Chairman Hebert calls the meeting to order at 6:15 followed by the Pledge of Allegiance
Chairman Hebert requests to go into Executive Session citing MGL c30A, Sec 21 #3-litigation and enter back in to open session for the open meeting, Vice Chair Hall seconds passes 4-0: roll call vote taken

Transfer Station Power Point presentation (attached):  present is Highway Superintendent Matt Stencel. Town Manager Smith says the revenues have dropped a little but we will not raise the sticker price yet. The last increase on the sticker was FY14, it went from $30. To $40. The average cost to use the Sutton Transfer Station is $235. Which is an affordable option compared to private pickup which cost $595. this year.  The Transfer Station is an Enterprise Fund and under MGL Ch 44 section 53F ½ all revenues must equal expenses. The increase in what we have seen over this past year may be due to the Transfer Station Operator Dave Arsenault being out a 6 weeks and having to fill the hours with highway personnel. Dave Arsenault does a great job at the Transfer Station and has brought to our attention a few minor issues such as plastic bags in the plastic recycling. Plastic bags, straws, Styrofoam containers are trash and should be thrown in with the regular trash. In addition to the recycling we have added a container for rigid plastic, screened loam residents can take, brush chipping twice a year, free firewood when trees are taking down as well as grinding from paving reclamation. Our goal is to provide a low cost alternative to curbside and we will only raise rates when absolutely necessary. Vice Chair Hall thanks Matt Stencel and Dave Arsenault for doing as great job at the Transfer Station. Selectman Limanek states it is not the town telling us what we can and can’t put into recycling, it is the market that controls what we can take. In the end before Dave started cracking down, we would end up with more trash then recycling in the containers. It went from a truck pulling out the container every 6-7 days to now it pulls out the plastic container every 13-15 days. Selectman Mead abstains as she is a parent to an employee of the Transfer Station. Chairman Hebert is proud of the way the Transfer Station is run, very professional.    
 
 TA Update:
  • Sidewalks at the ELC out to bid again. Bid opening on Sept 6 @ 11am
  • Town Meeting Article to eliminate the Solar Overlay District- at the G&O meeting it was decided the BOS would sponsor an article to eliminate the solar overlay district.
  • Town Meeting Article to sell the Gravel pit material. Town Manager Smith has been working with K&P to see the material at the Town owned gravel pit. The material is no longer used and with the new OSHA regulations it is a dangerous place to try and remove the material.   
  • Mass Works Grant- Jen Hager has applied for a 2.5 million dollar grant to run a natural gas line from Main Street in Northbridge to Gilmore Drive for the Primetals project.
MRA Triathlon scheduled for 9/16 has been cancelled due to low registration numbers.
  • Municibid; advertised in the Chronical- auction to start on Aug 23rd.
  • Cell Tower: testing is taking place this week, should be fully working on Aug. 29th.
  • Sept 11th; Will Edwards is having a gathering at the Dudley Gendron to honor first responders, veterans, victims of 9/11.
 
Announcements/Round Table:

  • Selectman Limanek attended a Manchaug Pond Foundation meeting a few weeks ago, the board members of the foundation wanted him to thank the BOS for applying for the tool box grant.
      Sat. August 25th there will be another Italian meal at Waters farm.
                    Sept. 4th is the State Primary Election, polls open 7am to 8pm
Sept. 8th Dudley Gendron annual chicken Barbecue.
Sept 15th the Historical Society is sponsoring a town wide yard sale.
Needs of the Food Pantry read.

  • Selectman Mead as the Chair of the Police station Building Committee invites the BOS to a tour of the Police Station Project to be held on Sept. 5th at 4pm.
