PRESENT:        Chairman Perry; Members, Mrs. Byrnes, Ms. Lambert, Mr. Mignogna and Mr. Carr

ABSENT: Ms. Pinckney

NVD INC. – 34 MAIN STREET

No one appeared.

J.P. MORGAN CHASE – 360 SOUTH BROADWAY

The Board reviewed plans for one pylon sign 17’ high by 3’-1/4” wide.            
 
Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Mr. Carr moved, seconded by Ms. Lambert and unanimously carried to issue a sign variance for one ground sign at 360 South Broadway as shown on the plans received by the Building Department June 9, 2006.  

SCOGNA RESIDENCE – 49 EMBREE STREET

The Board reviewed plans for a second floor addition.             
 
Planning Board Approval received May 22, 2006.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated June 14, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Scogna Residence – 49 Embree Street – This proposal for a second floor house addition was reviewed by the Planning Board and a determination was made that the addition poses no adverse environmental impact.”

Ms. Lambert moved, seconded by Mr. Mignogna and unanimously carried to approve a second floor addition at 49 Embree Street as shown on the plans received by the Building Department March 15, 2006.

RACHLIN RESIDENCE – 25 LAKE TERRACE

Mr. Joseph Paiva, architect, reviewed with the Board plans to replace front porch, addition of deck and screened porch at the back of the house.             
 
Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated June 14, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Rachlin Residence – 25 Lake Terrace – I have reviewed this application for replacement of front porch and addition of deck and screened porch at the back of the house and determined that the proposals appear to pose no adverse environmental impact.”

Mr. Mignogna moved, seconded by Mrs. Byrnes and unanimously carried to approve replacement of front porch, addition of deck and screened porch at the back of the house
at 25 Lake Terrace as shown on the plans received by the Building Department April 17, 2006.

EDELSTEIN RESIDENCE – 57 COBB LANE

No one appeared.

GRAY RESIDENCE – 31 BRIDGE STREET

The Board reviewed plans to erect a 4’ high picket fence in the front of the property and a 6’ high privacy fence along the sides and rear of the property.           
 
Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated June 14, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Gray Residence – 31 Bridge Street – I have reviewed this application to erect a 4 ft. high picket fence in the front of the property and a 6 ft. high privacy fence along the sides and rear of the property and determined the proposal appears to pose no adverse environmental impact.”

Mr. Carr moved, seconded by Mrs. Byrnes and unanimously carried to approve a 4’ high picket fence in the front of the property and a 6’ high privacy fence along the sides and rear of the property at 31 Bridge Street as shown on the plans received by the Building Department May 12, 2006.

CHASE BANK – 137 WILDEY STREET

The Board reviewed plans to erect a set of neon internally illuminated channel letters to the front of the building.

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Mr. Carr moved, seconded by Ms. Lambert and unanimously carried to issue a sign variance to erect a set of neon internally illuminated channel letters to the front of the building at 137 Wildey Street as shown on the plans received by the Building Department May 15, 2006.

VILLAGE OF TARRYTOWN – MAIN STREET

The Board reviewed plans to erect a four side information Kiosk on the Main Street entrance to the municipal lot removing an existing spruce tree and motorcycle parking space.           
 
Discussion followed.  Board members asked applicant to return to the July Architectural Review Board meeting with different designs.

LANCE RESIDENCE – 24 LINCOLN AVENUE

Mr. Michael Gismondi, architect, reviewed with the Board plans for a two story addition to the front and rear of an existing two story building.  

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated June 14, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Lance Residence – 24 Lincoln Avenue - I have reviewed this application for a two-story addition to the front and rear of an existing two-story building and determined the proposal appears to pose no adverse environmental impact.”

Mrs. Byrnes moved, seconded by Ms. Lambert and unanimously carried to approve a two-story addition to the front and rear of an existing two-story building at 24 Lincoln Avenue as shown on the plans received by the Building Department May 18, 2006.  

MCVEIGH RESIDENCE – 31 BIRCH WAY

Ms. Susan Riordan, architect, reviewed with the Board plans of dormer additions to a portion of the second floor of an existing dwelling.             

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated June 14, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“McVeigh Residence – 31 Birch Way - I have reviewed this application for dormer additions to a portion of the second floor of an existing dwelling and determined the proposal appears to pose no adverse environmental impact.”

Mr. Mignogna moved, seconded by Ms. Lambert and unanimously carried to approve dormer additions to a portion of the second floor of an existing dwelling at 31 Birch Way as shown on the plans received by the Building Department May 18, 2006.

POWERS RESIDENCE – 34 LINCOLN AVENUE

The Board reviewed plans to construct a new modular house.             

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated June 14, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Powers Residence – 34 Lincoln Avenue - I have reviewed this application for a new modular house and determined the proposal appears to pose no adverse environmental impact.”

Ms. Lambert moved, seconded by Mrs. Byrnes and unanimously carried to approve the construction of a new modular house at 34 Lincoln Avenue as shown on the plans received by the Building Department May 19, 2006 and June 14, 2006.

SCHOEN RESIDENCE – 62 FAIRVIEW AVENUE

The Board reviewed plans to replace an existing concrete walk with a stone and brick walk.         
 
Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated June 14, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Schoen Residence – 62 Fairview Avenue - I have reviewed this application to replace an existing concrete walk with a stone and brick walk and determined the proposal appears to pose no adverse environmental impact.”

Mr. Mignogna moved, seconded by Mrs. Byrnes and unanimously carried to approve replacement of an existing concrete walk with a stone and brick walk at 62 Fairview Avenue as shown on the plans received by the Building Department May 30, 2006.

MINELLA RESIDENCE – 89 RIVERVIEW AVENUE

Mr. Sam Vieira, architect, reviewed with the Board plans for repairs to an existing masonry wall and sidewalk repair with new stone face finish.   

Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated June 14, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Minella Residence – 89 Riverview Avenue – I have reviewed this application for repairs to an existing masonry wall and sidewalk repair with new stone face finish and determined the proposals appear to pose no adverse environmental impact.”

Ms. Lambert moved, seconded by Mrs. Byrnes and unanimously carried to approve repairs to an existing masonry wall and sidewalk repair with new stone face finish at 89 Riverview Avenue as shown on the plans received by the Building Department May 25, 2006.

MASON RESIDENCE – 65 ROUNDABEND ROAD

The Board reviewed plans for installation of a 4’ high powder coated ornamental steel fence.           
 
Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated June 14, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Mason Residence – 65 Roundabend Road – I have reviewed this application for installation of a 4 ft. high powder coated ornamental steel fence and determined that the proposal appears to pose no adverse environmental impact.”

Mr. Carr moved, seconded by Mrs. Byrnes and unanimously carried to approve installation of a 4’ high powder coated ornamental steel fence at 65 Roundabend Road as shown on the plans received by the Building Department May 17, 2006.

SCHOCHET RESIDENCE – 6 TARRYHILL ROAD

The Board reviewed plans for veneer over existing porch with bluestone, restore front walkway and stairs, replace existing wall with new granite wall, repair brick veneer and install cobblestone curbing and apron.
Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated June 14, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Schochet Residence – 6 Tarryhill Road - I have reviewed this application for veneer over existing porch with bluestone, restoration of front walkway and stairs, replacement of existing wall with new granite wall, repair of brick veneer and installation of cobblestone curbing and apron and determined the proposals appear to pose no adverse environmental impact.”

Ms. Lambert moved, seconded by Mrs. Byrnes and unanimously carried to approve veneer over existing porch with bluestone, restore front walkway and stairs, replace existing wall with new granite wall, repair brick veneer and install cobblestone curbing and apron at 6 Tarryhill Road as shown on the plans received by the Building Department May 19, 2006.

COSTA RESIDENCE – 30 WAGON WHEEL CIRCLE

The Board reviewed plans for addition of a 14’ x 14’ sunroom on an existing wood deck.
Chairman Perry questioned whether anyone wished to address the Board on this matter.
No one appeared.

Chairman Perry reported receipt of the following memo dated June 14, 2006, from Kathleen D’Eufemia, Designated Environmental Review Officer:

“Costa Residence – 30 Wagon Wheel Circle - I have reviewed this application for addition of a 14 ft. x 14 ft. sunroom on an existing wood deck and determined the proposal appears to pose no adverse environmental impact.”

Mr. Mignogna moved, seconded by Mrs. Byrnes and unanimously carried to approve the addition of a 14’ x 14’ sunroom on an existing wood deck at 30 Wagon Wheel Circle as shown on the plans received by the Building Department May 19, 2006.

APPROVAL OF MINUTES
        
Ms. Lambert moved, seconded by Mr. Mignogna and unanimously carried that the minutes of the Architectural Review Board’s May 17, 2006, be approved as submitted.  Mrs. Byrnes and Mr. Carr abstained.  Motion carried.
