Members in Attendance:
Chairman Jesse Limanek, Vice Chair John Hebert, Clerk David Hall and Selectman Michael Kenney
Town Administrator James Smith & Deb Jacques, secretary
Chairman Limanek calls the meeting to order at 7:00pm followed by the Pledge of Allegiance.

ZBA appointments: TA Smith says there are two positions, a full time position and an associate position. Present is James Marran of 80 Burbank Road and Christopher Matera of 10 Attitash Ave. requesting appointments. Vice Chair Hebert thanks both for being here, both seem to be qualified. We need volunteers to fill slots on boards and committees. Selectman Hall thanks them for putting themselves forward. Dave says the ZBA is an important board, the nature of the issues can be controversial, you have to do your homework and be diligent. Both gentlemen here tonight are perfectly qualified. Selectman Kenney asks what they expect to bring to the board. Chris Matera replies he has a young family, the buildup of 146 is critical to Sutton’s future, he brings a youthful eye. James Marran is retired but he has a background in
construction practices associated with zoning bylaws. Route 146 needs to be developed responsibly with a balance of interests. He has heard rumor of a 40B project, he feels it is important to be fully prepared on how to manage the filing rather than how it is imposed. Chairman Limanek finds it admirable both are looking to serve. Jesse watched Mr. Marran a few months ago speak against a project, he was very articulate and passionate. Jesse asks Mr. Marran how he felt the ZBA handled that. He replied he felt John Couture did an amazing job, change is around us we just have to manage the change. Chris Matera viewed the soccer discussions on social media, he wished there was a broader discussion at the meetings. Some residents had valid opinions. Vice Chair Hebert would like to appoint Mr. Marran to the term that expires 2019 as the first member as he has had more experience and time living in Sutton, he has the balance of knowledge the board needs, Selectman Hall 2nds this
statement, all are in favor. Motions are as follows: appoint James Marran to the ZBA for a term to expire June 30, 2019 and appoint Christopher Matera to the ZBA as an Associate for a term to expire June 30, 2020 all in favor 4-0
Dudley Gendron Post #414 outdoor Beer & Wine: present is Dave Karacius. TA Smith says this is for the annual chicken barbecue to be held on Saturday Sept. 9th between 12-5pm. Dave Karacius states they are moving the event to the front of the Dudley Gendron to hopefully spark interest of passer byers as well as including a dunk tank. All proceeds from the dunk tank will go to the Memorial plaques through the Sutton Fire Dept. Also included will be a band, this is a family event. Vice Chair Hebert says the Dudley Gendron is a hard working organization that supports the Police, Fire, and Food Pantry. It continues to be a good measure by having a detail police officer on site. Selectman Hall says good luck but please use the safety measures regarding the beer & wine. Selectman Kenney says this is a
great cause and will volunteer for the dunk tank, Chairman Limanek agrees with all comments and says this is a great event that usually draws a big crowd. Selectman Hall motions to approve the request for a special one day outside Beer & Wine license at the Dudley Gendron Post #414 located at 156 Boston Road for Saturday, September 9, 2017 between the hours of 12 noon to 5pm with a detail police officer on site, Selectman Kenney seconds passes 4-0
CMRPC reappointment: TA Smith says this is a reappointment of John Hebert who has volunteered for the past 10 years on this board. At this time we thank Bruce David for his years on the board as well, he is not able to continue on the board. Vice Chair Hebert says he represents 11 towns on this board, he tries to balance and spread the funds where they are needed. John thanks Congressman McGovern, Senator Fattman and State Rep. McKenna for their assistance in the CMRPC. Selectman Hall says CMRPC is really a very important board, CMRPC brings in development funds to help growth in cities and towns. John puts a lot of time into this roll and Dave fully supports his reappointment. Selectman Kenney fully supports John’s reappointment, this is not just for Sutton, and it is surrounding towns as well that John represents.
Chairman Limanek says we benefit by having John in this position, the funds are spread fairly due to effective leadership. The BOS all thank Bruce Davis for his time spent on CMRPC. Selectman Kenney motions to reappoint Selectman John L. Hebert as the towns delegate to the CMRPC for FY18 Selectman Hall seconds passes 4-0
Acceptance of donated office chairs: TA Smith says that Source International Design has donated 8 office chairs, Selectman Hall works for this company. TA Smith is asking the BOS to accept the donation. Selectman Hall states these chairs were ordered, made and then the order cancelled. The model is discontinued, the chairs were returned and would have been thrown away. Vice Chairman Hebert says that is a nice gesture and requests a letter of appreciation be sent to the company. Selectman Kenney agrees it was a nice gesture and thanks Selectman Hall. Chairman Limanek says we are a green community and this is recycling at its best. Selectman Kenney motions to accept 8 donated office chairs from Source International Design to the Sutton Town Hall, Vice Chair Hebert seconds passes 4-0
TA Update:
- Ford Explorers Carbon monoxide- part time patrolman Mark Giro helps maintain the fleet at the Police Dept. He had heard about an issue and was proactive by installing detectors in the vehicles. We thank Officer Giro for his initiative.
- Boiler project at the ELC- there were two bidders, MPC and Aalanco. MPC was the low bidder at $125,693. Aalanco came in at 127,000.
- Blackstone River Valley Greenway scheduled for Sept. 30. This is a bike race that cuts through south Sutton. A detail officer will be at the location.
- CMRPC- thankyou again to Bruce Davis for his years of service on this board.
- Police Station- sub bids will be opened on August 17 at 2pm at the Town Hall. General contractor bids will be open on August 31st at 2pm.
- A recent call from Boston to Doreen Defazio inquired about the Towns LED street lights, Sutton is a leader in green energy.
- Goals and Objective meeting rescheduled to August 29th at 6pm
Selectman announcements/Correspondence/Round table
- Selectman Hall recently attended a concert on the common, it was fantastic. Dave wishes more people attended.
- Selectman Kenney asks if we could open Marions camp for other events, TA Smith replies currently it is seasonal, we do not have restroom facilities if we did open it. Once the renovation project takes place we could look into this. Vice chair Hebert responds that is a valid point, hold off at this time. It is not ready for that.
- Selectman Hall states a private resident can organize an event. Selectman Kenney asks if there has been a Resource Officer named yet for the school. TA Smith replies not at this time.
- Chairman Limanek states BVT is starting school on Friday so we will be seeing buses around town. Jesse goes on to ask drivers in town to slow down, he worked with a few farmers haying this past week and the tractors are slow moving vehicles. This created some drivers to be inpatient. Jesse read the list of needs at the Food pantry.
