7:00p.m. – March 20, 2018
                                       Sutton Town Hall, Selectmen’s Meeting Room
Members in Attendance:                           
      Chairman Jesse Limanek, Vice Chair John L. Hebert, Clerk David Hall and Selectman Michael Kenney    
      Town Administrator James Smith & Deb Jacques, secretary  

Chairman Limanek calls the meeting to order at 7:00pm followed by the Pledge of Allegiance

Selectman Hall motions to accept as presented the March 6, 2018 meeting minutes, Vice Chair Hebert seconds passes 4-0   

Green Line Velo bike race: Dan Fitzgibbons and Kyle Butler are present from Green Line Velo. Dan Fitzgibbons addresses the BOS and says it will be the same course as previous years. He is currently working with Officer Lefebvre regarding Police Details. In the past Barnet Road was limited to one way traffic but Mr. Fitzgibbons would like to keep it open two way but with stop and go traffic for the bicyclists. There is between 300-400 participants and they are considered to be some of the best cyclists. Vice Chair Hebert thanks Dan for the good communication with the Police Dept. for the safety of all involved. There has been some healthy conversations with residents and John feels it is a good idea to stop the cars on Barnett Rd as needed instead of only permitting one way traffic. John would like to see the information on cable. Vice Chair Hebert asks if the registration area is at the school do they hire a janitor. Dan replies yes they do as well as porta pottys outside. Selectman Hall says this is a well-regarded race, this is a tribute to how it is run. We like to have these events in town but it is also important to hear the concerns of the residents. Plus they leave the town in good shape after the race. Selectman Kenney looks forward to the race again this year, in the past Mike has not heard of any issues other than the roads blocked off. Mike is happy to see proceeds donated to the Sutton Food Pantry. Chairman Limanek feels this is a well-run event. Jesse asks for the date and time, Mr. Fitzgibbons replies it will be held on Sunday, June 10th between the hours of 8am-6pm. Jesse also asks if post cards will be mailed out, Dan replies as in the past they drop off a bundle of flyers to the post office to be delivered to mail boxes along the route. They do this a month to 3 weeks in advance of the race. Vice Chair Hebert  motions to approve the Green line Velo cycling race to be held on Sunday, June 10th  2018  between the hours of 8AM to 6PM with detail Police Officers & EMS, road signage in place and a copy of the insurance rider on file in the Town Administrators office prior to event, Selectman Kenney seconds passes 4-0

TA Update:
  • Green Communities grant- the town has applied for a green communities grant in the amount of $243,482. The grant will be focused on the school dept. with replacing the boiler at the Elementary school ($151,000.) replacing lights at the high school gym ($37,000.) as well as converting lights in the elementary school ($90,000.) If this grant is awarded, the town will have received over $900,000. In green community grants.
  • Retirement of Deputy Fire Chief Kenny Smith – a retirement party was held on Saturday March 17th at the Dudley Gendron to recognize Kenny’s 49 years of service to the Sutton Fire Dept.
Nor’easter Quinn March 7-8 resulted in 86 % of Sutton being without power, Millbury was 92% out and Douglas 96%.  After this we had another storm that dropped 18-20 inches of snow. Thank you to NGrid and Kevin Shaughnessy for all their work during these storms.
  • Sutton Historical Society will host Peter Michelson who will talk about the controversial settlement of West Sutton. This will be held on Tuesday April 3rd at 7 pm in Manchaug Mills.
  • Blackstone Street Bridge- work to begin shortly, prior to this there will be some deck repair work on the Depot Street bridge to withstand the added traffic. This will start around the 1st week in April.  
Announcements/Round Table:
Selectman Hall states regarding the Green communities grants- we have planned carefully and laid out the work to be done quickly so we can reapply for more grants. These improvements are valuable to the town.  
Selectman Kenney says happy spring and please be mindful of the plow drivers with another storm coming tomorrow.
Chairman Limanek reminds all that of March for meals, Jesse has participated in two ride alongs with the Meals on Wheels and hopes to be able to do one more.  He also reads the short list of needed items for the Mike Chizy Food Pantry.
7:35 pm Chairman Limanek motions to enter into Executive Session reasoning #3 to discuss strategy with respect to collective bargaining with the intention of returning back to open session for the purpose of adjournment. Roll call vote taken.
