Members in Attendance:                           
      Chairman John L. Hebert, Vice Chair David Hall, Clerk Wendy Mead & Selectman Jesse Limanek    
      Town Administrator James Smith & Deb Jacques, secretary  

Chairman Hebert calls the meeting to order at 7:00pm followed by the Pledge of Allegiance  
Public Forum: N/A

Selectman Limanek motions to accept as presented the 7/24/2018 meeting minutes, Vice Chair Hall 2nds passes 4-0
Selectman Limanek motions to accept as presented the 7/31/2018 Goals & Objectives minutes, Vice Chair Hall 2nds passes 4-0

Sign State Primary Warrant: Town Manager Smith says this primary election will be held on September 4th. There are no special questions to be voted on. Selectman Limanek reminds those not registered to register in time to vote. Selectman Limanek motions to sign the State Primary Election Warrant, Vice Chair Hall 2nds passes 4-0

CMRPC reappointment/appointment: Town Manager Smith says this is the annual appointment, he recommends keeping Chairman Hebert in the position and appointing Selectman Limanek as an alternate. Previously Bruce Davis held the alternate position but he has retired and travels. Vice Chair Hall asks how long John Hebert has sat on CMRPC. Chairman Hebert replies 9 years. Dave goes on to say John has done valuable work which has impacted the region & our town in tangible ways. He has served us well and Dave appreciates all the effort John puts in to it. Selectman Limanek attended John’s appointment last year and heard from several towns’ representatives that John does not just think about Sutton, he thinks of the whole region. Jesse is excited to join CMRPC and learn. Selectman Mead thanks John for all the tangible improvements in our town. All board members thank Bruce David for his time on CMRPC. Chairman Hebert says he accepts the reappointment, it has been rewarding and Sutton is just one of the 11 towns he represents. John gives a special thanks to DOT and District 3 saying they are really good to the town. Selectman Mead motions to reappoint Chairman John L. Hebert as the towns delegate to CMRPC for FY2019, Vice Chair Hall 2nds passes 4-0. Selectman Mead motions to appoint Selectman Jesse Limanek as the towns’ alternate delegate to CMRPC for FY2019, Vice Chair Hall 2nds passes 4-0.

Nursing IMA with Millville: Town Manager Smith states this is a standard one year agreement but can be terminated earlier with a 30 day notice.   Vice Chair Hall says the dual representation was discussed at the last meeting, Dave spoke to Cheryl and is in full support, Selectman Limanek states as long as Cheryl feels comfortable it is a win win, Selectman Mead and Chairman Hebert have no new comments from last meeting. Selectman Limanek motions to approve the IMA between the Town of Sutton and the Town of Millville for Public Health Nursing Services, Vice Chair Hall 2nds passes 4-0.   
              
TA Update:
  • Town Charter was approved by the state legislature and was signed into law by the Gov. on July 20, 2018. This was an almost 6 year process. Two of the biggest changes is the title going from Town Administrator to Town Manager and boards and committees are now allowed to have up to 3 associates on each board. Town Manager Smith thanks Town Clerk Laura Caruso as well as Dave Surprenant, Senator Fattman and State Rep Mckenna.
  • Digitizing Cemetery Records: Town Manager Smith was approached by the Cemetery Commission, Jim Johnson and Jim Renaud as well as Ross Weaver. Ross has offered to digitize all the cemetery records.
  • Blackstone River Valley Greenway Challenge: they are requesting to pass through South Sutton on Lackey Dam Road to Mcguire Road on into Uxbridge. This is to take place on Saturday, September 29th from 11am-12:30pm
  • Special Town Election and Board meeting: Tuesday Oct 2nd is the election for a new Selectperson- we had a meeting scheduled for that date, we would like to meet the day before which is Oct 1st.
  • Sutton Residential Housing needs- Sutton is working with CMRPC to assess the town’s needs for what types of housing is in town and what is needed. There will be a public forum on Sept. 20th.
Announcements/Round Table:

  • Selectman Limanek attended two events at Waters Farm this past weekend, a summer dinner and tractor pulls. Both were great times.  This Friday there will be a potluck dinner at the old school house on Eight lots road. Jesse reads the list of needed items at the food pantry. He also reminds people with summer coming to an end, BVT is starting school a week from Friday, be cautious of buses and kids along the roads waiting for buses.
  • Selectman Mead mentions a summer concert put on by 4EverFab on the common (in the church if it rains) on August 30th @ 6pm. Wendy announces there are openings on the Cultural Council if there is anyone interested in joining.
