Finance and Warrant Advisory Committee
Recommendations Annual Town Meeting

The Finance and Warrant Advisory Committee held a public hearing on the warrant articles on Monday, September 29, 2008 at 7:00 p.m. at the Sutton Municipal Center.
Committee members present and voting were:
Robert Recore, chair; David Hall, vice-chair; Patricia Nedoroscik, clerk; Amy Valletta; Patti Weagle; Helder Machado; William Connor; Doug Reid.

Recommendations:

Article 1:      The Finance and Warrant Advisory Committee voted 8-0 in favor of this article. Moving to a quarterly tax billing would bring Sutton in line with the 241 of 351 cities and towns in the Commonwealth that are currently on a quarterly billing cycle. DOR has recommended that the town adopt this program. By implementing Chapter 59 Section 57c, the quarterly tax billing provision, the Town of Sutton will improve its cash position and reduce the need to borrow in anticipation of tax revenue each year.

Article 2:      The Finance and Warrant Advisory Committee voted 8-0 in favor of the transfer of $70,580.00 from the Sewer Enterprise Fund for the purpose of this article. The Town is in noncompliance with the state and the Sewer Department has a sufficient balance in the Retained Earnings Account to bring it into compliance.

Article 3:      The Finance and Warrant Advisory Committee voted 8-0 in favor of this article. Changing the amount of the fines for repeated false alarms will help to offset a portion of the cost of responding.

Articles 4-28:  The Finance and Warrant Advisory Committee voted 8-0 to recommend the articles as written.
