact.”

Mrs. Byrnes moved, seconded by Ms. Lambert and unanimously carried to approve painting of house green with red trim and replacement of front deck railing at 251 Benedict Avenue as shown on the plans received by the Building Department June 16, 2006.

SWIFT RESIDENCE – 15 BIRCH WAY

Mr. Sam Vieira, architect, reviewed with the Board plans for a new 1 ½- story addition to the east side of the house.              

Planning Board approval received June 26, 2006.
Zoning Board approval received July 18, 2006.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated July 12, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Swift Residence – 15 Birch Way – This application was reviewed by the Planning Board and determination was made that the proposal poses no adverse environmental impact.”

Mr. Mignogna moved, seconded by Ms. Lambert and unanimously carried to approve a new 1 ½-story addition to the east side of the house at 15 Birch Way as shown on the plans received by the Building Department June 19, 2006.

FERRARO RESIDENCE – 12 SOUTH BROADWAY

Mr. Sam Vieira, architect, reviewed with the Board plans to enclose existing front porch including windows on the front side walls.
Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated July 12, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Ferraro Residence – 12 South Broadway – I have reviewed this application to enclose existing front porch including windows on the front side walls and find the proposal appears to pose no adverse environmental impact.”

Ms. Lambert moved, seconded by Mrs. Byrnes and unanimously carried to approve enclosing of front porch including windows on the front side walls at 12 South Broadway as shown on the plans received by the Building Department June 19, 2006 and July 6, 2006.

DILLAS RESIDENCE – 15 JOHN STREET

The Board reviewed plans to replace existing siding with vinyl siding on entire house.  

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated July 12, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Dillas Residence – 15 John Street - I have reviewed this application for replacement siding and find the proposal appears to pose no adverse environmental impact.”

Mr. Mignogna moved, seconded by Mrs. Byrnes and unanimously carried to approve replacement of existing siding with vinyl siding on entire house at 15 John Street as shown on the plans received by the Building Department June 26, 2006.

APPROVAL OF MINUTES
        
Ms. Lambert moved, seconded by Mrs. Byrnes and unanimously carried that the minutes of the Architectural Review Board’s June 14, 2006, be approved as submitted.  Ms. Pinckney abstained.  Motion carried.
