Town Administrator, Town of Swampscott
The Town of Swampscott, a seaside community with a population of approximately 13,800 located approximately 15 miles north of Boston, Massachusetts, is seeking to hire a Town Administrator. The Town Administrator serves as the chief administrative officer of the town and is responsible for the efficient administration of all town affairs under her/his control as set forth in the Town Charter and By-Laws and as otherwise determined by a 5-member Board of Selectmen. The Town Administrator is responsible for the preparation and oversight of the town annual budget and long-term capital plan. Responsibilities also include, without limitation, oversight and management over collective bargaining with town employees, purchasing, and oversight of town employees, including without limitation personnel decisions and appointment recommendations
consistent with the Town Charter. Knowledge of Massachusetts General Laws and regulations relating to municipal law and municipal finance is strongly preferred. The ideal candidate has (i) preferably served at least 7 years as a full-time town administrator (or assistant town administrator), town manager (or assistant manager), or comparable position, or can demonstrate the equivalent executive, management and administrative qualifications in the public or private sector, and (ii) preferably has a Master’s degree, but not less than a Bachelor’s degree, in public administration, finance or another relevant field from a recognized, accredited college or university. A successful candidate will have excellent communication skills, interpersonal
skills, project management skills and a proven record of successfully working in a team environment. Residency is not required.
