Chairman Hebert calls the meeting to order at 7:00pm followed by the Pledge of Allegiance.

Selectman Hall motions to approve the May 2, 2017 meeting minutes as presented, Vice Chair Maynard seconds passes 4-0

Net Metering Agreement Power point presentation: Energy Manager Doreen DeFazio is present. TA Smith states the timing is right, we are running out of net metering opportunities due to changes at the state house. We are close to having a contract for a 30% reduction in our electric bills. This is a facility already built in Spencer. In 2015 at a town meeting, the voters authorized entering into a net metering agreement. This will cover the WCMA area (Schools, WWTP at the school, Town Hall, Wilks Fire Station and some pump houses). The current usage of all these sites is 2.25 MW, it is important to not overbuy so we are buying 1.9 MW. At the school site alone, over a one year period it has cost $365,371.91; with 30% reduction due to net metering it would cost $255,757.82. A savings of
$109,614.09. The name of the company is ECOS and we have had Orlando Pacheco as a consultant, Town Counsel, Doreen DeFazio and TA Smith on conference calls reviewing this deal. Selectman Hall thanks Jim and Doreen for the comprehensive explanation. Dave asks if this project was built solely to provide net metering credits for buyers, TA Smith replies yes. Dave asks if the 30% off is contractual for 20 years TA Smith says yes, it took a while to find the right deal, we had to trust the developer. Vice Chair Maynard thanks TA Smith and says this is why Jim is here, a savings of over $100,000. is a no brainer. Selectman Limanek says whenever Doreen is before the BOS it usually means we are saving money, Jesse asks why are we buying 1.9 MW rather than enough to cover our usage? TA Smith replies the usage fluctuates so if the usage goes down you do not want to pay for more than we are using. Jesse also asks if the money saved on the school side will stay in the school budget or
come back to the town side. TA Smith replies it will stay in the school budget. Chairman Hebert says thank you to Doreen and Jim, whatever Doreen does is well done.
Appointment to the Police Station Building Committee: TA Smith says there is a vacancy due to Dave Lavallee stepping down, Jim thanks Dave for his service and professionalism. Dave is a helpful individual and Paul Maynard fits the role perfectly with his experience in communications and cell towers. Selectman Hall thanks Dave Lavallee, he is grateful for what Dave has done for the town over the years. Selectman Limanek says Dave’s involvement early on was pivotal. Chairman Hebert says Paul has a lot of experience and goes on to thank Paul for all his countless hours spent on improving communications in Sutton. John goes on to say this is Paul’s last meeting on the BOS and thanks him for his service, his years dedicated to the town (Fire Chief, BOS) as well as being a good listener and a friend. Selectman Limanek motions to appoint Paul Maynard to the Police Station Building Committee, Selectman Hall seconds passes 4-0~
TA Update:
- Town Meeting was completed in two hours with over 200 people in attendance. All articles passed except one citizen’s petition. Town election is May 23rd 7am-8pm. The 1st question is a prop 2 ½ debt override for the new Police Station, the 2nd is a prohibition of recreational marijuana establishments.
Walmart Sewer project: this is an IMA with Sutton allowing Walmart in Northbridge to pump their sewerage to the Sutton Waste Water treatment plant. Target date for completion is June.
- Sutton Youth Baseball family fun day is Sunday May 21st at the Hough Road fields.
Town Hall cookout to be held on Friday June 9 from 11am-1pm at the center fire station. TA Smith has asked the BOS to close town hall one hour early (11am)
- Memorial Day Parade will be held on Monday May 29th kicking off from the center around 11:15am and marching to the WWII monument at the school.
Announcements/Round Table/Correspondence:
- Selectman Hall reminds all that the passing of the police station at town meeting is only half the battle, it must also pass at the election. Dave also says the prohibition on recreational marijuana is not personal use, only retail establishments. Selectman Hall says this is the last meeting for Paul Maynard, he is a quiet guy but does a lot behind the scenes. He brings a lot of knowledge to the BOS. Thank you for your time on the board as well as your friendship.
- Vice Chair Maynard thanks all that he has served with on the BOS as well as TA Smith and Deb Jacques.
- Selectman Limanek says it has been a pleasure working with Paul, 2 years of professionalism and knowledge. Jesse goes on to thank Paul for sharing his knowledge regarding the badge system in the military, this helped Jesse with his Purple Heart presentation.
- Chairman Hebert says Paul Maynard was good for the town but especially Manchaug village. Paul was the eyes and ears for Manchaug
- TA Smith says on behalf of the department heads and all the employees he wishes Paul well. Paul was TA Smiths 1st appointment as Fire Chief when he came to Sutton. It has been an honor to work with Paul, and he will continue to work with Paul on the Police Station Building Committee.
