Members in Attendance:
Chairman John L. Hebert, Vice Chair David Hall, Selectman Jesse Limanek (Selectmen Kenney & Mead absent)
Town Administrator James Smith & Deb Jacques, secretary
Chairman Hebert calls the meeting to order at 7:00pm followed by the Pledge of Allegiance
Public Forum: N/A
Recommended changes by the Senate for approval of the Charter: TA Smith received a call from State Rep Joe McKenna requesting the BOS confirm the small language changes made by Senate Counsel. Currently the Charter is in the Bills & 3rd Readings in the House. The language change states when a board member or employee is removed from position they may contest the removal at a public hearing. Vice Chair Hall states it is a good change as it would allow fair and due process. Selectman Limanek says it makes sense, it is components of due process. Chairman Hebert agrees with the change and states it is similar to our audit process. With this in place it makes us more professional with checks and balances as follows: The appointing authority, when removing such an official, member of a multiple-member body
or employee of the town, shall act in accordance with the procedure set forth in the town’s personnel by-laws, if any. The official, member of a multiple-member body or employee of the town shall be provided with written notice of the intent to remove, including a statement of the reason for the removal, and may contest the removal at a public hearing. Nothing in this section shall be construed as granting a right to such notice when a person who has been appointed for a fixed term is not re-appointed when that term expires.
